PURPOSE: To join national and state organizations in designating the week of May 15"'
through May 19~' as National Nursing Home Week in Orange County. The purpose of the
proclamation is to show appreciation for the services performed by nursing home staff, the
advocacy efforts of the Orange County Nursing Home Community Advisory Committee and the
important role nursing homes play in our community.
BACKGROUND: For a number of years, various national and local groups such as the
National Citizens Coalition for Nursing Home Reform and the National Omsbudman Resource
Center have issued a Nursing Home Week Proclamation. Over 600 residents reside in five
nursing homes in Orange County, representing 5% of Qrange County's fi0+ population.
FINANCIAL IMPACT: None.
RECOMMENDATION(S): The Manager recommends that the Board designate the Week of
May 15-19'" as National Nursing Home Week in Qrange County and authorize the Chair to sign
the proclamation.
PROCLAMATION
Whereas, Nursing Homes and other long tens caze facilities have accepted the responsibility for
providing long term health caze services to the citizens of our community; and
Whereas, Over 600 residents reside in five nursing homes in Orange County, which are
Britthaven of Chapel Hill, Cazol Woods, Chapel Hill Rehabilitation and Healthcaze,
Meadowbrook Manor, and SunBridge for Hillsborough; and
Whereas, The quality of caze and quality of life of nursing home residents depends upon the
daily, conscientious services and hands-on caze provided by long term caze facility
staff, as well as the honoring of the federal Nursing Home Resident Bill of Rights; and
Whereas, Nursing Home Community Advisory Committee members, who serve as grassroots
ombudsmen, advocate for the rights of nursing home residents, as well as the physical,
mental, emotional, and spiritual well-being of these residents; and
Whereas, Nursing Hame Community Advisory Committee members are trained volunteers who
collaborate closely with residents, family members, facility staff, the Long Term Care
Ombudsman Program, the Orange County Department on Aging, and regulatory
agencies to ensure quality caze in full recognition of residents' dignity and
individuality;
Now, Therefore, We, the Orange County Commissioners, do hereby ,proclaim May 15 -~ 19,
2000 as
National Nursing Home Week 2000
And urge all citizens to join with us in this observation. We encourage citizens to visit
our Nursing Homes and to express appreciation for the services performed by nursing
home staff and the advocacy efforts of the Nursing Home Community Advisory
Committee members'who represent the public good for Orange County.
