PURPOSE: To award a housing rehabilitation contract for the Orange County HOME Program
Housing Rehabilitation Program.
BACKGROUND: The Housing and Community Development Department solicited bids from
qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation
Program for the general repair portion of the work specifications.
The informal bidding process is governed by the North Carolina General Statues §143-131 and
does not require a minimum number of bids. Additionally, present program procedures provide
that housing rehabilitation contracts be awarded to the lowest responsible bidder. Additionally,
all contractors participating in the County's Rehabilitation Program are required to utilize current
deconstruction and material recycling methods during the repair process.
Bids were solicited from participating contractors for the housing repair work and the bid results
are attached.
FINANCIAL IMPACT: Funds are provided by the HOME Investment Partnership Program.
RECOMMENDATION(S): The Manager recommends that the Board award the following
housing rehabilitation contract:

EXTERIOR:
1. Install a new exterior front door unit. Install a 36" 6-panel metal
door unit. Door unit to include a keyed lockset, deadbolt keyed to
match the lockset and wide view door viewer. New door to open,
close and lock properly. Note: Door to have glazed area at top.
( Consult Rehabilitation Specialist)
Note: Reinstall alarm sensor on front door frame.
2. Install a new exterior door unit on the storage room. Install a
6-panel metal door unit of matching size. Door unit to include
a keyed lock and deadboit keyed alike. New door to open, close
and lock properly. Install metal drip edge on top brick molding.
3. Install a 36" self storing stone door on the front door. Storm
door to include lock, closer, sweep. New door to open, close
and latch properly.
4. Install a new exterior sliding door unit on the rear left corner.
Sliding door to be complete with sliding screen and lock.
Install all necessary exterior and interior trim. Finish trim to
match existing finishes. New door to open close and lock
properly. Install proper flashing at sill and over top header.
5. Replace seven (7) sheets of damaged siding. Refer to Rehabilitation
Specialist for location. Install siding using a # 8 or # 10
galvanized siding nail. Remove all necessary trim to install
new siding. Prime new siding with an oil based primer. _
6. Replace six (6} damaged corner boards. Install matching trim.
Trim to be finish grade yellow pine or cedar. Use # 10
galvanized siding nails. Pre-drill holes as necessary to keep
trim from splintering and cracking. Caulk as necessary.
•Prime new trim with an oil based primer.
7. Remove the back porch to the ground. Remove and replace the
damaged section on band and sill. (Approx. 8-10 ft) Support the Dining
room floor using a temporary drop girder.
Install pressure treated sill and band. Note: Siding to he cut
around new porch.

EXTERIOR:
8. Install four (4) new floor joists below the dining room. Double the
existing joists. Note: Refer to Rehabilitation Specialist for replacement.
Nail the existing joists to the new floor joist. New floor joists to be
nailed through the new band. _
9. Install a matching size back porch. A permit is required. Install 2x8
floor joists and 2x10 band. All wood to be pressure treated lumber.
Porch floor to be tight against door sill. Install S/4" decking for
floor. Install flashing as necessary per code. Install steps per code.
( Refer to porch plan) histall 2x2 pickets and handrail around the
porch and steps. All work to pass Code.
10. Remove all decking boards from the front porch. Remove all
necessary lumber from the deck seats to remove the decking
boards. Install new S/4" decking boards on the front porch.
Note: All joints to be staggered at least 32". Nail the new
decking boards using a # 10 galvanized decking nail.
Re-install all lumber removed to replace decking. (12' x 24')
11. Remove the under-growth and existing lattice from the front porch.
Install new lattice in the following locations- end of porch, around
bottom section of front porch. Install all necessary trim to properly
attach new lattice. Instal12x4 against foundation to attach lattice.
Install pressure treated ground contact lumber along ground to
attach lattice.

12. Remove the existing handrails on the front porch steps. Install new
pressure treated handrails and 2x2 pickets to code. Note: New railings
to be secure. Install a 2x4 for the hand-grip section. Plane all rough
edges of the 2x4. Use nails and bolts shall be hot dipped galvanized.
13. Replace two damaged window sills. Refer to Rehabilitation Specialist
for location. Remove the window sill. Cut along where sill meets window
stool. Use a reciprocating saw to cut sill away from side jambs and
under brick-molding. Cut new sill to size. Prime and paint the new
sill before installing. Install all necessary shims and install using
Liquid nails. Caulk around window.stool, brick molding and under sill.
Apply a 2°a coat of semi-gloss latex paint.

EXTERIOR:
14. Pressure wash the exterior and prepare for paint. Pre-soak the exterior.
Spray a mildew cleaner on exterior. (% bleach & % mildew check)
Spray an exterior and let soak for 10 minutes. Clean with pressure
washer. Note: Do not damage siding & trim- Check spray tip before
work is to begin. Note: Rehabilitation Specialist to be on site during
this work.

15. Prepare the entire exterior for paint. Caulk all cracks and seams.
Remove shutters. Paint the siding with aflat-stain finish. Paint the trim,
boxing, shutters, windows and doors with semi-gloss latex paint.
All paint to cover completely Note: Color of siding and trim to match
existing unit. Re-install the shutters and window screens.
Note: All new trim installed to be primed before painting.
GUTTERS:
Install seamless aluminum gutters and downspouts on all fascias.
Install over-sized downspouts on the unit. Attach solid drain the
to alI downspouts to divert the water away from the unit. Install a
ten (10) ft section of drain the to all downspouts.
Note: Contractor to use proper drain file fittings to attach to
drain tile.
FOUNDATION:
1. Remove all debris and items from the crawlspace. Install 6-mil
poly in the crawlspace.
2. Fill and level the water line ditch from the side wall to the well.
Seed and straw the exposed area.
3. Remove existing foundation vents. Install new automatic foundation
vents. All vents to be secure in foundation. _

YARD WORK & SEPTIC TANK:
Remove the under-growth and vines from the chain-link fence
located in the right side yard. Cut vines and ground level to expose
the fence from the corner of the house to the side property line.
Remove a section of the chain-link fence to provide access to the back
yard for equipment. Use abush-hog to cut under-growth to ground level.
Remove the cut under-growth from the ground and haul to a local landfill.
Note: Work will involve some hand raking to remove excessive piles of
debris. Trim all debris away from the unit. Note: Rehabilitation Specialist
to inspect yard before equipment is removed from site. Re-instaIl
the chain-link fence.
2. Pump the septic tank. Contact a licensed Septic Pumping Company
to perform this work. _
InstaIl a new cover/lid on the septic tank. Note: New cover to fit
properly. Contact Environmental Health Dept. to inspect cover.
Note: If a riser is needed, the Owner, Conhactor. Rehabilitation Specialist
and Environmental Inspector will meet to review the work, determine
a course of action and cost for additional work.
4. Install new pressure treated handrails and decking boards on the
existing ramp and landing located on the right side. Install new 5/4"
decking boards. Properly nail or screw using galvanized fasteners.
Install new handrails. Note: The existing 4x4 posts to remain. Install
pressure treated 2x4 for the hand-grip section. Install horizontal members
of 2x4 and 1x6 to meet code. Install a decking board located at
the bottom between posts to prevent wheelchair wheels from falling
offramp. All nails and bolts to be hot dipped galvanized.
INSULATION:

1. Install R 19 insulation in the crawlspace. All work to pass code.

PLUMBING:
1. Install a frost proof spigot on the front and hack of the unit.
Make all plumbing connections. Spigot to be secure in wall.
2. Remove the handicap commode in the hall bathroom. Install a
regular height elongated commode. Make all plumbing
connections.
3. Install a discharge line on the water heater in the crawlspace.
4. Install a new dryer vent and cover in the existing location.
Install a aluminum or metal vent per code.
5. Install a molded marble vanity/sink top and single lever faucet in
the master bathroom. Note: The new faucet shall be a Delta
orpre-approved equal. Make all supply and drain line connections.
Install new supply lines and cut-offs.
6. Install a main water cut-off within 4 ft of the crawlspace opening.
Install a new water cut-off valve.
7. Remove the existing tub/shower unit in the hall bathroom. Install a
Walk-In Tub (Safety Tub) Refer to Tub Specifications/Options
Model- ST 6032 Soaking Tub. Make all plumbing connection to code.
Install wall extension kit and Premium faucet with personal shower.
Price to include a full installation and all complete work Apply all
necessary caulk at all corners and joints.
8. Install pipe insulation on all supply lines in the crawlspace.
Install proper sized insulation. All corners and joints to be tight.
ELECTRICAL:
1. Install a new vented exhaust hood in the kitchen. Note: Existing
ductwork to be used. Make all electrical and mechanical
connections. Owner to choose color- White or Almond.

ELECTRICAL:
3. Install GFI protected receptacles in both bathrooms.
4: Install hard-wired smoke detectors in all sleeping rooms and
hallway. Install a total of four new smoke detectors. Make all
electrical connections.
Replace five (5} electric baseboard heaters that are not
working properly. Install new heaters of matching size.
Make all electrical connections per code.
INTERIOR:
KITCHEN:
1. Remove existing countertops in the kitchen. Install new countertops.
Owner to choose or approve color. (White, almond, butcher block etc)
Install all end caps as necessary. Note: Reinstall kitchen sink, supply-
line and drain line plumbing.
2. Install %a" lauan plywood and a new vinyl floor. The vinyl to cost
not less than $ 18.00 sq. yard. Install metal strips where vinyl meets
hardwood floors. Install finished shoe molding at all cabinet and wall
areas. Note: New vinyl to extend into laundry room area. Install
stained wood shoe molding.
3. Install new bi-fold wood laundry room doors. Doors to be complete
with new hardware and track. Install bi-fold 6-panel wood doors.
Stain the doors to match existing trim/cabinets as close as possible.
New doors to open and close properly. _
HALLWAY BATHROOM:
1. Install a five piece accessory kit. The kit to include two, twenty-four
inch towel bars, paper holder, tumbler holder and soap dish.

HALLWAY BATHROOM:
2. Prepare the bathroom floor for vinyl. Remove commode. Install
%a" Lauan plywood and a new vinyl floor. The vinyl to cost not
less than $ 18.00 sq. yard. Install painted shoe molding at all wall
and cabinet areas. Install a metal strip where vinyl meets the hardwood
floor. Re-install commode using a new wax seal. Caulk vinyl at tub
using 100% silicone caulk. __._
3. Install atub/shower wall surround above the walls-in tub.
The color to match tub finish. Caulk all edges and corners with
100%tub/shower silicone caulk. Note: The wall surround to extend
at least Eft from floor level and to cover existing hole from previous
shower head. _
MASTER BATHROOM:
1. Install a thirty inch vanity cabinet. Owner to choose finish-
white or stained finish. Secure vanity to wall.
2. Install a five piece accessory kit. The kit to include two, twenty-four
inch towel bars, paper holder, tumbler holder and soap dish. _

the door to match as close as possible to the bedroom door. _

2. Repair the damaged wall in the right rear corner. Patch with sheet-
rock filler and tape. Apply and sand with three coats of filler.

MASTER BEDROOM:
Remove the bi-fold doors and hardware. Install a new 1 3/8" wood
closet door to match the bedroom door. Install door stop, hinges and
passage lockset. New door to open, close and lock properly. Stain
the door to match as close as possible to the bedroom door.
Z. Install Jamb-up weather-stripping on the side door frame.
Consult Rehabilitation Specialist for proper weather-stripping.
The color of metal trim to be white.
INTERIOR PAINTING:
1. Prepare all interior walls and trim for paint. Wash the walls and trim
using a mixture of bleach, 409 cleaner and warm water. Fill all nail holes
filler, repair any damaged walls areas with sheetrock filler. Sand all filler
smooth. Note: Rehabilitation Specialist to inspect walls and trim before
painting begins. Apply an oil based primer to all trim before finish coat
is applied. Paint the walls with flat latex paint. Paint the trim (Casing,
window trim, baseboard etc with semi-gloss latex paint. All paint to
cover completely. Note: All items left in rooms shall be covered with
poly before painting begins.
2. Install three inch crown molding in all rooms. Note: Walls less than
sixteen feet (16) shall be installed in one piece. All molding to be properly
installed. Install trim using 8 penny finish nails. Set nails and fill properly.
Prime new trim with an oil based primer. Pre-primed molding is
acceptable. All joints to be sanded smooth before painting. Paint
crowning molding with semi-gloss latex paint. All paint to cover
completely.
HARDWOOD FLOORS:
1. Clean all hardwood floors using a wood floor cleaner. Lightly sand
all rough areas with 100 grit sand paper. Apply two coats of
polyurethane. _

NIISCELLANEOUS:
1. Install two window locks. Refer to Rehabilitation Specialist for
location.
2. Install a new bedroom door in the right rear bedroom. Install a
matching door. Install new hinges. Reinstall the existing lockset.
New door to open and close properly. Finish door to match.
3. Inspect and clean the fireplace flue. Note: A certified chimney
sweep must perform this work.
4. Install a hinged access door panel in the right rear bedroom closet.
The access panel will service the walk-in tub. Remove the plywood
cover. Square the cut sheetrock and prepare for new access door.
Note: The access door to be weather tight. Install access door
with wood screws. '
5. Install two {2) motion lights at the front and back doors.
Note: Owner to provide motion lights. Labor to install only.
6. Install all missing light globes on all fixtures. { 6 fixtures)
7. Provide a general household cleanup of the unit before rehabilitation
work begins.
8. Install a new filter cartridge for the water supply located in the
crawlspace.
TERNIITE & ANT INSPECTION & TREATMENT:
Provide a termite and ant inspection. Treat to the foundation walls
and piers. Chemically treat both exterior, interior foundation walls
and piers. Chemical treatment to be performed by a licensed pest
control company. Contractor to provide owner with written proof
and warranty of inspection and treatment.
