HomeMy WebLinkAboutMinutes - 19670905MINUTES OF THE ORANGE COUNTY BOOK PACE Si BOARD OF COMMISSIONERS September 5, 1967 The Orange County Board of Commissioners met in regular session on Tuesday, September 5, 1967 at ten otclock a.m. in the Commissioners Room at the Courthouse in Hillsborough, North Carolina. Members Present: Chairman Harvey D. Bennett and Commissioners William C. Ray, Carl M. Smith, Henry S. Walker and Ira A. Ward. Members Absent: None Ed Barnes, County Agent, and Dr. W. G. Andrews, State Representative of the Extension Service, were present to present to the Board the candidates for the positions of Home Demonstration Agent and Assistant Home Demonstration Agent. Dr. Andrews stated that the Extension Department 'had selected Mrs. Fonrose Gore to replace Mrs. Elizabeth Meldau as Home Demonstration Agent and bad secured Mrs. Arleen Tyler to replace Mrs. Gore as Assistant Home Demonstration Agent. Dr. Andrews recommended that the salary for these two candidates be the same amount as currently being paid to the Home Demonstration Agent and to the Assistant Home Demonstration Agent. Chairmen Bennett inquired of Mr. Barnes as to his endorsement of the two candidates. Mr. Barnes stated that he concurred with Dr. Andrews, recommendations. Upon motion of Commissioner Ray, seconded by Commissioner Smith, it was moved and adopted, that the recommendations of Dr. Andrews relative to the appointment and salaries of Mrs. Fonrose Gore as Home Demonstration Agent and Mrs. Arleen Tyler as Assistant Home Demonstration Agent be accepted. Hezekiah Dobson, Sanitarian, and Harry Palmer, Representative of the Research Triangle Commission, were present to discuss with the Board various problems concerning health and zoning matters. Mr. Dobson inquired as to the Dogwood Acres Sanitary District petition. He was advised by the County Attorney and the County Administrator that said petition lacked the required number of signatures of resident freeholders in that the General Statutes provides that fifty-one percent (51%) of resident free- holders must sign any petition before an election might be called. Mr. Dobson stated that the Board of Commissioners might as well face the facts that garbage disposal was a problem for the health department as well as residents along with the problems arising from the types of soil and size of subdivision lots which in turn does affect the matter of private water supply and waste disposal. Discussion ensued on protective measures that could be included in the current zoning ordinance. It was agreed that a joint meeting would be arranged between the Board of Commissioners and the Town of Hillsborough in order that the current garbage disposal problem might be reviewed. Upon motion of Commissioner Smith, seconded by Commissioner Walker, the following resolution was adopted: "It having been brought to the attention of the Board of Commissioners of Orange County that Mr. and Mrs. A. H. Graham, of Hillsborough, wish to present to Orange County two oil portraits, one of Governor William A. Graham and one of Major John W. Graham. In view of the fact that the subjects of the portraits were each-members of the Orange County Bar for many years, it is requested that said portraits be placed in the present Court Room. Upon motion made and duly seconded and unanimously adopted, it is ordered that the offer of Mr. and Mrs. Graham be accepted and that a committee of three, consisting of the Chairman of the Orange County Board of Commissioners, the Clerk of the Superior Court, and the President or Vice President of the Orange County Bar, and Presidents of the Hillsborougb Historical Commission and Historical Society, be and is hereby appointed to arrange for appropriate ceremonies in connection with the presentation of said portraits." Discussion ensued concerning the appointment of an advisory committee which would accept gifts and portraits for the County for public buildings. It was agreed that an advisory committee would be appointed whose authority would include the establishment of a policy for the acceptance of any gifts and make recommendations to the County Board of Commissioners. No action was taken. Chairman Bennett reed a report submitted to him by W. E. Thompson, Chairman of the Alcoholic Beverage Control Board. Lawrence Alley, Engineer representing the firm of Alley, Williams, Carmen and King, was present to discuss with the board the request which had 'c. been made in the form of a letter from the Alamence County Industrial Development Corporation relative to attaching a Sewerage line which would run from the Universal Textured Yarn Plant site near Mebane to a point with a sewer line owned by Orange County at the corner of Nicholson Road and A Street. He presented the following letter to the Board: BOOK 7 PAGE 52 "Re: Proposed Waste Lift Station In McPherson Road Mebane. N. C. The following is a brief outline of the effect the prapcsed waste lift station in McPherson Road, Mebane, N. C., will have on the carrying capacity of the 3" gravity sewer main recently constructed by Orange County in Year Tree Road and Nicholson Street south of Mebane, N. C. This 8" sewer main .:as in- stalled on a 0.65% grade and therefore has a maximum carrying capacity of 400 GPE or 576,000 GPD (Kutter's Formula, n = 0.013). The waste lift station that was approved for construction on the Access Road east of the Mattress Factory Road was-to handle a daily volume of 487000 gals. Because of the erratic way in which the waste will arrive at the lift -cation, we are proposing the installation of 220 GPM pumps (316,800 GPD). The Lift Station is designed so that 350 GPM pumps (500,000 GPD) could be installed in the future but, before this can be done, the Town of Mebane will have to in- larger pipes for their outf 311 sewer and will have to relocate the terminal point of the 8" force main to discharge into this new outfall. The Town of Mebane and the Alamance Count?r Industrial Development Corporation have received approval from the State Stream Sanitation Cord ttee,.subject to review and approval of plans and specifications, for the installation of a waste lift station in McPherson Road on the south side of Mebane. The approval was based on an anticipated flow of 26,000 GPD. A station with 100 GPM pumps (144,000 GPD) is proposed here, not only to take care of the maximum rate of flow that might he expected, but also to provide a reasonable velocity in the 4" diameter force main that is proposed for discharging the waste from this station into Orange County's S" gravity sewer in the manhole at the intersection of Pine Tree Road and Nicholson Street. With a maximum carrying capacity of 400 GPM, it is now being proposed that the 8" gravity sewer he loaded with: 1. Orange County's Waste Lift Station east of Mattress Factory Road 220 GPM 2. Proposed Waste Lift Station on McPherson Road 100 GPM Total 320 GPM This would still leave a capacity of 80 GPM in the 8" gravity sewer. Mr. Alley was questioned as to the percentage of capacity of the sewerage line would be utilized by granting permission for the sewerage tap. He replied that the Textured Yarn Plant would consume twenty-five percent (25%) usage of the current sewerage line. Discussion ensued. Upon motion of Commissioner Ward, seconded by Commissioner Ray, it was moved that said request be granted provided that the Alamance County Board of Commissioners and the Town of Mebane commit themselves to the guarantee that they will restore,for the use of Orange County, the capacity use of said line at such time when it becomes evident that overloading of the line will occur because of additional industrial development in Orange County. Chairman Bennett called for a vote on this motion. Commissioners Ward and Ray voted ave and Commissioners Walker, Smith and Bennett voted nay. Chairman Bennett declared the motion defeated. Commissioner Smith inquired of I;r. Alley as to the cost involved in the construction of the 800' of sewerage line. The Engineer sated that the approximate cost was $6,000.00. Upon motion of Commissioner Smith, seconded by Cc_^missioner Walker, it was moved and unanimously adopted that said request for a sewerage tap would be agreeable to the Orange County Board of Commissioners upon payment to the Town of Mebane of one-half (1/2) the cost incurred for the construction of the 800' sewer line provided that a letter from the Town of Mebane be forwarded to the Orange County Board of Commissioners to the affect that said agreement is acceptable to the Town of Mebane and that the payment of the requested sum will be included in the payment due Orange County on the bonded indebtedness. The clerk was instructed to inform the Town of Mebane of said action. ^i Mr. Alley presented color swatches and requested that a decision be made concerning which color would be used on the water tank located in the Town of J Mebane. Upon motion of Commissioner Smith, seconded by Commissioner Ward, it was moved that said tank be painted a sky blue..' Fred Cates, Mayor of the Town of Hillsborough, members of the Hillsborough Board of Alderman, Fred Sharpe, and the Town Attorney were present. r 9CC? PAGE 53 Mayor Cates presented the survey made by the Town of Hillsborough on the use of the Town garbage dump. Aldermel who were present. The town board and the mayor rejected Commissioner H Ray's proposal as contained in his original motion and the amended motion. C? Commissioner Ray with the consent of Commissioner Smith withdrew said motions. N Upon motion of Commissioner Walker, seconded ay Commissioner Ward, it was moved and adopted, that the County accept the proposal of the Town of Hillsborough and that payment in the amount of $1,800.00 be granted for the period beginning July 1, 1967 through June 30, 1968, provided that the Town would agree that garbage would daily be p'ick'ed up at the two schools located in the town limits. The clerk brought to the attention of the Board that under G.S. Chanter 9 (Ch. 218, S. L. 1967) the Board of Commissioners are required to appoint one member of the jury commission by October 1, 1967. Upon motion of Commissioner Ward, seconded by Commissioner Walker, it was moved and unanimously adopted, that Dewey W. King, Hidden Hills, Chapel Hill, North Carolina, be appointed as a member of the jury commission for a two year term. Said appointment to be immediately effective. It was further moved that the per diem for said service to all members of the jury commission would be $12.50 plus travel expenses. Chairman Bennett advised the 3oard that he had received a letter of resignation from W. Marshall Smith, Recorders Court Judge. Said resignation is to be effective as of October 1, 1967. Upon motion of Commissioner Smith, seconded by Commissioner Ward, it was moved and adopted, that the resignation of W. Marshall Smith, Recorders Court ,judge, is accepted. Uoon motion of Commissioner Smith, seconded by Commissioner Walker, it was moved and adopted, that Giovanni Michol of Eno Township be appointed as a member o the County Planning Board for a three year term effective as of September 28, 1967. I Dalton Loftin was present to discuss with the Board the oosition and salary relative to the acceptance of the appointment as Judge of the Recorders Court. Loftin stated that his firm would not consider the appointment unless the Mr. salary of $150.00 per court day was rendered for said service. Discussion ensued. No action was taken on said matter. Gattis, Acting Clerk ------------------------------------------------------------------------------------- MINUTES OF THE ORANGE COUNTY BOARD OF COMMISSIONERS September 25, 1967 The Orange County Board of Commissioners met in special session on Monday, September 25, 1967 at eight o'clock p.m. in the Commissioners Room at the Courthouse in Hillsborough, North Carolina. Members Present: Chairman Harvey D. Bennett and Commissioners William C. Ray, Carl M. Smith, Henry S. Walker and Ira A. Ward. Members absent: None Also present were officials of the Town of Mebane. This meeting was held at the request of the Mebane Town Officials. Discussion ensued concerning the request of the Town of Mebane relative to the possibility of Orange County changing the requested sewerage tap fee in order that a new plant South of Mebane might tap the sewerage line now owned by Orange County. The Board of Commissioners agreed that the designated sewerage tap fee would not be-changed. Upon motion of Commissioner Smith, seconded by Commissioner Ray, it was moved and adopted that the County Administrator be authorized to activate a portion of the Mental Health Program, approved in the 1967-1968 budget, if authorization and approval was received from Dr. 0. David Garvin, District Health Officer, and Dr. W. T. Edgerton of the UNC School of Psycbia:try. The portion of the Mental Health Program which would be activated is that portion which would be operated by the UNC School of Psychology.
