PURPOSE: To consider awarding a bid for Phase 4 Construction - Geosynthetics at the Orange
County Landfill.
BACKGROUND: Two years ago the construction of Phase 3 of the Orange County Landfill
was completed. It is time to commence construction of the final cell of the lined landfill. Phase
4 construction will create an estimated $00,000 cubic yards of space, which represents
approximately four years of additional capacity. The Landfill staff will perform all grading and
hauling and will install the leachate collection piping. However, the geosynthetic liner must be
purchased from, and installed by, a third party. Weather permitting, the work should be begun
in mid-July and finished by the end of August 2000.
Draper Aden Associates of Richmond, Virginia created detailed plans and specifications that
address the County's needs. The bid was advertised and bids were sought from thirteen
vendors. Four responsive bidders responded to the June 14 bid call. A tabulation is attached.
Also attached is a letter from William Hase of Draper Aden Associates recommending the low
bidder Clary Hood, Inc of Kissimmee, Florida at a cost delivered and installed of $346,000. The
installation of the three layer liner and all work done on Phase 4 Construction will be inspected
by the Solid Waste Section of the North Carolina Department of Environment and Natural
Resources.
FINANCIAL IMPACT: If approved by the Board, the total cost of the liner purchase and
installation would be $346,000. This cost is significantly lower than what was originally
anticipated. When considering the other aspects of this project -the purchase of leachate
piping, the quality assurance contract approved by the Board at the June 6 meeting, the rental
of specialized heavy equipment, and other associated project expenses -the cell 4 construction
project is likely to cost several hundred thousand dollars less than the $$45,800 that was
appropriated in FY 1999-00 for this purpose.

RECOMM'ENDATION(S): The Manager recommends that the Board award the bid to Clary
Haad, Inc., of Kissimmee, Florida in the amount of $346,OQ0; authorize the Purchasing Director
to execute the necessary paperwork; and authorize the Manager to execute change orders as
may be necessary during the course of the installation, to the extent project funds are available
for this work.

Re: Orange Regional Landfill Phase 4 Bid Review

Dear Ms. Jones:
We have reviewed the four bids received and opened on June 14, 2000 for the
geosynthetic construction of the Phase 4 disposal cell at the Orange Regional Landfill. Based on
our review, we have the fallowing comments and recommendations.
1. The apparent order of bids received were:
Clary Hood, Inc., -Environmental Division $346,000.00
Synthetics Liner Specialists d/b/a Reynolds, Inc. $432,500.00
Plastic Fusion Fabricators, Inc. $450,479.00
Serrot International, Inc. $457,946.60
2. The bid received from Plastic Fusion Fabricators did not include the Minority and
Women Business Utilization Commitment form. This form was required W be submitted
with the bid in order to be considered responsive. Therefore, we recommend that the bid
from Plastic Fusion Fabricators be considered non-responsive.
3, The bids received from Clary Hood, Synthetic Liner Specialists, and Serrat International
appear to be responsive.
4. T'l~;e firm Clary Hood, Inc. listed limited experience on landfil! construction projects.
However, their key personnel have extensive landfill construction experience_ Several of
the key personnel were involved with the construction of Phases 1 aid 2 at the Orange
Regional Landfill in 1995. Draper Aden. Associates has experience working an
municipal landfill construction with the key personnel for additional projects in
Cleveland and Surry Counties, North Carolina, Nattaway County, Virginia, aad in the
City .of Petersburg, Virginia, Based on our previous experiences, and the referenced
projects listed by Clary Hood in .thew bid submittal, it is out opinion that Clary Hood is
qualified to perform the work:

5. Since the bid received from Clary Haad was significantly iawer than the second apparent
law bid, we contacted Clary Hood and discussed the project requirements. It does not
appear that any elements of the geasynthetics construction were missed. The bid appears
to be carnplete.
fi. Based on our review, it is out opinion that Clary Hood, inc. is the lowest responsive
qualified bidder. We recorntnend that the County award the bid to Clary Hood, Inc,
