PURPOSE: To approve submission of the grant proposal to continue implementation of the
Criminal Justice Partnership Programs (CJPP) for Orange and Chatham Counties.
BACKGROUND: In 1995, Orange and Chatham Counties formed amulti-county partnership to
address criminal justice needs in the 15B judicial district. Since that time, Orange County has
served as the fiscal agent for CJPP operations. Together, the two counties receive an annual
allocation of $181,941 from the NC Department of Correction to administer aPre-Trial Release
Program and a Substance Abuse Sanctions Center.
The pre-trial release program addresses jail overcrowding by moving inmate-related data
expeditiously through the criminal justice system. The Sanctions Center serves as a special
condition of probation. It provides offenders with individual treatment plans designed to enhance
their success with probation.
Both programs are operated through contractual agreements with Orange-Chatham Alternative
Sentencing, Inc.
FINANCIAL IMPACT: The programs currently operate on grant funds - no county dollars are
expended.
RECOMMENDATON(S): The Manager recommends that the Board approve submission of the
grant proposal and authorizes the chair to sign the application.
