BACKGROUND: The County and the State Employees Credit Union have collaborated throughout the design and construction of the expanded Justice Facilities to locate afull-service ATM on the site. This will allow the Credit Union to locate a full service ATM unit outside of the entrance to the Sheriff's Department at the new facility. The Board may recall a cash machine had previously been located inside the Courthouse, however, the machine would not accommodate full service banking and as a result the use of the machine was of such low volume the Credit Union was compelled to remove it several years ago. The initial approval is for a period of three years, commencing upon completion and opening of the expanded Justice Facility. There has been no Credit Union ATM in downtown Hillsborough since the Credit Union offices were relocated to the new location on South Churton Street. The unit will prove to be a significant convenience to the many County and State government employees working in downtown Hillsborough, as well as for visitors to the courts. FINANCIAL IMPACT: The Credit Union assumes all responsibility for the operation and maintenance of the ATM, with the exception of providing electrical power to the unit, which is of minimal expense. No payment is proposed. RECOMMENDATION(S): The Manager recommends that the Board authorize a State Employees Credit Union ATM to be located at the expanded Justice Facility in Hillsborough; authorize staff and the County Attorney to prepare an appropriate agreement memorializing the authorization; and authorize the Chair to sign on behalf of the Board.
