Since the last update, one new department and a new County Commissioner have been
added and additional updating is needed. Many o the slides are damaged, outdated or of
poor quality. The equipment used to present the s ide show is heavy, difficult to transport, old
and in need of repair or replacement.
In April, May and June, staff talked with represent tives of five video production companies in
the Triangle area. As a result, staff met with repr sentatives from two video production
companies and reviewed their proposals. Final co t estimates from the two companies were
substantially the same. The project concept docu ent, demonstration tape and references
provided by Horizon Video Productions, Inc. locat d in Durham were judged to be superior.

A professional video production would provide new employees and board and commission
members with a clearer understanding of the range of services provided by the County. A
presentation on videotape would be easier to transport and could be presented on equipment
available at most meeting facilities. This video could also be used as an educational and
public relations tool to inform citizens about the wide variety of County services. Unlike the
existing slide show, it would be appropriate for broadcast on cable access television and for
presentation to community and civic groups, and the schools.
FINANCIAL IMPACT: The total cost of the production would not exceed $19,830. Funding,
approved in prior fiscal years, is available in the Connecting Orange County Capital Project.
RECOMMENDATION(S): The Manager recommends that the Board accept the proposal
from Horizon Video Productions, Inc. in the amount not to exceed $19,830 and authorize the
Manager to execute the contract upon satisfactory review of the staff and the County Attorney.

TERMS AND CO ITIONS
This estimate does not include per diem or sales .The shooting day rates are based on a ten
(10) hour day. Any hours worked over ten (10) will be ch ged at a rate of time and one-half. Horizon
Video Productions, Inc. reserves the right to a ten (10) pert nt contingency fee on all estimates. This
estimate is valid far sixty (60) days from the date appearin on the estimate.
