BACKGROUND: The Housing and Community Development Department solicited bids from qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation Program. The informal bidding process is governed by the North Carolina General Statues §143 -131 and does not require a minimum number of bids. Additionally, present program procedures provide that housing rehabilitation contracts be awarded to the lowest responsible bidder. Sealed bids were solicited from participating contractors on September 1, 2000. Bid results are attached. Three bids were received for each unit with Diamond Builders and Triple J Construction Company submitting the lowest responsible bid. FINANCIAL IMPACT: The HOME Investment Partnership Program provides funding for this program. Remove the existing roof covering to the sheathing. 2. Replace approx. 200 sq.ft. of sheathing. 3. Remove the sheathing over the den. Install 2x6 rafters and 2x8 ceiling joists. Install ' /z" plywood sheathing. 4. Install approx. 241.f. of fascia. 5. Install collar braces on the remaining 2x4 rafters. Install a knee wall midway between the 2x4 rafters on each side. 6. Install aluminum drip edge, 151b. felt, three tab fiberglass shingles, new plumbing boots, aluminum flashing and counter flashing, and a shingle type ridge vent ventilation system. EXTERIOR: 1. Install ' /z inch plywood exterior sheathing on the exposed framing. 2. Replace the- -n-iissing brickwork. Brick to match as closely as possible to the existing brick. 3. Install soffitt and trim to match the existing soffitt and trim. 4. Remove the existing deck railing. Install 2x2 pickets and trim on the rear deck. 2 5. Install a crawlspace access door of 3/a inch plywood pressure treated frame and galvanized locking hasp and hinges. 6. Install gutter and downspouts on the right/rear section of the house. Install splash blocks under each downspout. 7. Paint all new wood trim with two coats of exterior latex paint to match the existing house. 8. Remove fallen tree and construction debris. INTERIOR: LIVING ROOM, KITCHEN AND HALL: 1. Remove the new plywood and framing. Check all new framing for plumb and proper nailing. 2. Install R -13 insulation in the exterior walls. 3. Remove the existing ceiling file and trim. Install new 12x12 inch ceiling file and bed mold. 4. Install a 6 -0 x 6 -8 sliding glass door with security bar. Install casing and brick mold. 5. Install paneling, crown mold and trim to match the existing paneling as close as possible. 6. Replace the missing baseboard and casing with like size material. Stain the trim top to match the existing trim. 7. Install carpet and pad. Cost to be- a minimum of $14 /yard. 8. Install an attic access in the hall. I 7 RIGHT/REAR BEDROOM 1. Remove the existing ceiling tile and crown mold. Install matching ceiling tile and 2 1/ inch crown mold. Stain and varnish to match the existing paneling. 2. Install carpet and pad. Cost to be a minimum of $14 /yd. LEFT REAR BEDROOM 1. Install paneling, trim, baseboard and crown mold. Paneling to cost at least $14 /sheet. 2. Install carpet and pad. Carpet to cost not less than $14 /yd. INSULATION 1. Install R -13 insulation in open exterior walls. 2. Install R -30 insulation in the attic. 3. Install R -19 in the crawlspace. ELECTRIC 1. Install a fixture and switch in the left rear bedroom. 2. Install an electric smoke detector. 3. Install four (4) outlets, switch, ceiling fixture, switch and exterior fixture and exterior outlet for the den area. 4. Install two (2) exterior fixtures. 5. Install GFI outlets in the kitchen and the bath. 6. Move the meter center to the exterior. Install new mast weatherhead and ground. MECHANICAL 1. Install a gas pack, heat and air system. Furnace to be at least 85% efficient. Install insulated- ductwork. Make all necessary electrical and mechanical connections. E 11 Louise and Leroy Addison 300 Lancaster Dr. Mebane, NC July 14, 2000 ROOF 1. Remove the roof covering to the sheathing. Install 151b. felt, aluminum drip edge, three tab fiberglass shingles, new plumbing boots, new flashing and counter flashing. 2. Replace approx. 100 sq.ft. of sheathing. 3. Replace the barge rafters on the front rear. Replace the fascia on the right and left rear gables. Replace the trim and soffitt on the right rear. Replace the damaged trim on the right front. EXTERIOR 1. Remove the fallen tree from the yard. 2. Remove the trash from the yard. 3. Secure the front gutter. Clean the gutters. Install vinyl leaf guards. 4. Replace approx. 32 sq.ft. of AC plywood in the carport. 5. Clean the exterior trim, paint the trim and carport ceiling with semigloss latex paint. Paint to cover completely. glaze windows as necessary. Clean the windows and storm windows on the outside. 6. Replace the broken glass in the door in the carport. 7. Install vinyl covered, wood storm doors with locks, pneumatic closures and vinyl weatherstripping on the bottom of the doors on the front and rear entrances. 8. Cut all tree limbs off the house. 12 INTERIOR LIVING ROOM 1. Remove the existing weatherstripping. Install new weather - stripping on the jamb and bottom of the door. 2. Install a new deadbolt and lockset to be keyed the same. KITCHEN 1. Install a lockset and deadbolt to be keyed the same as the front door locks. 2. Install 1/ inch luan plywood, on the floor. Prepare the floor for vinyl. Install sheet vinyl, shoemold and metal trim. Vinyl cost to be at least $14 /yd. Cut doors as necessary. 3. Replace the countertop. Reinstall the sink. Install new p -trap, and cutoffs and washerless faucet. BATH 1. Install a 36 -inch vanity, marble top, p -trap, washerless faucet and cutoffs. INTERIOR DOORS 1. Remove all the interior bedroom and bath doors. Install six panel, wood door units and locksets. INTERIOR PAINT 1. Prepare all sheetrock and wood trim surfaces for paint. Paint the ceilings with ceiling white latex paint, the walls with flat latex paint and the trim with semigloss latex paint. 13 ELECTRIC 1. Remove the existing whole house fan and install a similar size unit. 2. Install GFI outlets in the bath and kitchen. 3. Install ceiling fan and light kit in the kitchen. MECHANICAL 1. Install an 85% efficient gas pack heat and air system. Install insulated ductwork. Make all necessary mechanical and electrical connections. Remove the old system and ductwork. INSULATION 1. Install R -30 in the ceiling and R -19 under the floor. 2. Install a 6 mill vapor barrier in the crawlspace. TOTAL ttl
