PURPOSE: To approve Pathways Elementary School Capital Project Ordinance for the Orange
County School District.
BACKGROUND:
Amendments for Items Included in the 1999-09 Capital Investment Plan
Orange County Schools
The Board of County Commissioners approved the County's ten-year Capital Investment Plan on June
21. While the funding plan as a whole was approved, the Board decided to change the individual project
approval process.
For projects that have a relatively small scope of work, the Board decided to approve the entire project
ordinance at one time. For major projects, the Board elected to approve funding for individual
components of the project rather than allocating a lump sum for the project. Major components include:
• Planning, architect, engineering
• Land acquisition and associated fees
• Construction
• Equipment 8~ Furnishings
Included in the approved CIP was the Pathways Elementary School Construction capital project. The
project provides for construction of a new 600-student elementary school for the Orange County School
System.
The original project budget as outlined in the most recent capital investment plan is $12,737,720. There
were no land acquisition costs associated with the project because the land was donated to the district.
In September 1999, the board of County Commissioners approved the initial Pathways Elementary
project ordinance that allowed for debris removal from the construction site ($19,530). The Orange
County Schools is requesting that the Board of Commissioners approve funding totaling $8,808,523 for
the next phase of the Pathways project. This phase includes planning, architect, engineering, water and
sewer line installation and construction costs. All of these cost elements reflect bids received by the
district and presented on page 4 of this abstract. As the project progresses, the school district will ask
the Board to approve other costs for the project such as equipment, furnishings and landscaping. In light
of the current and future bid estimates, the District expects significant savings in this project. (See
attached Pathways Elementary School Construction Capital Project -- Phase 2).
FINANCIAL IMPACT: Financial impacts are included in the background information above.
RECOMMENDATION (S): The Manager recommends that the Board of County Commissioners
approve the Pathways Elementary School Construction Capital Project -Phase 2.

Capital Project Ordinance
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Cazolina, the following capital project is hereby
adopted.
Section 1. The project authorized provides funds to construct a new elementary school in the district.
Proceeds from the 1997 bond referendum, State bond funds, impact fees, and a fund balance
appropriation from the School Capital Projects Fund finance this project.
Section 2. The officers of the County are hereby directed to proceed with the project within the budget
contained herein.
Section 3. The following revenue is anticipated to complete this project:
