PURPOSE: To enter into a contract with Orange County Raceway, Inc. to provide medical
coverage for races and events at the Kartway.
BACKGROUND; The County did not have a medical coverage contract with Raceway for the
Kartway last season because the type of races at the Kartway did not require this level of
coverage. This season, the Raceway will conduct approximately seventeen (17) events at the
Kartway that will require medical coverage. The proposed contract details coverage for this
facility consisting of one ambulance with two or three attendants. The proposed contract rate is
$45 per hour with one-hour of travel time also charged at the same rate. No County
paramedics would be assigned to this track.
FINANCIAL IMPACT: The County's costs would be covered by the hourly charges as outlined
in the proposed contract.
RECOMMENDATIONS): The Manager recommends that the Board authorize the Chair to
sign the contract.

This Contract dated , 2000, between Orange County Raceway, Inc.,
(the "Raceway") and the County of Orange (the "County") for joint and cooperative
arrangements for the provision of emergency medical services at certain Raceway events.
WITNESSETH
WHEREAS, the County and the Raceway wish to cooperate and work jointly on
matters of concern or interest; and
WHEREAS, certain events at the Raceway bring spectators to Orange County to
enjoy the events; and
WHEREAS, the provision of adequate emergency medical care at such events is
a matter of mutual concern and interest to the Raceway and the County; and
WHEREAS, detailed joint and cooperative arrangements with respect to such
events will mutually benefit the Raceway and the County; and
WHEREAS, the County and the Raceway desire to provide such cooperative
emergency medical caze;
NOW THEREFORE, in consideration of the premises and the mutual covenants
and conditions set forth below, the County and the Raceway agree as follows:
The County agrees to provide and maintain emergency raze personnel certified at
the Emergency Medical Technician level and appropriate medical equipment for some
scheduled 2000 Raceway events as outlined in the 2000 Orange County Raceway EMS
Coverage Schedule (Exhibit A). Additional coverage will be negotiated between the
County and the Raceway at the time of need.

2. The County agrees to keep records of patients seen at the Raceway while covering
Raceway events under this contract and, with the consent of the patient, to provide such
records to the Raceway, upon its request. Data available to the County from the records
of patients seen at the Raceway which is cleazly not patient identifying may be provided
to the Raceway, upon request of the Raceway and when appropriate.
3. The Raceway shall compensate the County for emergency medical services
provided pursuant to this contract by paying to the County a sum based on a rate of
$45.00 per hour for each event covered. These hours will include prepazation and travel
time of one (1) hour for each event plus the coverage time per event. The County shall
submit an invoice for the services provided at each event within five (5) business days of
the event and payment by the Raceway shall be made within thirty (30) days of the
invoice to the order of the County and mailed to Orange County Emergency
Management, P. O. Box 8181, Hillsborough; N. C. 27278.
4. The personnel providing the emergency services shall report to the Raceway at the
time agreed upon by the Raceway and the County.
5. The contract may be reviewed annually no later than March 1, and maybe
renewed, modified, or amended at that time, or at any other time, upon the mutual written
agreement of the parties.
6. This contract may be terminated at any time by either party by giving 90 days
notice to the other party in writing.
7. If either party defaults in its obligations and does not cure such default within ten
(10) days of receipt of notice of such default, the non-defaulting party may immediately
terminate the contract.
IN WITNESS WHEREOF, the parties hereto have duly and validly authorized
and executed this contract as of this day of , 2000.

*March 4, 2000 event coverage was chazged at 1999 rate of $35.00 /hour.
**April 1,2000 event coverage was subcontracted to Johnston Ambulance Service,
the actual cost of subcontracted service was $50.00 /hour.
Note: The Apri18, 28,29, and 30 and May 6, 2000 events were provided based on
proposed 2000 contract provisions.
