PURPOSE: To consider awarding a bid for a Tractor Scraper for the Orange County Regional
Landfill.
BACKGROUND: The Landfill equipment replacement policy calls for a new Tractor Scraper
every six years. The replacement schedule calls for the replacement of one Tractor Scraper in
the 2000-2001 fiscal year.
The County's 1989 627E Cat Tractor Scraper has been identified as the specific unit to be
replaced. Specifications were developed by staff that met the County's needs. Included in the
bid call was the option for the vendors to take the surplus Tractor Scraper in as a "trade in".
The bid call was advertised and bids were solicited from eleven vendors. Three bidders
responded. Bids were evaluated by staff. Interstate Equipment Company of Cary, North
Carolina submitted-th®~lowest responsible bid that was responsive. Their bid was for a Telex
TS14G at a net delivered cost of $181,285.00. This includes afive-year power train warranty
and a trade in allowance of $135,000 for the County's surplus 627E Cat Tractor Scraper.
FINANCIAL IMPACT: Total cost of this action, if approved by the Board, would be
$181,285.00. Sufficient funds are allocated in the Solid Waste/Landfill Operations fund.
RECOMMENDATION(S): The Manager recommends that the Board award the bid to Interstate
Equipment Company of Cary, North Carolina in the amount of $181,285.00; and authorize the
Purchasing Director to execute the necessary paperwork.
