PURPOSE: To consider approving a proposal from Freeman-White Architects for technical
assistance associated with the on-going space study being conducted by Orange County staff.
BACKGROUND: Orange County is in the process of conducting a space needs analysis that
will form the basis of future CIP requests for facility development for at least the next 15 years.
The questionnaire has been prepared by the Purchasing Director and distributed to all County
departments for completion. Upon completion of the questionnaires, interviews will be set with
departments to identify additional areas of concern and/or clarify information provided, etc. It is
anticipated that this process will be completed by the end of May 2000.
The next phase of the study would require a more specific set of skills to accomplish such tasks
as:
^ Confirm adjacency requirements; and
^ Determine the amount of square footage that would be associated with the outcomes
articulated in the questionnaires; and
^ Provide vain cost estimates for future development of the space, etc.
The consultant would provide technical guidance to the staff and the Space Committee as they
developed recommended scenarios far development of the space, suggestions as to where the
facilities might be located and other critical components of project development.
Freeman White Architects has submitted a cost of $8,000 to provide the technical assistance.
This firm will also be able to incorporate information from the various court facility studies that
have been developed since 1995 as well.
If the technical assistance is appraved, we would anticipate the entire space study being
completed by Fall 2000. This would allow the Board to consider the information in time for the
study's outcomes to be included in the 2001-2011 Capital Investment Plan.
FINANCIAL IMPACT: The Board authorized up to $10,000 in the.1999-2000 General Fund,
County Space Needs Inventory account, to carry aut this work. If approved, the action
associated with this abstract will not exceed $8,000 plus reimbursement for direct expenses.
RECOMMENDATION(S): The Manager recommends that the Board approve the proposal
from Freeman-White Architects to provide technical assistance to the Space Study 2000 effort;
and authorize the Purchasing Director to execute the appropriate paperwork.
