BACKGROUND: In late fall, 1999, the Board of County Commissioners received several requests to address the need for improved soccer facilities. Further, the county's Economic Development Commission and the Recreation and Parks Advisory Council endorsed the idea of establishing and organizing a committee to promote a meeting of various interest groups to discuss soccer interests and needs. Accordingly, in November, the Board authorized the creation of a Soccer Symposium Task Force that would be responsible for hosting a public forum at which all interested parties could express their needs and concerns. After an extended recruitment effort, a total of twenty individuals agreed to serve on the task force. The Soccer Symposium Task Force planned and conducted a public forum and held numerous follow-up meetings to address specific policy issues related to soccer. The task force has prepared a report summarizing the group's findings and recommendations for the Board of County Commissioners' review and consideration, possibly at the Boards's October 3, 2000 meeting. FINANCIAL IMPACT: The future financial impact of implementing some or all of the report's recommendations depends upon policy direction provided to staff by the Commissioners. RECOMMENDATION(S): The Manager recommends that the Board adopt the resolution commending the Soccer Symposium Task Force for their time, energy and expertise in preparing the report. z ORANGE COUNTY BOARD OF COMMISSIONERS Resolution of Commendation to the Soccer Symposium Task Force WHEREAS, soccer in Orange County, as elsewhere in the state and nation, is the fastest growing sport in terms of number of participants, leading some county residents to call for improved soccer facilities; and, WHEREAS, the Orange County Economic Development Commission and Recreation and Parks Advisory Council endorsed the idea ofi establishing and organizing a committee to promote a meeting of various interest groups to discuss soccer interests and needs; and, WHEREAS, the Board of County Commissioners authorized the creation of a Soccer Symposium Task Force that would be responsible for hosting a public forum at which all interest parties could express their needs and concerns; and, WHEREAS, twenty representatives -- including individuals representing soccer leagues and programs, all elected local governments within Orange County, the schools, and at-large members w agreed to serve on the Task Force and met numerous tiflies to develop findings and recommendations, and to prepare a report for submission to the Board of County Commissioners; and WHEREAS, the Soccer Symposium Task Force has completed its work for the Board's review and consideration; NOW, THEREFORE, BE IT RESOLVED that the Orange County Board of Commissioners hereby commends and thanks the members of the Soccer Symposium Task Force for giving freely of their time and expertise.
