PURPOSE: To approve the receipt of state Office of Juvenile Justice funding for a new
juvenile justice program, Orange-Chatham Opportunities/Intensive Services.
BACKGROUND: A newly created program, Orange-Chatham Opportunities/Intensive
Services, provides services for youth between 10 to 17 years old who have been referred from
Juvenile Court in both counties. The program provides youth and their parents andlor
guardians with strategies for improved communications and alternative ways to set limits and
goals. Studies. have found that without intervention, a juvenile is likely to commit additional
delinquent acts and the Intensive Services group is designed to provide information regarding
the legal, social, moral, and human consequences of delinquent behavior.
Funding for the program comes from the State Office of Juvenile Justice (OJJ). Historically, this
funding was known as Community-Based Alternatives (CBA). Estimated program costs equal
$9,185 and are completely offset with state funds. Orange County receives the funds from the
State and "passes them thru" to the receiving agency.
The Local Office of Juvenile Justice (Chief Court Counselor) will administer the new program
along with the pass-thru funds from the state.
FINANCIAL IMPACT: The program operates with state dollars only. There is no county match
required for receipt of these funds.
RECOMMENDATION(S): The Manager recommends that the Board approve the program
agreement and authorize the chair to sign.

PROGRAM SUMMARY
Statement of the Problem: !n concise terminology, describe the JuvenlleJusticeprobiem theprogram intends ro
address.
Without irrtervention, a juvenile is likely to commit additional delinquent acts. The Inrtensive Services group
is designed to provide information regarding the legal, social, moral, and human consequences of delinquent
behavior. The program is also designed to provide youth and their parents and /or guardians with better
strategies for communication, setting limits and goals.
Program Goal: State the e,~'ect that the program Is designed to have on solving the problem described above.

Target Population: Describe the target population and the steps that the program has taken to insure that the target
population is served.
Youth served in this program will be direct refen'als from Juvenile Court. Youth will range
between the ages of 10 and 17 years of age. Parents and / or guardians will also be expected to
participate in the meetings.
*Measurable Objective(s): State in measurable terms the intended e,Q"ect of the program on specific undisciplined
and/or delinquent behaviors. At a minimum, state anticipated reductions in court referrals, runaway behavior, and school
suspensions and expulsions.
1. Fifty percent of the juveniles served will show a reduction in further court involvement as
compared to the 6 months period immediately prior to participation in the program..
2. Youth served will, upon successful termination from the program, show a reduction in suspensions
and expulsions from school as compared to the 6 months period immediately prior to participation
in the program.
3. Youth served will, upon successful termination from the program, show a reduction in running
away from home as compared to the 6 months period immediately prior to participation in the
program,
4. To serve fifty percent parents and / or guardians of youth involved in Intensive Services
Counseling, parenting support group and parenting enhancement classes.

Follow up data will be collected at the end of the fiscal year on each individual involved in the Intensive
Services Counseling Group to determine whether he /she has committed another offense.

PROGRAM NARRATIVE
Briefly describe what the program expects to achieve and why. At a minimum, the narrative should include the
following information: (1) Identify the sta,Q''and their responsibilities to the program,
(2) describe the physical facilities in which the services will be delivered (3) discuss any areas of concern that
could affect the success of the program (4) discuss why these resources used in the manner described should be
expected to alter inappropriate behavior, (S) describe the referral, screening and admission procedures, (6)
describe the means of working with youth and families, (7) describe the daily program activities, (8) describe the
termination procedures and (9) interaction with juvenile court.
This project is designed to intervene in the dismal cycle of juvenile recidivism that ultimately ends
with imprisonment in the adult system For the parents and / or guazdians the program is intended
to strengthen parenting skills, to enhance understanding of the legal system and to provide
support for parents and / or guazdians.
Youth and their parents and / or guazdians will be ordered by district court judges to participate in
this program Youth will be selected and referred to this program from curt9ent caseloads of Court
Counselors in Orange and Chatham Counties. Kate O'Brien, Court Counselor and Kerseclia L.
Patterson, Co-facilitator will meet with youth and pazents / guazdians for an eight-week session.
There will be three groups of 5-8 families in each. The facilitators will engage the families in
discussions, activities, and field trips to strengthen parenting skills, improve participants'
understanding of the legal system, victim empathy and discourage anti-social behavior.
Refreshments will be served at the beginning and end of each eight-week session; a certificate of
"successful completion" will be given to participants at the end of the each eight-week session.
Co-facilitators will administer pre 8c post meeting evahiations at the beginning and end of each
eight-week session, weekly meetings will also be held to discuss progress. Participation and
completion of program will be relayed to court courts via written reports.
Transportation may be an obstacle for some families causing for some co~ern, however this
issues will be discussed with each family on an individual basis during intake.
The Office of Juvenile Justice provides supervision for the youth who are on probation. It will be
the sole source of referrals. The juven>7e court counselors have an ongoing relationship with these
youth and are in an excellent position to encourage participation in these groups.

Indemnification and Hold Harmless
The program manager agrees, at all times dwing the term of this agreement, to indemnify and hold harmless the
Office of Juvenile Justice against liability, loss, damages, costs, or expense which the Office of Juvenile Justice may
be requested to pay by reason of any client's suffering personal injury, death, or property loss, or damage either
while participating in or receiving from the program services to be furnished by the program under this'.agreement,
operated, leased, chartered or otherwise contracted for by the program or any employee who is furnishing services
called for under this agreement; provided, however, that the provisions of the paragraph shall not apply to
liabilities caused by or resulting from the acts of the Office of Juvenile Justice or any of its officers, employees,
agents, or representatives.
Grantee Audit ReQUirement
If yow program is receiving, using, or expending 825,000, or more, in combined state and federal funds, which
includes federal pass through funds, through this program agreement or in combination with other state agencies
and/or state universities, an audit is required of yow basic financial statements as provided by N.C.G.S. 143-6.1.
Said audit must be prepared in conformity with general accepted auditing standards, standards for financial audits
contained in "Government Auditing Standards" issued by the Comptroller General of the United States, and the
requirements of the appropriate Office of Management and Budget (OMB) Circular. Audits of governmental
entities must meet requirements of OMB Circular A-128 and, if a local government entity, the N.C. Single Audit
Implementation Act of 1987. Audits of nongovernmental entities, both for-profit and not-for-profit, must meet
requirements of OMB Circular A-133. The audit report is to be submitted to the Office of Juvenile Justice, as well
as to other recipients as appropriate, within six months after the end of your program's fiscal year. if yow program
is a nongovernmental entity, a copy of the audit report should also be sent to the Office of the State Auditor in
compliance with N.C.G.S. 143-6.1. A corrective action plan, for any audit finding should be submitted with the
audit report.
Civil Rights Comvliance
For the dwation of the Program Agreement, the program agrees to comply with Title VII of the Civil Rights Act of
1964 and all requirements imposed by federal regulations issued pwsuant to that Title:
Termination
This agreement may be canceled at any time by either the Office of Juvenile Justice, county commissioners, or the
program manager, with cause, upon at least 30 days notice, in writing, and delivered by registered mail with return
receipt requested or in person, or by mutual consent of all parties.

This document has been reviewed by the Council and is recommended for funding.
This is to certify that the OJJ funds in this Program Agnsement will not be used to duplicate or to supplant other
programs whose primary intent is to provide community based alternatives for delinquents, status offenders ar
youth at risk of juvenile delinquency.
This agreement may be terminated in whole or in part by the Office of Juvenile Justice in the event that state or
federal funds which have been allocated to the Office of Juvenile Justice are eliminated or reduced to such an
extent that, in the sole determination of the Office of Juvenile Justice, continuation of the obligations at the levels
stated herein may not be maintained.
Conclusion
We, the undersigned agree to comply with all provisions of this agrcement, including the Indemnification and Hold
Harmless. Grantee Audit Reauirelnent, Civil Rights Compliance, and Termination f~md on page 7 ofthis
agreement and with the policy guidelines for the Community Based Alternatives Program as codified in the North
Carolina Admini~rative Procedures 10 NCAC 44C and 10 NCAC 44D.
