PURPOSE: To consider awarding a bid for Leachate Collection Piping.
BACKGROUND: Construction of Phase 4 of the Orange County Regional Landfill requires the
installation of Leachate Collection Piping. The Leachate Collection Piping will be installed by
Landfill Staff after the liner is in place. The pipe will carry the leachate from the new section of
the Landfill to a holding tank where it will subsequently be hauled to OWASA.
Phase 4 will require 3,200 feet of piping with assorted fittings. Specifications were developed
and bids were sought from four vendors. Four responsive bidders responded to the June 13
bid call. A tabulation is attached. US Filter/Fife Pipe Company of Columbia, South Carolina
submitted the lowest responsible bid that was responsive in the amount of $2G,241.33.
FINANCIAL IMPACT: Total cost of this action, if approved by the Board, would be $26,241.33.
Sufficient funds are allocated in the Solid Waste/Landfill Operations fund.
RECOMMENDATION(S): The Manager recommends that the Board award the bid to US
Filter/Fife Pipe Company of Columbia, South Carolina, subject to final review by staff and the
County Attorney, in the amount of $26,241.33; and authorize the Purchasing Director to
execute the necessary paperwork.
