PURPOSE: To consider approving a lease renewal for space used by the Department of Motor Vehicles
for a Driver's License office at Carrboro Plaza.
BACKGROUND: The State of North Carolina has previously indicated that they provide only one Driver's
License office per County. Orange County has provided space resources for a second office in the
southern portion of the County for many years. The office has been located at Carrboro Plaza since
1986 through a lease paid for by the County. This action will extend the lease for 1200 square feet of
space at Carrboro Plaza through January 31, 2004.
The cost of the space has varied over the years, dependent in part on the economy and other factors
present at the shopping center. The square footage amount being quoted by the Landlord is the same as
the rent being paid in 1993, although it represents an approximate 15% increase over the most recent
three-year renewal. (The circumstances present at the Center in 1993 made the space more marketable
at a significantly less cast per square foot.) The shopping center has continually been improved over the
past several years and now experiences close to full occupancy. The square footage rate negotiated for
this renewal is $12.50 per square foot, with a 4% annual increase for years two and three. In addition,
the County is billed far taxes, insurance and common area maintenance (TICAM)=charges of
approximately $2.50 per square foot. The TICAM charges are adjusted annually according to the amount
paid out on such things as taxes, insurance, grounds care, etc.
FINANCIAL IMPACT: The County's annual contribution for the Driver's License office is approximately
$.18,000, including rent and TICAM charges. The funds are budgeted in the Rents and Insurance
account.
RECOMMENDATION(S): The Manager recommends that the Board approve the three year renewal for
space used by the Driver's License Bureau, located at Carrboro Plaza at the stated terms; and authorize
the Chair to sign an behalf of the Board.

LEASE RENEWAL
THIS LEASE RENEWAL; made and entered info this, the 3rd day of October
2000, between CARRBORO BELMAN, S.C: LIIvIITED PARTNERSHIP
("Landlord") and the County of Orange {"County");
WHEREAS, a lease agreement was made and entered into as of the 6~' .day of
. February, 1995,, and amended April 18,.1995, between the County and the Landlord
(the "Lease"); and
WHEREAS, the Lease. was renewed for an additional three (3) year period on
~ctaber 21, 1997; and
Wi~REAS, the Lease was amended by the execution of that certain Amendment to
Shopping Center Lease,' dated October 27, 1997; and
. WHEREAS, the County and the Landlord desire to renew the Lease and extend the
term for an additional period of three (3) years, as stated herein.
NOW, THEREFORE; the County and the Landlord mutually agree to the following:
Section 2 "Term" shall be modified to read:
2. Term. The term of this Lease Renewal shall commence on
February 1, 2001 and shall continue for a period of three (3) years, with
expiration at 12:00 rriidnight vn January 31, 2004, unless sooner
. terminated as hereafter provided.
Section 3 "Guaranteed Minimum Rental" shall be modified to read:

Landlord at the office of the. Landlord or at such other place designated.
by the Landlord guaranteed rental amount as follows:
February 1, 2001-~ January 3l, 2002: $1,250 per month.
February 1, 2002 -January 31, 2003: $1,300 per month
,February 1, 2003 -January 31, 2004: $1,352 per month
Rent is due and payable by the first calendar day of each month.
All other terms and conditions shall remain the same.
