BACKGROUND: Marc Marcoplos and Bernadette Pelissier, Orange County's appointed representatives on the OWASA Board of Directors, will make a presentation to the Board discussing the topics outlined on the Attachment. FINANCIAL IMPACT: None RECOMMENDATION(S): The Manager recommends that the Board receive the presentation as information. 2 Orange County Appointed OWASA Board Members Bernadette Pelissier and Mark Marcoplos Presentation to the Orange County Board of Commissioners August 15, 2000 Comprehensive Water and Sewer Master Plan Encompassing a 50-year planning horizon, OWASA's comprehensive ,Water and Sewer Master Plan projects water and sewer demands, and identifies resources, facility, and infrastructure improvements needed to reliably meet customer needs through the planning period. The initial draft of the final report is expected in the fall. Conservation Rates OWASA is currently evaluating several types ofi conservation rate structures, which are designed to send a price signal to residential, commercial, and University customers discouraging wasteful use of water. Quarry Reservoir The Town of Carrboro is ,scheduled to consider the extended quarry reservoir on August 29, 2000. Water and Sewer Boundary Agreement The OWASA Board of Directors will discuss this at their August 24, 2000 meeting. Mason Farm Wastewater Treatment Plant (WWTP) Renovation and Expansion The $17 million renovation and expansion of the WWTP is substantially complete. Treatment capacity has been increased from 9 to 12 million gallons per day, meeting our needs for the next 6 to 10 years. Rogers Road Water Extension OWASA will manage the Rogers Road Water Extension project and will work closely with Orange County's engineer, Paul Thames throughout the project. 3 Orange County Board of Commissioners August 15, 2000 Page 2 University Service Availability Fees OWASA staff has been meeting with University officials during the past year to attempt to resolve this matter, but discussions have been unsuccessful to date. Staff is continuing to meet with University officials to seek a resolution. Clean Water Management Trust Fund (CWMTF) OWASA executed a grant agreement with the CWMTF in July 1998, which provided up to $1,042,500 to pay the casts of acquiring land and conservation easements within 300 feet of the Cane Creek Reservoir or within 300 feet of any tributaries to the reservoir. To date, OWASA has purchased approximately 169 acres in fee simple and approximately 130 acres of conservation easements for a total cost of $1,524,069, of which $809,463 is eligible for reimbursement.
