RE: Moveable Bleachers for West Ten

Pam, just wanted to bring you up to speed on the bleachers for West Ten. They anticipate buying two
(2) bleachers, each 24' long with ten rows. Although the bleachers are moveable, they can only be
moved short distances at very low speeds and cannot be moved on public roads. Below are the
events in chronological order that have been taken to date to acquire the bleachers.
• On June 6, 2008 we received bids from three vendors for the bleachers. Charron Sports of
Liberty South Carolina submitted the lowest bid at a delivered cost of $33,656.00.
• On June 24, 2008 the bid award was presented to the Board for consideration.
• At June 24, 2008 meeting the Board asked that the item be pulled and that staff determine if
deferring award to a later date would result in any possible cost increases and if the bleachers
could be utilized at any other facility. The Board also wanted to determine if the bleachers can be
used at another facility
• July 30, 2008 Lori Taft advised that the bleachers could not be used at any other athletic fields
because although they are transportable, they are only transportable around the grounds they are
stationed.
• July 30, 2008 I emailed Cindy Jones ,Office Manager for Charron Sports Services, Inc to see
how long they could honor their bid. She responded they could only honor them for 30 days from
July 30 due to increases in shipping (fuel) costs.
• August 5, 2008 I called Cindy Jones to confirm that shipping costs were the only thing that had
gone up and that if fuel costs stabilized there would not be any additional shipping costs. She
also stated that they did not anticipate any cost increases for the bleachers in the near future.

Given this information and based on my understanding of the conversations that have occurred between
management and the Parks and Recreation staff the order for bleachers would be placed sometime in
late spring with delivery around August 1, 2009 in order to meet park opening deadlines. It is further my
understanding funding is available to support the purchase.
