HomeMy WebLinkAboutMinutes - 19681007Oun ?4E X6.1 MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS October 7, 1968 The Board of County Commissioners of Orange County met in regular session at 10:00 o'clock A.M. on Monday, October 7, 1968, in the Commissioners room of the Courthouse in Hillsborough, North Carolina. Members Present: Chairman Harvey D. Bennett, and Commissioners William C. Ray, Carl M. Smith, Henry S. Walker and Ira A. Ward. Members Absent: None Minutes of the September meeting were read and approved. A letter from interested citizens relative to the improvement of Highway 54 between Carrboro and Graham, North Carolina was brought to the attention of the Board. The memorandum relative to this matter was filed with the clerk. Upon motion of Commissioner Ward,.seconded by Commissioner Walker, it was moved and unanimously adopted, that the orange County Board of Commissioners go on record supporting the requested improvements of N. C. 54 between Graham and Carrboro, North Carolina. Commissioner Ray requested that the clerk make an inquiry as to the status of secondary road #1302 and that this status report be forwarded to Leo Hoover, Route #1, Mebane, North Carolina. Norman Long, Zoning Officer, informed the Board that there would be a meeting of the County Zoning Board on Thursday, October 10, 1968 and that a public hearing should be scheduled for November 6, 1968. The Zoning Office was authorized to duly publicize the public hearing. The County Administrator reported on the meeting which he attended relative to the reclassification of New Hope Creek. The County Administrator advised the Board that the North Carolina National Bank had requested the County to accept Bank of Americards for payment of taxes. This service would be rendered at no cost to the county. Unon motion of Commissioner Ward, seconded by Commissioner,Walker, it Wks moved and unanimously adopted, that the County Accountant and the County Tax Collector was authorized to implement the Bank Americard in receipt of payment of County taxes with the understanding that there would be no charge levied against the County for this service. The County Administrator advised the Board that he was considering converting the boiler used in the Courtho+.±se from coal to gas. The Board requested that competitive bids be obtained for the installation of the new boiler from both the oil and the gas firms. . Chairman Bennett read a letter of resignation from Dr. Harold Roberts, Chairman of the Orange County Board of Ad..ustments. Said resignation was to be immediately effective. Upon motion of Commissioner Ward, seconded by Com_,.issioner Raith, it was moved and unanimously adopted, that Dr. Logan Irvin of Chapel Hill be appointed to fill the unexpired term of Dr. Harold Roberts on the Orange County Board of Adjustments. Upon motion of Commissioner-Walker, seconded by Commissioner Ray, it was moved and unanimously adopted that Robert Strayhorn be reappointed to a three year term on the Orange County Planning Board. Upon motion of Commiasioner.Ward, seconded by Commissioner Walker, it was roved and unanimously adopted that Norris Ray be appointed to a two year term Which twill expire on April 18, 1970 and is the unexpired term of Walter Dunsmore on the Carrboro Planning Board and that Harold Williams be appointed to a one year term which will expire on April 18, 1969 and is the unexpired term of David Bell on the Carrboro Planning Board. These appointments being immediately effective and made upon recommendation of the Carrboro Planning Board. Upon motion of Commissioner Smith, seconded by Commissioner Walker, it was moved and unanimously adopted that John Albright of Route #1, Mebane, North Carolina be appointed as a member of the Mebane Board of Adjustments with said term being effective as of October 1, 1968. Chairman Bennett called the attention of the Board to the newsletter from the North Carolina Association of County Commissioners and a letter from the Caldwell County Board of Commissioners relative to the recent contempt proceedings of that Board. Upon motion of Commissioner Smith, seconded by Commissioner Ray, it was moved and unanimously adopted, that the clerk write John Morrissey recuesting that the Orange County Board of Commissioners be kept informed as to the investigation being conducted by the Commissioners Association staff in the area of the usurping of the authority of County Commissioners with regard to the problems being encountered by the Caldwell County Board of Commissioners. Chairman Bennett announced that George T. High of 719 Caswell Road, Chapel Hill, North Carolina be appointed as one of Orange County's representatives on the Citizens For Airport Planning Committee. Commissioner Smith requested that the letter from James W. Kernodle addressed to the Board of Education School Superintendent, principals and teachers be acknowledged. Upon motion of Commissioner Smith, seconded by Commissioner Ray, it was moved and unanimously adopted, that the clerk request the Rasearch Triangle Commission to suggest and/or recommend the top three priority reservoir sites situated in Orange County, in order that sufficient data might be made available in looking towards the securing of Federal Grants or towards the issuance of bonds for reservoir purposes. The following road petitions were presented and the clerk was reauested to forward said petitions to the State Highway Commission: SR 1955 and SR 1307. The following resolution was introduced by Commissioner Smith, seconded by Commissioner Walker, and unanimously passed: BE IT RESOLVED that the County Attorneys, Graham & Cheshire, are hereby authorized, emvowered and directed to obtain by condemnation or otherwise a thirty (30) foot right of way and easement for sanitary sewer across the lands of W. M. Bright and wife, Margaret Bright, and across the lands of J. B. Austin and wife, along the common boundary of the said properties leading from State Road No. 1302 to the Apparel, Inc, property, said easement to extend fifteen (15) feet in width upon the property of each property owner and for a length of approximately 325.6 feet, as shown by plat drawn by Alley, Williams, Carmen & King, Inc., dated September 25, 1968. There being no further business to come before the Board said meeting was adjourned to meet again on October 10, 1968 at the Courthouse in Hillsborough, N. C. in joint session with the Orange County Planning Board and on November 6, 1968 for a public hearing. -' Harvey D. Members Present: Chairman Harvey D. Bennett, and Commissioners William C. Ray, Carl M. Smith, Henry S. Walker and Ira A. Ward. Members Absent: None This meeting was held for the purpose of conducting a public hearing on the ouestion of rezoning from residential to mobile home park of two tracts of land belonging to Paul Blair and Brack Pearson located in Chapel Hill Township. No action was taken.
