PURPOSE: To consider approval of a cultural diversity training agreement with training
facilitator Pat Callair to provide cultural diversity training to Orange County employees.
BACKGROUND: In June 1999, the Board adopted a goal, "To assess and respond to the
needs of the growing Hispanic/Latino population in Orange County." One of the tasks
established to meet this goal is to implement cultural diversity training for County employees.
At the February 2000 Department Head Retreat, department heads focused on the impact of
population changes in the County and the needs of the increasingly diverse community. At the
retreat, department heads participated in pilot cultural diversity training and identified elements
to include in a cultural diversity training program for employees. With input from the retreat,
follow up discussions with department heads and employee focus group meetings, staff working
with consultant and trainer, Pat Callair, have developed a cultural diversity training program for
County employees.
The cultural diversity training initiative will have three phases. Phase 1 is the general cultural
diversity training that will address the broad range of diversity issues. Phase 2 is
Hispanic/Latino cultural skills training which will include information that is culture specific and
focus on building cultural competence in working with the Hispanic/Latino community. Phase 3
will take place at a departmental level and will provide for department identification and follow
through on cultural diversity needs in relation to citizens served. In addition to training, the
County will organize a Cultural Diversity Resource Group made up of County employees and
management. This group will serve as a resource to County employees by providing support to
the training, answering questions and following upon issues and concerns raised in the cultural
diversity training sessions. -
The Phase 1 Cultural Diversity training will provide general cultural diversity training to all
County employees. The training will be four to five hours in length and will be tailored to meet
the needs of individual departments. The goal is to build and support a workforce that responds
appropriately to the needs of the County's increasingly diverse community. Activities will focus
on team building, small group discussion and identifying and building a "vision" of effective
diversity management in .Orange County. Attachment 1 lists targeted outcomes.
To implement Phase 1 of the Cultural Diversity training program, staff proposes that the County
engage the services of training facilitator Pat Callair to provide cultural diversity training to
County employees. In addition to facilitating the training component, Ms. Callair will provide
support to the Cultural Diversity Resource Group. Pat Callair is a licensed clinical social worker,
with offices located in Orange County. She holds master degrees in both education and social
work and is a certified therapist and organizational consultant with over 25 years experience in
teaching and training including cultural diversity. In addition, she is a member of the faculty at
Guilford College where she teaches community building and conflict resolution. Attachment 2 is
the proposed agreement with Pat Callair to provide cultural diversity training to employees and
support to the Cultural Diversity Training Resource Group during fiscal year 2000-Q1.
The Phase 1 General Cultural Diversity Training will begin in September 2000. During fiscal
year 2000-01 Pat Callair will facilitate 12 Cultural Diversity training sessions as well as provide
support to the Cultural Diversity Training Resource Group. It is estimated that 300 - 350 County
employees will be trained during this fiscal year.
FINANCIAL IMPACT: The estimated cost of the Cultural Diversity training for fiscal year 2000-
01 is $7,500. Funding was included in the approved 2000-01 budget for this purpose.
RECOMMENDATION(S): The Manager recommends that the Board authorize the Board
Chair to sign the attached agreement for training services with Pat Callair to provide cultural
diversity training to County employees.

ORANGE COUNTY CULTURAL DIVERSITY TRAINING
TARGETED OUTCOMES
1. Development of team and department skills in managing diversity.
Team members will be able to effectively:
• 5trategize and plan together approaches to effective diversity management in order to
maximize successful customer service within their department.
• Discern customer service issues that are related to diversity and cultural difference and
those that are not, and to shape appropriate responses.
• Manage inter and intra-departmental issues related to diversity and cultural difference.

• Develop appropriate resolutions and approaches to inter and intra-departmental matters
related to diversity and cultural difference
2. Building employee skills in managing conflict and raising difficult issues.

Attachment 2
Memorandum of Agreement
Between Training Facilitator Pat Callair and Orange County
This Memorandum of Agreement outlines the agreement between Training Facilitator Pat
Callair and Orange County for providing Cultural Diversity training to Orange County
employees.
A. Trainer Pat Callair Responsibilities
• Facilitate 12 cultural diversity training sessions of four to five hours each at $450.00 per
session, with a minimum of 15 employees attending each session. The training is
outlined in the "Orange County Cultural Diversity Training Overview and Outline" dated
August 22, 2000.
• Provide handouts and training curriculum originals for participants.
• Collect and score the pre-training survey.
• Provide follow up and support in Cultural Diversity Resource Group meetings at a cost of
$90.00 per hour.
B. Orange County Responsibilities
• Provide staff assistance with pre-training survey.
• Provide necessary materials, copies and supplies for participants.
• Provide appropriate training facility.
• Pay all approved invoices within 30 days of receipt of the invoice not to exceed a total
amount of $7,500 under this agreement (which includes both per session and hourly
charges).
C. Termination
• Either party may terminate this agreement at any time with two weeks advance written
notice.
