BACKGROUND: Each year, the Board of Commissioners holds an annual planning and goal setting retreat that provides a forum for Commissioners to discuss their policy priorities for the next fiscal year. The Board did not identify any new potential goals at their January 2000 retreat. Earlier this spring, staff accordingly developed proposed updates to the detailed action steps and timetables for the 1999-00 goals that would continue through the new fiscal year. These draft goals were distributed to the Board in early June. Discussion and adoption of the 2000-2001 BOCC goals was included on the June 29, 2000 agenda, but was not completed due to the press of other time-sensitive matters. The Board may wish to discuss and adopt the proposed goals now, and/or to identify any goals about which additional information is needed or to which changes may be required. These would be brought back for additional BOCC discussion and subsequent adoption later this year. FINANCIAL IMPACT: Th.e Board's approval of 2000-01 goals will generally involve the use of existing staff and financial resources. In some cases, additional resources (for example, reserves for affordable housing initiatives and implementation of recommendations from the Master Aging Plan task farces) will be necessary. These have been included in the 2000-01 budget. RECOMMENDATION(S): The Manager recommends that the Board approve the 2000-2001 goals, and if necessary, to identify questions about or changes to other goals which will need to be brought back for further BOCC discussion.
