BACKGROUND: Construction of the fourth and final cell of the lined landfill on the south side of Eubanks Road is expected to commence this summer. Purchasing staff have solicited bids with amid-June due date for that construction work. Staff expects to request that the Board award a bid for that work at the June 29 regular BOCC meeting. As has been the case with construction of the three previous landfill cells (accomplished when the Solid Waste Management Department was part of the Town of Chapel Hill organization), staff proposes to retain the services of a professional engineering firm to monitor landfill construction, test soils and geosynthetic materials, and prepare an engineering certification report. By State regulation, a landfill owner may not perform the quality control and certification functions associated with landfill construction under State issued permits. Staff solicited proposals from 10 firms and received 4 responses. Based on their previously demonstrated ability, qualifications, and price, staff recommends that the Board award to Draper Aden Associates a contract in an amount not to exceed $56,652 to perform the quality control services required by the State. The attached memorandum outlines the history of the previous lined landfill construction and discusses the selection process of the consultant. FINANCIAL IMPACT: There is no impact on the County's General Fund associated with this project.. Funds have already been appropriated in the FY 1999-00 Solid Waste Enterprise Fund budget and are sufficient to cover the recommended award amount of $56,G52. z RECOMMENDATION(5): The Manager recommends that the Board approve the bid award to Draper Aden Associates in an amount not to exceed $56,652; and authorize the Chair to sign a contract for quality control services; subject to final review by staff and the County Attorney. 3 MEMORANDUM TO: John Link FROM: Gayle Wilson SUBJECT: Construction Quality Assurance Engineer Phase 4 Landfill Cell DATE: .May 1 b, 2000 The attached resolution would accept the proposal and accompanying cost of Draper Aden Associates, a consulting engineer, for construction monitoring, material testing and an engineering certification report for the construction of Phase 4 at the Orange Regional Landfill. The funding for this project was approved in the adapted FY 2000 budget in the amount of $95,000. The final phase of the landfill will be constructed this summer. North. Carolina Solid Waste Regulations require that the owner/operator retain an engineer to prepare a construction quality control and quality assurance (CQA) plan. The CQA plan describes the observations and tests that will be used before, during and upon completion of construction to ensure that the construction materials meet the design specifications and the construction and certification requirements set forth in the regulations. The Regulations also require that an independent engineering firm be retained to monitor the cell construction, perform all of the required testing and prepare a certification report. The report is submitted to the Solid Waste Section for approval. The Solid Waste Section issues an operating permit to Orange County after approving the certification report. The previous cell construction projects were handled in the same way. Phases 1 and 2 were built as a single project in 1995 at a cost of about $2.SM. The Solid Waste Department requested proposals to provide CQA services. SCS Engineers from Reston, Virginia was selected for the work. SCS performed the work for $121,300. Phase 2 was constructed in 1998. The construction cost for Phase 2 was $900,000 (low bid by $280,00). The design engineer, Draper Aden Associates, was retained to provide CQA services and performed the work for $104,000. Revised State Solid Waste Regulations allowed landfill owners/operators to install an alternative liner system (Geosynthetic Clay Liner) instead of the prescriptive liner (24" of native red clay amended with bentonite). The cost saving of using the alternative liner is about $155,000. ~. Landfill farces will construct portions of Cell 4 including the base soil liner, the top cushion layer and the leachate piping system. The geosynthetic material will be purchased and installed by a separate contractor. Draper Aden associates estimated that the Phase 4 cost would $1.26M. These costs were analyzed by landfill personnel to see if .costs could be reduced. The geosynthetric construction (beyond the capability of the landfill staff) will cost about $0.62M. The remaining work using onsite soils and installing the leachate piping will cost about $0.64M using a general contractor. Solid . Waste Department staff concluded that landfill farces could construct the soil liners and leachate piping for about $0.13M which is a saving of $0.51M. We advertised for a CQA firm to monitor the, construction of the Phase 4 cell, which will be built this summer. The department sent out Request For Proposals to 10 engineering firms. Four firms submitted proposals as follows: • Almes & Associates Inc. • Camp Dresser & McKee • Draper Aden Associates • Joyce Engineering, Inc The proposals were reviewed and evaluated by Department staff. Draper Aden Associates was selected based on qualifications and price. Their fee is $56,652. The other proposers had higher costs ranging from $20;000 to $50,000 above the recommended proposal. The Department recommends that the County awazd a contract to Draper Aden Associates for the construction monitoring, material testing and the engineering certification report.
