PURPOSE: To approve fire insurance district boundary maps in Orange County for twelve rural
fire districts.
BACKGROUND: As fire departments throughout the State continue to strive to improve fire
protection services, many positive changes have occurred. These changes have allowed the
North Carolina Department of Insurance to implement regulations to extend fire insurance
district boundaries from five road miles to six road miles from a fire department. This action will
allow property owners who are not currently covered within the five mile district to be eligible for
lower fire insurance premiums. Property owners in an area five road miles or less from their
respective fire department are eligible for fire insurance ratings of Class 9 or lower. Upon Board
and Department of Insurance approval, property owners between five road miles and six road
miles from their respective fire departments will be eligible to receive a Class 9 rating. Property
owners beyond six miles from their respective fire station will remain in a Class 10 rate,
meaning that they will pay insurance rates as being unprotected. Without this extension and
approval, property owners between five and six road miles of their respective fire station would
not be eligible to take advantage of the fire insurance rate reduction.
Staff has worked with Tax Assessor /Land Records staff to produce the maps and extend the
attached fire insurance district maps utilizing GIS software. The maps have been reviewed and
approved by staff from the Office of the State Fire Marshal, Ratings and Inspections Division.
Upon the Board of Commissioners' approval, the maps will be delivered to the Office of the
State Fire Marshal to officially extend the fire insurance districts in Orange County from five mile
to six mile districts.
The attached district maps submitted for approval include all of the rural fire districts listed
below:

West Orange District protected by Efland Fire Department
Central Orange District protected by Orange Rural Fire Department
East Orange District protected by Eno Fire Department
New Hope District protected by New Hope Fire Department
Cane Creek District protected by Orange Grove Fire Department
Cedar Grove District protected by Cedar Grove Fire Department
Caldwell District protected by Caldwell Fire Department
White Cross District protected by White Cross Fire Department
South Orange District protected by Carrboro Fire Rescue
North Chatham District, (which includes the Southern Triangle and Damascus tax districts)
protected by North Chatham Fire Department.
East Alamance District protected by the Mebane Fire Department
Greater Chapel Hill Fire District protected by the Chapel Hill Fire Department.
The East Alamance District, protected by Mebane Fire Department through a contractual
agreement with Efland Fire Department, has been included in this approval, as district lines
have changed due to annexations by the City of Mebane. The East Alamance District was not
extended, as all properties are within five road miles of the fire station. The Greater Chapel Hill
Fire District, protected by the Chapel Hill Fire Department, has also been included in this
approval and the properties in that district are also within five mile from a fire station.
GIS mapping is more accurate than the existing maps, which were hand drawn and errors were
discovered in those maps. Approval of these maps will update all of the fire insurance district
maps in Orange County.
FINANCIAL IMPACT: The approval of this item has no financial impact on the County. This is
an administrative action only and no changes in fire protection services, service delivery or fire
tax rates will be reflected by this action. Upon Board and Department of Insurance approval,
property owners between five road miles and six road miles from their respective fire
departments will be eligible for lower fire insurance premiums.
RECOMMENDATION(S): The Manager recommends that the Board approve the six mile
insurance district maps for the rural fire districts and five mile insurance district maps for the
East Alamance District and Greater Chapel Hill Fire District.
