PURPOSE: To consider identification of a 60-acre portion of the Greene tract to be transferred
to the County, as per the proposed inter-local "Agreement to Amend the Agreement for Solid
Waste".
BACKGROUND: On March 14, the Board received the final report of the Biological Resources
Survey of the Greene tract, along with a report from staff evaluating the property for different
types of uses.
At the conclusion of the discussion, the Board agreed generally to a conceptual 60-acre area
proposed by Commissioner Gordon, and instructed staff to use the concept as a guide to adjust
the map of the 60-acre portion of the Greene tract. Staff was asked to prepare this map, along
with further information on the property, for the Board's consideration on March 21.
The revised map of a 60-acre sector, based on Commissioner Cordon's proposal,. is attached.
The map has been adjusted to meet the 60.0-acre threshold, by excluding the potential historic
site and including less of the pine areas to the southeast of the property, as instructed. This
configuration would include approximately 40 acres of prime hardwoods, as identified in the
biological survey. The proposed boundary also excludes approximately six acres of relatively-
unusable land between the powerline easement and the railroad, in order to include more of the
hardwood forest. These six acres, if combined with future buffers on adjoining properties to the
east may address any concerns about buffers along the rail line.
Additional information on the following areas will be presented at the meeting:
1. Conduct amore-detailed review of the developable areas within the proposed boundary,
looking at erasion control, access and drainage patterns
2. Gather information about the surrounding land uses

3. Produce a vicinity map that shows the Greene tract in its surrounding context, particularly as
it relates to other green space in the area
FINANCIAL IMPACT: There is no direct financial impact in the decision on a 60-acre portion of
the properky, although long-term maintenance and development costs (if any) will -vary for
different areas of the Greene tract, due to access and other site constraints.
RECOMMENDATION(S): The Manager recommends that the Board adopt the attached map
as designating the ~60-acre portion of the Greene tract that the County wishes to have
transferred as part of the proposed inter-local "Agreement to Amend the Agreement for Salid
Waste", and instruct staff to convey this information to the Towns of Chapel Hill and Carrboro,
along with the Agreement.
