PURPOSE:
• To update the Board regarding the funding status of approved capital projects for both
school systems and the County.
To approve capital project ordinances for the Chapel Hill Carrboro City Schools and Orange
County.
BACKGROUND:
School and County Capital Project Funding Update
On June 21, 1999, the Board of Commissioners approved the County's ten-year Capital
Investment Plan for the period 1999-2009. For capital projects that were due to expire on June
30, 1999, the Board took action that extended their expiration dates until June 30, 2000. In
addition, the Board decided to change the approval process for individual projects.
For projects that have a relatively small scope of work, the Board decided to
approve the entire project ordinance at one time. Since the beginning of this fiscal
year, the Board has approved several capital project ordinances for smaller projects in
the .Chapel Hill Carrboro City Schools including mobile classrooms, various roofing
projects, and ADA requirements.
For major projects, the Board elected to approve funding for individual project
components as scopes develop rather than allocating a lump sum. Major
components include:
• Planning, architect,, engineering
• Land acquisition and associated fees
• Construction
• Equipment S~ Furnishings
Attachment 1 of this abstract, Funding Status of 1999-00 Approved Capital Projects, provides
the Board with an update of all School and County projects receiving funding through the
current fiscal year. As shown in column 5 of Attachment 1, the Board has adhered to the new
approval process and authorized individual components for several projects.
Approval of Project Ordinances for Chapel Hill-Carrboro City Schools
During the planning process for the 1997 bond issue, Chapel Hill-Carrboro City .Schools
identified the need to renovate older schools in the District. One high priority renovation project
was Glenwood Elementary School with an estimated price of $1.5 million. To that end,
$950,000 was included in the bond issue to cover a portion of the projected cost. At that time,
the District proposed that savings from other construction projects would be used to fund the
difference of $450,000.
The total budget included in the Commissioner approved 1999-09 CIP for Glenwood is $1.5
million. This money will provide HVAC and fire alarm system replacements, and classroom,
restroam, window and cafeteria upgrades.
At the December 7, 1999 meeting, the Board of Commissioners approved the first .phase of this
project ordinance to cover planning, architect and engineering costs. The total amount
approved for the initial phase was $100,000 and was funded using 1997 bonds.
In February, Chapel Hill Carrboro City Schools received construction bids for the renovations
from six general contractors, twelve plumbing contractors, six mechanical companies and five
electric companies. On March 2, 2000, the CHCCS Board of Education approved contracts
totaling $1,077,176 far the Glenwood project. A portion of the construction cost, $850,000,
comes from 1997 bond funds. The District requests that the remaining funds, $227,176, come
from savings realized in the Scruggs Elementary School construction project.
Scruggs Elementary, one of the District's newest facilities opened this past fall. Once all bills
are paid, the District estimates actual construction costs to be in the neighborhood of $12.6
million, about $1.5 million less than original budget. As mentioned earlier, during previous
years' CIP discussions, the Board of Education has expressed a desire to revert savings from
this project to other renovation projects in the District. Prior to this fiscal year, the
Commissiariers have approved transferring a portion of the savings to Phillips and Culbreth
Middle Schools as well as Chapel Hill High School renovation projects.
The attached Glenwood Elementary School Renovations Capi#a/ Project Ordinance increases
the project's appropriation by the amount of the awarded bids. The school district will bring
additional phases of the project forward as the work progresses. The attached Scroggs
Elementary School Construction Capital Project ordinance provides for the transfer of $227,176
to the Glenwood project.
Approval of Project Ordinances for County Projects
In addition to School-related projects, several County capital projects were included in the
approved CIP. Many of the projects have relatively small scopes of work or involve equipment
and machinery purchases. In-house Public Works staff can do the majority of the projects
related to replacing HVAC equipment and improving building systems. Historically, the County
orders vehicles and major equipment during the spring to coincide with State contracts. Timing
is such that staff is ready to begin work on the projects and place orders for equipment and
vehicles. The chart below briefly describes each project while the attached capital project
ordinances provide for the funding outlined:

projects identifies the projects listed in the preceding table in bold typeface. Individual capital
project ordinances are included in Attachment 3 of this abstract.
Staff will bring forward project ordinances for larger scale projects, such as the Firearms
Training Facility, as project scopes become more defined. For bond funded projects such as.
Whiffed and Northern Human Services Centers, staff will bring those ordinances forward as
bonds are actually sold. and project scopes defined.
FINANCIAL IMPACT: Financial impacts are included in the background information above.
RECOMMENDATION(S): The Manager recommends that the Board of County Commissioners
adopt the attached capital project ordinances for Chapel Hill-Carrboro City Schools and Orange
County.

New Courthouse Renovations Project
Capital Project Ordinance
Project Number 61-418
Be it ordained by the Qrange County Boazd of County Commissioners that pursuant to Section 13.2
of Chapter 1S9 of the General Statutes of North Cazolina, the following capital project is hereby
adopted.
Section 1. The project authorized provides funds far the renovation of the New Courthouse located in
Hillsborough including roof replacement, exterior painting, ceiling file replacement in the
Superior Courtroom, renovations to the third floor, and a jury assembly room. The project
will be financed with proceeds from the County's portion of the one-half cent sales taxes.
Section 2. The officers of the County aze hereby directed to proceed with the project within the budget
contained herein.
Section 3. The following revenue is anticipated to complete this project:

New Hope Creek Corridor Project

Be it ordained by the Orange County Board of County Commissioners that pursuant to Section
13.2 of Chapter 159 of the General Statutes of North Carolina, the following capital project is
hereby adopted.
Section 1. The project authorized will provide for a wildlife habitat and hiking and biking
trails along atwenty-three mile corridor from rural Orange County to Jordan
Lake. This project will be financed with proceeds from the County's portion of
the one-half cent sales taxes and subdivision payment-in-lieu funds.
SeCtiOn 2. The officers of the County are hereby directed to proceed with the project within
the budget coatained herein.

Northside Human Services Ceater Project
Capital Project Ordinance
Project Number 61-606
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina, the following capital project is hereby
adopted.
Section 1. The project authorized provides funds to begin minor renovations to the facility. These
renovations include upgrading the restroom fixtures and possibly replacing air conditioning
units in building one of the center. The project will be financed by proceeds from the
County's portion of the one-half cent sales taxes.
Section 2. The officers of the County are hereby directed to proceed with the project within the budget
contained herein.

recreation centers throughout the County. This project will be financed with

Planning and Agriculture Building Capital Project
Capital Project Ordinance
Project Number 61-SSO
Be it ordained by the Orange County Boazd of County Commissioners that pursuant to Section 13.2 of
Chapter 1S9 of the General Statutes ofNarth Cazolina, the following capital project is hereby adopted.
Section 1. The project authorized provides funds to upgrade mechanical systems throughout the
facility. Through fiscal year 1999-00, these include replacing air conditioning units and
electrical system in the facility. With the installment of computers and other modern
equipment, an electrical upgrade is mandatory. This project will be financed by proceeds
from the County's portion of the one-halfcent sales taxes.
Section 2. The officers of the County aze hereby directed to proceed with the project within the budget
contained herein.

commercial entities thereby encouraging economic development within the
County. As various projects are completed, a portion of the resultant property
