PURPOSE: To discuss the proposed 2000-2010 Capital Investment Plan (CIP).
BACKGROUND: The County Manager presented his recommended ten year CIP fior 2000-
2010 at the Board's work session on March 23. Time was allocated during the March 27 joint
work session with the school boards to discuss major elements of the school CIPs. Discussion
of the County CIP has been scheduled for this March 29 work session, with a public hearing on
the overall CIP scheduled for the regular meeting on April 17. Final CIP deliberations will be
scheduled far a subsequent budget work session.
This work session gives the Board an opportunity for closer examination of specific projects in
the CIP. While the Board may choose at this work session to discuss any or all projects in the
CIP, there are two specific topics we would commend to the Board's attention. First, staff have
prepared an information paper related to criteria and possible action steps for siting a law
enforcement weapons firing range. Secondly, the Board may wish to discuss the need to plan
for a possible bond referendum to address the convergence of a number of facility and program
needs that will require resources beyond those available to the County through pay-as-you-go
sources in the next decade. Among others, these include new schools, justice facilities, open
space and recreation, and senior centers. The Board has enjoyed past success with
establishing citizen capital needs advisory committees and bond education committees to help
refine the most important needs that should be included in any bond package, and to help
explain to voters the needs that exist. Given the importance of ensuring that the various task
farces that are currently examining the capital needs just listed have adequate time to complete
their recommendations for consideration by the BOCC and a new capital needs task force that
the Manager recommends be appointed, one reasonable option to consider would be to use the
November, 2002 general election as a starting point for developing a possible bond referendum.
FINANCIAL IMPACT: The financial impacts of individual projects are described on individual
project pages in the CIP document and in the various summaries presented in that document.
Board funding decisions for FY 1999-2000 will be enacted through capital project ordinances
that will be adopted in June 2000.

RECOMMENDATION(S): The Manager recommends that the Board discuss the various CIP
projects and the possible need to plan for a bond referendum; further, that the Board provide
direction to staff regarding the firing range and any other projects about which the Board may
need more information in order to make capital project funding decisions during a future budget
work session.
Preliminary Information Regarding the Development of A
Training Facility in the County to Include a Firing Range
March 24, 2000
The Board of Commissioners have requested information regarding criteria for a firing
range in preparation for site acquisition. The following list is certainly not exhaustive, but
is meant to be a point of departure for discussion of the matter. Please feel free to
review this list and suggest other ideas during the CIP worksession on March 29, 2000
or if you choose to submit comments prior to the worksession, call Pam Jones directly.

Location:
^ Ideally the property will be located at least one mile away from any residence,
business, school, or other building where human habitation is possible.
^ Ideally, the property will be located in Orange County;
^ Topography should be such that a level area can be developed for the range.
^ Property should fall outside any water critical areas in the County.
^ Purchase of the property, long-term (25 years or more) lease and land sharing
with another governmental function are options for acquisition.
^ Must have at least same perkable soil for septic system.
^ The actual site chosen will determine final amount of land needed, however, a
range of 15-30 acres is sought.
^ Property will ideally already be zoned for this function.
Construction Assumptions:
^ The range would include no fewer than 10 firing lanes.
^ Safety measures will be considered in the design for the range (such as covering
the backstop, berm, etc.)
^ Small building will be built for:
^ On-site storage of equipment, supplies
^ Training room to accommodate no fewer than 25 persons
^ Restrooms
^ The Sheriff indicates that he believes he can engage assistance from the
National Guard to do some of the grading work.
Other Considerations:
^ Environmental concerns will be addressed. OSHA guidelines to be reviewed and
final facility should reflect environmentally responsible design.
^ May also want to consider an asphalt driving area that could be used for
qualifying law enforcement and other emergency personnel in defensive driving.
Proposed Action steps:
^ Reconvene the law enforcement agencies that comprised the original consortium
(may also want to include other emergency responder personnel to gain input
regarding the defensive driving component of this effort).
^ Discuss and agree upon location and design issues.
• Pursue actually pulling together a design, complete with cost estimates. This will
enable us to make better choices as we pursue land acquisition.
^ Be in the land a uisition rocess.
