PURPOSE: To approve continuation of the Employee Assistance Program (EAP) contract with
Human Affairs International for the period July 1, 2000 through June 30, 2001 with no change in
the rate.
BACKGROUND: The EAP provides Orange County employees and their dependents with
confidential face-to-face assessment and counseling services, 24-hours a day emergency
service, referral to community resources as needed, coverage for any personal problems and
follow-upon all cases. The types of problems which may be addressed through the EAP
include drug and alcohol abuse, mental health including depression, parent/child issues, marital
issues and job stress. The EAP also provides supervisory consultation for dealing with
employee personal problems, and provides consultation on a variety of mental health topics
such as stress management, depression and conflict management.
The EAP currently serves as Orange County's referral agency for any employee problems
related to substance abuse. The County's Drug and Alcohol Testing Policy, which complies
with the Federal government's drug and alcohol testing requirements, requires the County to
have a referral agency for an employee who tests positive for substance abuse. The EAP is the
required referral service for drug and alcohol treatment under the Drug and Alcohol Testing
requirements. The EAP also serves as the County's referral source when dealing with post
traumatic incident debriefings.
The total EAP service activity rate for employees directly contacting the EAP for assistance in
fiscal year 1999-00 to date is about 11.2 percent. In addition, in 1999-00 the EAP has provided
employee training on dealing with eldercare issues. The EAP also has provided training for
supervisors and department heads on its supervisory assistance program. Also as noted
earlier, the EAP provides individual consultative assistance to supervisors in dealing with
specific problem employee situations such as anger and depression.
Attachment 1 is an amendment to the EAP contract to renew it for 2000-2001. Attachment 2 is
a draft updated Memorandum of Agreement with the Town of Hillsborough providing for the
Town to continue to participate in the County's EAP contact. Because of its size, the Town of
Hillsborough has not been able to independently identify an EAP provider. In 1993, the Board
approved including the Town as a subgroup on Orange County's EAP contract.
Under the agreement, the County invoices and collects payment from the Town for the annual
Town share of the EAP cost. Human Affairs International provides an annual report to the
Town on its utilization. The inclusion of the Town has no adverse impact on the County's EAP
rate or level of service.
FINANCIAL IMPACT: The contract continues the present EAP services with no rate change.
The current rate is $1.82 per employee per month. The estimated annual cost for the EAP for
2000-2001 is $13,104 and funds are included in the 2000-2001 budget.
RECOMMENDATION(S): The Manager recommends that the Board:
- Authorize the Board Chair to sign the contract amendment with Human Affairs International
to continue the EAP for 2000-2001, contingent on approval of the 2000-2001 recommended
budget; and
- Authorize the Manager to continue'the agreement for Town of Hillsborough inclusion in the
EAP program.

This letter is to serve as a renewal of the current Agreement entered into by and between Human Affairs
International, Incorporated hereinafter referred to as Magellan Behavioral Health, Inc. ("Magellan's and
Orange County ("Sponsor's which was effective for the period July 1, 1998 through June 30, 1999.
The new contract term will be for one year extending from July 1, 2000 through June 30, 2001. The EAP
rate shall remain at one dollar and eighty-two cents ($1.82) per employee per month ("PEPM'~. All
rem~~n~~g terms and conditions of the Agreement shall remain unchanged and in effect.
If this letter reflects your understanding of the new terms of our agreement, please have both originals of
this letter signed by the appropriate person and return them to me for signature.

MEMORANDUM

SUBJECT: Memorandum of Agreement for. Employee Assistance Program
This memorandum outlines the approved agreement between the Town of
Hillsborough and Orange County to include the Town of Hillsborough as a subgroup under
Orange County's contract with Human Affairs International for an Employee Assistance
Program (EAP).
1. General
The Town of Hillsborough accepts and will abide by the terms and conditions of
Orange County contracts with Human Affairs International.
2. Coverage
The Town of Hillsborough's permanent employees and their eligible dependents.
3. Period Covered
The coverage will extend from July 1, 2000 through June 30, 2001 unless the
County should terminate its EAP contract with Human Affairs International prior to
this date.
4. Costs
The annual EAP rate remains the same at $1.82 per employee per month. The
estimated annual cost far Hillsborough's 80 employees is about $1,747 far the
period July 1, 2000 through June 30, 2001. As agreed, the Town of Hillsborough
will pay Orange County in full at the beginning of the 2000-2001 fiscal year. For
additional informatiop, please refer to the original contract and amendments.

EAP Utilization Information
Human. Affairs International will provide the Town of Hillsborough with a separate
utilization report at the end of the fiscal year (i.e., July 1, 2001).
If the foregoing agreement is acceptable, please sign the original of this letter and
return it to me for signature.
