PURPOSE: To consider awarding a bid for the remanufacturing of two (2) Type I Cab & Chassis
ambulances for Orange County.
BACKGROUND: Prior to 1992, it was the practice of Orange County to replace two ambulances each
year. In 1992, the county began purchasing modular ambulances with the intention of remounting or
refurbishing the units rather than replacing. In 1994, the fleet replacement was complete, and no
additional ambulances have been purchased since then. County staff has investigated various ways to
maximize the longevity of the fleet, including remounting existing ambulance boxes an new chassis or
purchasing complete new ambulance units. However, after exploration of the options, we believe the
most prudent way to address fleet maintenance is to remanufacture the trucks at a cost of less than
$30,000 each. Considering the reduction in emergency ambulance traffic resulting from the Initial
Response Paramedic system, the remanufacturing process will provide vehicles that should be
serviceable for the next eight to ten years.
EMS and Purchasing Staff developed comprehensive specifications that included, but was not limited to
replacing the engine, transmission, differential, air-conditioning and braking system with new
components. Bids were solicited pursuant to North Carolina General Statutes. Bids were sent out to two
prospective vendors and were advertised in the paper. Westside Specialty Vehicles of Asheville, North
Carolina submitted the lowest responsible bid that was responsive at a cost of $28,238.00 per
ambulance. A tabulation of the bids is attached. Upon Board approval, there are two ambulances in the
fleet that will be remanufactured during this fiscal year. The bidder has indicated a willingness to hold his
price for six months in the event additional units are approved for remanufacture in the upcoming CIP.
FINANCIAL IMPACT: Total cost of this action, if approved by the Board, would be $56,476.00.
Sufficient funds are allocated in the 1999-2009 CIP.
RECOMMENDATION(S): The Manager recommends that the Baard award the bid to Westside Specialty
Vehicles, Asheville, NC in the amount of $28,238.00 per ambulance and authorize the Purchasing
Director to execute the necessary paperwork.
