There being no further business to come before the Board said meeting was
adjourned to meet again on Monday, July 22, 1968, at 8 P.M. in the Commissioners

MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIO14-ERS
July 22, 1968
The Board of County Commissioners of Orange County met in adjourned session
at 8:00 P.M. on Monday, July 22, 1968 in the Commissioners room at the Courthouse
in Hillsborough, North Carolina.
Members Present: Commissioners Henry S. Walker, William C. Ray, Carl M. Smith
and Ira A. Ward.
Members Absent: Chairman Harvey D. Bennett.
In the absence of Chairman Bennett the meeting was called to order by Vice
Chairman Walker.
The following representative of the Chapel Hill School Board were present:
Dr. Ray Lindahl, Mrs. Ross Scroggs and Dr. Wilner Cody.
Discussion ensued concerning the proposed 1968-1969 capital outlay budget of the
Chapel Hill School Board. It was pointed out that the school board must proceed
with their plans for an addition to the Chapel Hill School which must be ready for
occupancy for the 1970-1971 school year.
The Beard encouraged the members of the Chapel Hill School Board with their
plans for the addition to the Chapel Hill High School.
Upon motion of Commissioner Smith seconded by Commissioner Ray the following
resolution entitled Appropriation Resolution Fiscal Year 1968-1969 was introduced.

The appropriation for School Capital Outlay shall be divided as follows:
County Unit $400,000.00
Chapel Hill 300,000.00
The appropriation for School Current Expense shall be divided as follows:
County Unit $265,815.00

Upon motion of Commissioner Ward, seconded by Commissioner Smith, the following
resolution entitled Tax Levy Resolution - Fiscal Year 1968-1969 was introduced:

Assessed Property Valuation
(1) A poll tax of $2.00 shall be levied on all male persons between the ages of 21 years
and 50 years. Twoaty-five per cent (25%) of the proceeds of this tax shall be deposited
in the Welfare Accounts and seventy-five (75%) of the proceeds will be deposited in the
School Current Expense Fund.
(2) A Special School Tax of $0.35 on the $100.00 of property valuation shall be levied
on all property in the Chapel Hill School District.
(3) A Special Fire Tax of $0.10 on the $100.00 of property valuation shall be levied
on all property in the Greater Chapel Hill Fire District.
(4) A Special Fire Tax of $0.10 on the $100.00 of property valuation on-all property
in the South Orange Fire District.
(5) On each open female dog sic (6) months of-age or older the sum of $2.00, on all
other dogs the sum of $1.00.
(6) On each marriage license a tax of $4.00.
(7) In accordance with, Section B of the Revenue Act (Article 2, Chapter 5, of the
General-Statutes) and any other section of the General Statutes there is hereby
levied a privilege license tax in the maximum amount permitted on all businesses,
trades, occupations, or professions which the County is entitled to tax.
For purposes of financing the previously approved appropriations funds to finance
the following listed items will be derived from A. B. C. revenues.
Historic Hillsborough Commission $3,000
Orange County Rescue Squad 1,000
North Central Carolina Resources
Conservation and Development District 250
Operation of the Hillsborough Trash Dump 1,800
Orange Museum 4,000
There being no further business to come before the Board said meeting was adjourned
to meet again on July 30, 1968.
