Salary Grade 72 has a hiring range of $38,262 - $46,505. BACKGROUND: Currently, the Public Heath Education Supervisor position is vacant. Since the duties and responsibilities have changed over the past months, the Health Director requested that Personnel conduct a classification and pay study of the position to take account of the new duties and responsibilities. In the past, the Public~Health Education Supervisor was organizationally located in the Personal Health Division reporting to the Personal Health Division Director, with supervisory responsibility for one Public Health Educator that provided direct services to patients in clinics, schools and the community. Now, the Public Health Education Supervisor reports to the Health Director and is responsible for all health promotion and health education services which includes the Healthy Carolinians initiative, syphilis elimination project, wellness program, nutrition counseling and services, and direct public health education services to patients in the clinics, schools and the community. The Public Health Education Supervisor also now has supervisory responsibility for six positions: four Public Health Educators, one Public Health Nurse and one Nutritionist. This position's responsibilities include: - Management, supervision and technical direction to the Health Promotion and Health Education Division. - Program planning, development, and evaluation on health educational programs for the entire Health Department, including advice and guidance to other organizations within the County. - Serving as committee manager for the community programs committee for the Board of Health. This committee reviews and approves grant applications, policies, procedures and new initiatives prior to Board of Health review. - Supervising a staff of six, including a Public Health Nurse and a Nutritionist. Personnel has completed the classification review. Based on the classification review, it is recommended that the class title and salary grade for the Public Health Education Supervisor at Salary Grade 70 be changed to Public Health Education Director at Salary Grade 72, in recognition of the additional duties and responsibilities. FINANCIAL IMPACT: Funds to implement this change are available within the approved budget for fiscal year 2000-01. RECOMMENDATION(S); The Manager recommends the Board amend the classification and pay plan by changing the class title and salary grade of the existing Public Health Education Supervisor class at Salary Grade 70 to Public Health Education Director at Salary Grade 72. Attachment C8170-9/00 PUBLIC HEALTH EDUCATION DIRECTOR GENERAL DEFINITION OF WORK: Performs difficult professional and administrative work supervising all aspects of health promotion, health education, and community outreach activities of the division; does related work as required. Work is performed under general supervision. Supervision is exercised over subordinate professional and clerical personnel. TYPICAL TASKS: Develops, plans, directs, implements and evaluates public health educational programs which includes providing expertise to other divisions in Health department, other County departments and other organizations within the County; Manages data collection and analysis; Responsible for fiscal management which includes grant acquisition, division budget, state contracts, and multi-source funding; Collaborates with other agencies and builds partnerships on bringing resources in the County to improve service delivery for Orange County residents; Serves as Committee Manager on community programs for Board of Health; Makes presentations and prepazes reports, including health statistics, trend data, comparison data and program activities for Boazd of Health; Provides expertise in developing media plans including press releases, PSA's, articles, and emergency communication plans for the department; Serves as liaison with other organizations and represents the department on committees/ task forces addressing Orange County's health promotion and health education needs; Supervises, reviews and evaluates the work of subordinates; Performs related tasks as required. KNOWLEDGE. SKILLS AND ABILITIES: Thorough knowledge of complex data collection, analysis and interpretation; skill in the used of survey development and focus group facilitation; thorough knowledge of the functions of cox~munity health agencies; thorough knowledge of methods and techniques used in preparing and disseminating public health educational information and programs; thorough knowledge of techniques involved in preparing graphic materials, exhibits and visual aids; ability to present ideas effectively both orally and in writing; ability to establish and maintain effective working relationships with educational and community organizations, departmental staff and the general public; ability to write and speak effectively. EDUCATION AND EXPERIENCE: Any combination of education and experience equivalent to graduation from an accredited college or university with a Master's degree in public health, health education or related field and at least 3 years experience in public health education, including one yeaz supervisory experience. SPECIAL RE UIREMENTS: Possession of an appropriate driver's license valid in the State of North Carolina.
