County Schaals New High School and the Chapel Hill Carrboro City Schools Paving and Parking Lot Renovations. BACKGROUND: New High School Construction (OCS) Capital Project Update Construction of a new high school for the Orange County School District is included in the County's approved ten-year Capital Investment Plan for the period 1999-2009. The total approved amount included in the plan through the current year is $2,693,90$. To date, the District has requested, and the Commissioners have appropriated, funds for the following Phase I elements of this major project: Appropriation Approved by Project Element BOCC Land and Associated Fees $ 679,336 2 The District recently solicited bids far architectural services, and the low bidder was Corley, Redfoot and Zack at an amount of $1,250,000. In order to award the contract, the School Board requests that the Commissioners approve the attached New Orange County High School Capital Project Ordinance appropriating the additional funds required to for the contract. With the approval of the attached capital, project ordinance, the approved appropriatian for the project will be $1,929,336. Approval of Parking Lot Repairs at Culbreth Middle School Included in the Recommended 2D00-10 Capital Investment Plan is an appropriatian in fiscal year 2000-01 totaling $405,000 for paving and parking lot renovations at several schools in the Chapel Hill Carrboro City Schools District. Of that total amount, $200,000 provides for parking lot repairs and paving at Culbreth Middle School. According to the attached memo from Bill Mulling Director of Facilities Management for the District, the present condition of the driveways and lots is deteriorated and dangerous. The District identifies a need to begin work in early June as the school year ends to ensure completion of the work before the beginning of the next school year. Therefore, the District needs to solicit bids now in order for the timetables to fall into place. To that end, there must be a capital project ordinance in place. The District requests that the Commissioners approve a $200,000 appropriation to the Paving Parking Lot Renovations Capital Project Ordinance for Culbreth Middle School FINANCIAL IMPACT: Financial impacts are included in the background information above. RECOMMENDATION(S): The Manager recommends that the Board of County Commissioners adopt the attached capital project ordinances for Orange County Schools and Chapel Hill- Carrboro City Schools. New High School Construction Orange County Schools Capital Project Ordinance Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project.is hereby adopted. Section 1. The project authorized provides funds to construct a new high school in the district. Proceeds from the Schools' portion of the one-half cent sales taxes, the 1997 bond referendum, and a private placement loan finance this project. Section 2. The officers of the County are hereby directed to-proceed with the project within the budget contained herein. Section 3. Mullin, Director of Facilities Management MEMORANDUM TO: FROM: SUBJECT: DATE: Donna Dean Bill Mullin Approval of Culbreth Middle School Paving Project May 12, 2000 Included in the 2000-10 Chapel Hill-Carrboro City Schools Capital Investment Plan is funding to repair the paved driveways and parking lots at Culbreth Middle School.. The project is budgeted for fiscal year 2000-01. The condition of the asphalt driveways and lots at Culbreth is dangerous. Large potholes continue to appear along with the general deterioration of the surtace material. While maintenance repair efforts are continuous, driving on campus requires. constant attention to avoid unsafe conditions. The repair project has been included in the CIP for some years. The present condition of the material and the resulting safety issues necessities the work is done as soon as possible. The project has the full support of the district's Facilities Maintenance Department and school administration. We are requesting permission to immediately proceed with a contract for the repair and paving of the Culbreth driveways and parking lots. Work would begin ir? early June when school is finished. We anticipate a project cost of $200,000 depending on the amount of curb and gutter needing replacement. This cost is within the CIP budget amount for district paving needs in year 2000-01.
