BACKGROUND: The General Statutes require the Board of County Commissioners to receive and take necessary corrective action to the semi - annual jail inspection reports submitted by the North Carolina Department of Health and Human Services. The statute further states that the governing body shall promptly initiate any action necessary to bring jail facilities into conformity to standards. The report for July 11, 2008 is enclosed for review. The attached letter details the Sheriff's response to the findings of the report. FINANCIAL IMPACT: There is no financial impact associated with accepting the report. RECOMMENDATION(S): The Manager recommends that the Board of Commissioners receive the report. These doors are considered fire doors and must remain closed or close when fire alarm is activated. The purpose of the fire door is to prevent the spread of fire. Discussed options with the Major and Officer Ivey. The door in rear of kitchen cannot be opened by kitchen staff. If there was a fire in the kitchen and the main door was blocked an officer would have to go around the perimeter of the jail and open the door. If the kitchen staff are not certified detention officers and cannot be assigned a key to this door, staff should make sure that there is a policy in place to get this door opened. Box 885 Troy, NC 27828 Dear Mr. Wood, We reviewed your recommendations and they have been addressed; The exit doors in both recreation areas have been being keyed on both sides per l0A NCAC 14J. 1503 Additionally in the cell blocks inmates are being closely checked to insure they do not lie on the floor and block doors or hang clothing on inner doors. Our emergency generator is put through a 30 minute test and run every Wednesday. Our generator is serviced monthly by county maintenance. Our detention officers conduct in service training monthly with the Scott air- packs. Our hood in the kitchen is cleaned every 6 months by our hood service vendor. Our boilers have been inspected our next inspection is due 3/31/2009. Copies of inspections attached. In- service is at this time is being conducted "on visual inspections" as rounds are made. We require 15 minute checks which have been found at times to be done hurriedly. This will be closely monitored. The kitchen staff has an assigned radio as well as an intercom system if they need help in case of a lire in the kitchen. Our emergency generator is put through a 30 minute test and run every Wednesday. Our generator is serviced monthly by county maintenance. Our detention officers conduct in service training monthly with the Scott air - packs. Our hood in the kitchen is cleaned every 6 months by our hood service vendor. Our boilers have -been inspected -our next inspection is due 3/31/2009.
