PURPOSE: To consider authorizing the Purchasing Director to execute a lease agreement for
bandwidth from Time Wamer Cable that will assure fiber data pathways to both the Animal
Services Facility and the Solid Waste Operations Center.
BACKGROUND: The Orange County Animal
Waste Operations Center are to be connected
County IT plans to provide these fiber network

The County will lease the fiber bandwidth from Time Warner Cable. Time Warner will install and
service the lines and will ensure that that are installed and commissioned during the normal
construction schedules of both facilities.
All lines will be constructed in existing right of way, thereby eliminating the potential for tree
removal.
The Purchasing Director is authorized to execute leases in an amount less than $20,000. This
lease will exceed that authority, thereby prompting additional Board action.
FINANCIAL IMPACT: The estimated average annual cost of the ten-year lease is $24,240.
Funding for the first year lease cost and the cost to construct lines interior to the two sites are
included in the capital project costs for the Solid Waste Operations Center and the Animal
Services Facility. Beginning FY 2009-2010, lease costs will be included in the IT operating
budget.
RECOMMENDATION(S): The Manager recommends that the Board authorize the Purchasing
Director to execute a lease agreement, contingent on Attorney review, for bandwidth from Time
Warner Cable that will assure fiber data pathways to both the Animal Services Facility and the
Solid Waste Operations Center.
