BACKGROUND: In late .1996, a countywide initiative on quality growth and community building kicked off with the formation of the Shaping Orange County's Future Task Force. The Task Force was charged with using a 15-step process (previously adopted by the elected boards in the County) to develop a set of recommendations that would serve as a policy base far all local governments in the County. This plan was to be developed using a variety of means, including citizen participation and committees on a wide range of topics. On April 5, after 118 Task Force meetings, committee meetings, and community forums, the Task Force agreed by consensus to the Provisional Report and Recommendations document. The docum®nt bas been transmitted to all elected boards with a request fora "first impressions" preview - an opportunity for initial informal review by each Board. This preview will be followed by two Task Force meetings, at which the Task Force will review the first impressions from the elected boards (and revise the report, if needed). The next step will be a countywide public forum on May 18, at which time the recommendations will be presented. Opportunities for the Task Force to revise and refine their report will continue through the summer months, while staffs meanwhile prepare a report assessing the implications of the recommendations far each jurisdiction's policies and plans. Substantive comment from the Board will be solicited on several occasions in the next six months, and a schedule of proposed activities is attached. The Shaping Orange County's z Future process concludes with a facilitated Assembly of Governments meeting in the fall and the subsequent release of the Task Force final report. FINANCIAL IMPACT: There are no fnancial impacts involved with this initial review of the Task Force report. Many of the recommendations of the Task Force, if subsequently adopted and implemented, could have substantial financial impacts. Box 8181 Hillsborough, NC 27278 Dear Commissioner Carey: As the Shaping Orange County's Future initiative nears its conclusion, the Task Force is pleased to present its Provisional Report and Recommendations, approved by consensus at our April 5`~ meeting. We look forwazd to your initial observations, noting that there will be further opportunity for your mare detailed comments in the near future. There aze several things concerning the Provisional Report which the Task Force requests that you keep in mind as you review our efforts: • Different recommendations have differing levels of specificity due to the broad scope of the project and time limitations. This does not mean that issues with less specific recommendations are in any way less important. • We recognize the need to define many of the terms and concepts used, or discussed, in the recommendations. Hence, a "definitions section" is now being prepazed to be added to the Final Report. • Summary Tables for the action strategies will also be added to the Final Report. These will indicate the entities who should be involved in implementation of the action strategies, and provide a suggested timeframe for implementation. • For a few areas, the Task Force felt it did not have the expertise to make recommendations far definitive solutions. Ultimately, those are the purview of elected officials and their professional staff. We appreciate the leadership of all of the local governing boards in laying the groundwork for the Shaping Orange County's Future (SOCF) initiative. We also appreciate the ongoing support and ~~ encouragement we have received from the SOCF Steering Committee, as well as the other members of our governing baaxds. And we appreciate the trust placed in us to study, discuss, and evaluate the problems and potential for growth, balanced with the concerns and values of our citizens. SOCF has been an exciting and challenging community-wide endeavor to which many citizens, beyond those serving on the Task Force, have contributed -through committee work, attendance and participation at Task Force meetings, survey responses, and informal conversations. Thus, this Provisional Report reflects those views along with ours. We hope that the goals, recommendations, 4 and action strategies resulting from all of these shazed ideas will be meaningful steps toward creating the kind of future our citizens envision for their lives, and the lives of those who will come after them, in this special place.
