PURPOSE: For the Board of Commissioners to appoint an additional County Review Officer for
the approval of all surveys and plats to be recorded in Orange County, and to remove from
appointment one Officer that is no longer employed by the County.
BACKGROUND: The General Assembly passed an act in June, 1997 to "improve the
procedures for recording maps and plats" It requires that all counties appoint one or more
Review Officers to "review each map and plat required to be submitted for review before the
map is presented to the register of deeds for recording (NCGS 47-30.2). The Review Officer
shall "certify the map or plat if it complies with all statutory requirements for recording. Each
person designated a Review Officer shall, if reasonably feasible, be certified as a property
mapper pursuant to G.S. 147-54.4." The General Assembly made the Act effective on October
1, 1997.
Michael Burton has attained the status of certified property mapper in the State of North
Carolina. The Land Records Manager/GIS Director recommends that he be appointed to cant'
out the duties and responsibilities of Review Officer as the need arises in day to day work. Amy
Gilbert has ceased her employment with Orange County and can be removed from the list of
personnel authorized to cant' out the Review Officer responsibilities for Orange County
government.
FINANCIAL IMPACT: None
RECOMMENDATION(S): The Manager recommends that the Board approve the resolution
appointing Michael A Burton, a certified property mapper from the Land Records/GIS office to
be a Review Officer for Orange County; and to rescind the appointment of Amy B Gilbert.

A RESOLUTION APPOINTING A COUNTY REVIEW OFFICER AND
RESCINDING A DIFFERENT APPOINTMENT
BE IT RESOLVED, that subject to NCGS 47-30.2, the Orange County Board of Commissioners
appoints Michael A. Burton, a certified property mapper, pursuant to G.S. 147-54.4, to be a
Review Officer to review each map and plat required to be submitted for review before the map
or plat is presented to the register of deeds for recording, said appointment to be effective the
6~' day of June,2000;
BE IT FURTHER RESOLVED, that the appointment of Amy B. Gilbert as Review Officer, which
was effective September 2, 1997, is rescinded by virtue of her resignation from County
employment on May 29, 1998.
