Background: At the January 18, 2000 meeting, the Board of Commissioners approved in concept the plan for managing employee pay and benefits with the transfer of Town of Chapel Hill Solid Waste employees to Orange County effective March 20, 2000. This agenda abstract presents for Board action the positian, job classification and pay, and personnel policy actions necessary to implement the transfer. Attachment 1 lists the specific items recommended far Board action. These are summarized below: 1. Establish the Solid Waste Positions as Coun Positions Attachment 1 lists in Section 1 the Solid Waste positions to be established as County positions. These 28 positions are the current positions in the Town of Chapel Hill Solid Waste department. 2. Amend the Oran a Coun Classification and Pa Plan to Inca orate the Solid Waste Positions Attachment 1 lists in Section 2 the recommended additions and one change to the Orange County Classification and Pay Plan to incorporate the Solid Waste positions. As part of the transition, Orange County engaged a consultant (Billings and Associates) paid by the Landfill Fund to complete a positian classification study of the 28 Solid 2 Waste positions. The purpose of this study was to determine the appropriate classification and salary grade assignment for each Solid Waste position in the Orange County Classification and Pay Plan. For the study, each Solid Waste employee completed an updated position description of his ar her duties and responsibilities. The consultant used this information supplemented by interviews with management and selected Solid Waste emplayees to complete the job study. The consultant also considered related County positions. Of the 28 positions: • Seven have duties and responsibilities that fit in existing classes in the Orange County Classification and Pay Plan. Please note that for one of these classes, Solid Waste Collector, the consultant has recommended the County salary grade assignment for the class be changed from salary grade 60 to salary grade 62 to reflect the current labor market for heavy equipment operators. • 21 pasitions have duties and responsibilities that require the addition of new classes to the Orange County Classification and Pay Plan to recognize them. The draft class specifications for the new classes are provided in Attachment 2. 3. Authorize the Personnel Director to take the personnel policy actions necessary to implement the transfer as planned Attachment 1 lists in Section 3 several personnel policy actions necessary to implement the concept for managing employee pay and benefits that the Board approved on January 18, 2000. These include crediting the employees with County service for service as a permanent employee with the Town of Chapel Hill. In this way the employees will receive credit for the Town service in eligibility and earning for any County benefits tied to service such as Longevity Pay or Vacation Leave earning. After the transfer the employees will become Orange County emplayees and all components of compensation will be the subject to the same changes in salary and benefits as other Orange County employees, except far the benefit make up amount handling outlined in Attachment 1, Section 3. Financial Impact: The cost of employee pay and benefits far the Solid Waste employees is funded from the Landfill Fund. The classification change for the Solid Waste, Collector class from salary grade 60 to 62 also affects six existing County Solid Waste Collector positions in the Public Works department. The estimated cost to implement this increase for those pasitions is about $4,800 for the remainder of this fiscal year and about $18,000 an an annual basis. Funds are available within the approved budget for fiscal year 1999-00. Recommendation: The Manager recommends the Board approve the Implementation Actions listed an Attachment 1 effective March 20, 2000. 3 Attachment 1 Proposed Implementation Actions Solid Waste Positions and Employees 1. Policy Authorizations In implementing the transfer of Town of Chapel Hill Solid Waste employees to Orange County, authorize the Orange County Personnel Director to: a. Credit each employee's service as a permanent employee with the Town of Chapel Hill in determining Orange County service. b. Accept the transfer of accumulated, unused Vacation Leave from the Town of Chapel Hill. c. As necessary, permit the salary of each transferred employee to exceed the maximum of the salary range to the extent necessary to keep the specific dollar amount of the benefit make-up amount at the time of transfer intact. H:\e\absswl.doc February 14, 2000 C4087-03/00 LANDFILL ENGINEER Attachment 2 GENERAL DEFINITION OF WORK: Performs difficult professional technical work assisting the Solid Waste Management Director in managing the operations of the landfill by working directly with regulatory officials and consultants; does related work as required. Work is performed under general supervision. TYPICAL TASKS: Reviews the work of consultants; reviews reports and designs for technical accuracy and compliance with regulations; proposes revisions as needed; Monitors construction projects at the landfill to include the maintenance building, composite liner, leachate collection piping, landfill gas venting, and other miscellaneous construction projects; Monitors other construction projects to include recycling pads at Cedaz Grove Park and Carrboro Plaza. Monitors environmental compliance with respect to groundwater, air and operating records; Prepares landfill permit amendments and erosion control permit applications for submission to the State; Serves as Project Manager for various landfill activities; Maintains landfill operating records in accordance with State requirements and assuring that the files are up-to-date for periodic inspections; Provides technical assistance to the Director and others on specific issues dealing with the landfill including input on the solid waste management plan; Interprets rules and regulations dealing with the landfill or environmental issues and works closely with State and local regulatory officials; Prepazes proposals for the procurement of consultants, drillers, and labs for new landfill projects; Prepares bid specifications for equipment; Performs related tasks as required. C4065-03/00 LANDFILL EQUIPMENT OPERATOR GENERAL DEFII~TITION OF WORK: Performs difficult skilled work operating heavy equipment at the landfill; does related work as required. Work is performed under general supervision. TYPICAL TASKS: Operates very large earth-moving pan, loader and bulldozer to: cleaz wooded land; build and maintain critical grade and access roads; build and maintain critical grade and access roads; build and maintain earth dam to prevent waste leakage; build erosion control slapes and maintain grade; clean out sediment pond; deliver dirt as needed for daily, intermediate, or final cover; Operates trash compactor to compact trash, often on extreme slopes; Decides how to direct public dumping to keep compacting azeas as small and as safe as possible; Directs customers to proper areas to dump their loads; Answers the public's questions on dumping and landfill rules and regulations; Services and maintains equipment; Performs routine maintenance on equipment; Assures cleanliness of landfill azeas far State inspection; Collects loose, blown paper for compacting; Inspects customers' loads for unacceptable refuse and reports any banned materials that do not meet landfill requirements to the Landfill Inspector or Supervisor; Fills in for other positions as assigned; Performs related tasks as required. C4067-03/00 LANDFILL INSPECTOR GENERAL DEFINITION OF WORK: Performs intermediate skilled work inspecting materials received in the landfill; does related work as required. Work is performed under general supervision. TYPICAL TASKS: Makes random inspections of selected vehicles coming into the landfill for improper or illegal waste; Determines whether materials aze permitted in the landfill; rejects illegal materials and instructs customers on proper sorting and places for dumping; Contacts waste owners when denying access to the landfill; explains the basis for turning the waste away and requests the owner to sort through the refuse, remove unacceptable waste and dispose of it properly elsewhere; Explains landfill rules and regulations to patrons; explains the origin of these rules and the rationale, as appropriate; Oversees the spread of daily cover in respective areas of landfill and that slopes and drainage are appropriate; Serves as Safety Officer for landfill; Prepares random inspection reports and files them in the inspection file for the State Operating Plan; Determines and recommends fines to assess for illegal dumping when discovered; Issues rickets for dumping illegal items; Photographs the evidence and identifies the pictures with any citations issued; Oversees contract and community service workers hired to perfomn manual labor; Checks landfill gas monitoring wells for oxygen, methane, and carbon dioxide and gives the readings to the Landfill Engineer for operating records; Operates landfill equipment as necessary; Performs related tasks as required. TYPICAL TASKS: Plans and modifies the design of landfills; Surveys and sets boundaries and grades for landfill equipment operators; Manages landfill operations; Manages the field operations of a recycling program; Supervises operations and maintenance staff; Ensures compliance with rapidly changing laws and rules and regulations at Federal and - State level; Develops and implements leachate management plan; Stays abreast of regulations and evaluates their potential impacts; Conducts or oversees the conduct of periodic and special tests to monitor ground water quality and gases, among other things; Provides ongoing planning capability, both long and short term; Serves as Project Manager for contracted work; Serves as liaison with various individuals on new landfill construction, closure of the existing landfill, required studies, audits and regular inspections; Determines and develops safety and disposal procedures; Performs related tasks as required. Must possess an appropriate driver's license valid in the State of North Carolina. 04082-03/00 LANDFILL OPERATIONS SUPERVISOR GENERAL DEFINITION OF WORK: Performs difficult administrative and technical work supervising the day-to-day operations of the landfill and overseeing the maintenance and repair of all equipment; does related work as required. Work is performed under general supervision. Supervision is exercised over other personnel. TYPICAL TASKS: Manages the Commercial Glass and Metal Program; Confers with businesses to expand and contract services and to correct problems with sorting and contamination; Ensures that materials aze mazket ready and of sufficient quality when taken to market; Manages the Drop Off Program; oversees signage, dumpsters and other physical property; . C4118-03/00 RECYCLING PROGRAM MANAGER GENERAL DEFINITION OF WORK: Performs difficult professional and administrative work in directing the activities of the recycling program and implementing programs to meet long-term waste reduction goals; does related work as required. Work is performed under general supervision. Supervision is exercised over subordinate professional and non-professional personnel. TYPICAL TASKS: Provides planning, direction and information for future solid waste management alternatives to using the landfill; Provides planning and research assistance for all solid waste management activities; Provides solid waste planning technical assistance to new businesses and other potential waste sources; Oversees the development, implementation, and operation of the household hazardous waste collection program; Provides staff support for a variety of solid waste management efforts such as Landfill Search Committee, Regional Solid Waste Task Farce, Solid Waste Reduction Task Farce; Construction and Demolition Waste Recycling Task Force; Acts as liaison with other governments in and outside North Carolina to share information about recycling programs; Oversees recycling programs and budget; manage recycling coordinators' time; Negotiates contracts with recycling program contractors; troubleshoots problem azeas; oversees daily management by other staff and volunteers; plans program expansions; Manages contractual aspects of commercial and drop-off recycling programs; Works with Town departments and Counties, Universities and other officials to ensure quality of contracts and to increase the amount of recycled materials purchased; Performs related tasks as required. GENERAL DEFINITION OF WORK: Performs intermediate professional administrative work and some field work in organizing and administering a comprehensive recycling and waste reduction program; does related work as required. Work is performed under general supervision. TYPICAL TASKS: Manages the daily operations of the in-town and rural curbside recycling program and coordinates with service contractors on collection problems and troubleshooting; Operates, manages and works in the household hazazdous waste collection program; Manages the daily operations of the multi-family residential recycling program including working with real estate managers to implement and promote the program; Reviews development application for compliance with recycling storage requirements and accessibility to recycling areas; Reviews solid waste management plans with development applications; Attends pre-construction meetings on solid waste management plans; inspects construction site to ensure compliance with approved solid waste management plan; Serves as liaison for school systems about community recycling programs; coordinates school based recycling programs; provides teacher training resources and conducts recycling demonstrations and presentations; Publicizes recycling and waste reduction activities through a variety of community outreach and education programs, including preparing news releases, developing advertising campaigns, community events, writing newspaper columns, designing brochures and flyers, and making public service announcements for radio and TV; Performs related tasks as required. TYPICAL TASKS: Weighs vehicles and audits loads by remote camera or visual inspection to ensure load conforms to customer's dumping permit and includes no hazazdous waste; Collects payment or charges the customer's account based on weight of vehicle; posts all receipts and chazges to computerized bulling system database; prepazes all data for monthly bills; Explains regulations and fees to customers; directs them to correct dumping location; Denies access to customers with delinquent accounts and unacceptable loads; answers all customer inquiries about the landfill or landfill bills; Sets up new customer accounts; verifies status of new contract haulers, assigns truck numbers for billing and determines weight of truck; Inputs weight, load, and other charge data into computer database and prints a bilUreceipt for the customer; Maintains daily records of disposal activities; produces regular and special reports using computerized database; Coordinates with Solid Waste personnel and Finance on all aspects of accounting and billing; Notifies supervisor of scale equipment maintenance needs and maintains records of equipment failures; Performs minor repairs and maintenance; Opens and closes electronic gates to landfill and landfill satellite operations; Opens and secures scale house at end of day; Performs related tasks as required.
