Upon motion of Commissioner Smith, seconded by Commissioner Ray, it was moved
and unanimously adopted, that the cleric write John Morrissey requesting that the
Orange County Board of Commissioners be kept informed as to the investigation
being conducted by the Commissioners Association staff in the area of the usurping
of the authority of County Commissioners with regard to the problems being
encountered by the Caldwell County Board of Commissioners.
Chairman Bennett announced that George T. High of 719 Caswell Road, Chapel
Hill, North Carolina be appointed as one of Orange County's representatives
on the Citizens For Airport Planning Committee.
Commissioner Smith requested that the letter from James W. Kernodle addressed
to the Board of Education School Superintendent, principals and teachers be
acknowledged.
Upon motion of Commissioner Smith, seconded by Commissioner Ray, it was moved
and unanimously adopted, that the clerk request the Rasearch Triangle Commission
to suggest and/or recommend the top three priority reservoir sites situated in
Orange County, in order that sufficient data might be made available in looking
towards the securing of Federal Grants or towards the issuance of bonds for reservoir
purp0Sa s.
The following road petitions were presented and the clerk was reeuested to
forward said petitions to the State Highway Commission: SR 1955 and dR 1307.
The following resolution was introduced by Commissioner. Smith, seconded by
Commissioner Walker, and unanimously passed:
BE IT RESOLVED that the County Attorneys, Graham & Cheshire, are
hereby authorized, empowered and directed to obtain by condemnation or
otherwise a thirty (30) foot right of way and easement for sanitary
sewer across the lands of W. M. Bright and wife, Margaret Bright, and
across the lands of J. B. Austin and wife, along the common boundary of
the said properties leading from State Road No. 1302 to the Apparel,
Inc. property, said easement to extend fifteen (15) feet in width upon
the property of each property owner and for a length of approximately
325.6 feet, as shown by plat drawn by Alley, Williams, Carmen & Ring,
Inc., dated September 25, 1968.
There being no further business to come before the Board said meeting was
adjourned to meet again on October 10, 1968 at the Courthouse in Hillsborough,
N. C. in joint session with the Orange County Planning Board and on November 6,
1968 for a nublie hearing.

MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS
October 10, 1968
The Board of County Commissioners of Orange County met in joint session with
the Orange County Planning Board on Thursday, October 10, 1968 in the Court-
room of the Courthouse in Hillsborough, North Carolina at 7:30 P.M.
Members Present: Chairman Harvey D. Bennett, and Commissioners William C.
Ray, Carl M. Smith, Henry S. Walker and Ira A. Ward.
Members Absent: None
This meeting was held for the purpose of conducting a public hearing on the
question of rezoning from residential to mobile home park of two tracts of land
belonging to Paul Blair and Brack Pearson located in Chapel Hill Township. No
action was taken.

There being no further business to come before this meeting said meeting
was adjourned with the Orange County Board of Commissioners adjourning to meet
again on Tuesday, October 15, 1968 at 7:30 P.M. in the Commissioners room at
the Courthouse in Hillsborough, North Carolina.

MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS
October 15, 1968
The Board of County Commissioners of Orn,nge County met on Tuesday, October
15, 1968 at 7:30 P.M. in adjourned session in the Commissioners Room at the
Courthouse in Hillsborough, North Carolina.
Members Present: Chairman Harvey D. Bennett, and Commissioners William C.
Ray, Carl M. Smith, Henry S. Walker and Ira A. Ward.
Members Absent: None
Burch Compton, Commander of the Orange County Rescue Squad and most of the
squad officers were present and were accompanied by Dr. Sarah Dent and Mrs. A. T.
Dam son, their training officers.
This meeting was called for the purpose of proposing to the officers of
the Orange County Rescue Squad the question of whether or not the Rescue Squad
would consider rendering ambulance service to a certain area or all of Orange
County.
Burch Compton, Commander of the Orange County Rescue Squad, presented the
squads proposal and the conditions under which the squad would agree to render
ambulance service for the northern part of Orange County. Discussion ensued
concerning said proposal. No action was taken.
Dr. 0. David Garvin, District Health Officer, advised the Board that the
local health department would begin the operation of two maternity clinics each
week in the Hillsborough area. He stated that the health department would
furnish all employees except the doctors. The money for the employment of the
doctors would come from an O.E.O. grant. Dr. Garvin requested that the $3,000.00
which was taken from the 1968-1969 health department budget be restored to said
budget. No action was taken on Dr. Garvin's request.
There being no further business to come before the Board said meeting was
adjourned to meet again on Monday, October 21, 1968 at 7:30 P.M.
