PURPOSE:
To receive comments from the public regarding the housing and non-housing needs to be included in the
FY 2000-2005 Consolidated Housing Plan for Housing and Community Development Programs in
Orange County and proposed uses of FY 2000 HOME funds.
BACKGROUND:
In 1995, a Consolidated Plan for Housing and Community Development Programs in Orange County was
developed and approved by the U.S. Department of Housing and Urban Development (HUD). This
document details the housing needs of very low income, low income and moderate income families and
special population groups in addition to outlining the strategies and plans for addressing those needs. By
reference, the local Fair Housing Plan is incorporated into this plan as well.
The Consolidated Plan is required for all communities receiving HOME funds and CDBG entitlement
funds (Chapel Hill). In 2000, a new five-year plan must be developed and submitted for approval to
HUD by May I S, 2000. The fallowing schedule has been developed to complete the Consolidated
Housing Plan by the due date.

The Consolidated Housing Plan can serve as the foundation for the development of along-range, strategic
affordable housing plan for Orange County.
On January 25, 2000, the Town of Chapel Hill held a public hearing to request comment on proposed uses
of FY 2000 HOME funding. They received two requests for funding, one from EmPOWERment for a
proposed housing project and one from the Orange Community Housing Corporation for Meadowmont.
The Orange County public hearing provides an opportunity for citizens, public agencies and other
interested parties to provide input into the Consolidated Housing Plan. Particularly, input is desired
regarding the housing needs in the community and suggestions for addressing the identified needs.
In addition, the public is also asked to comment on proposed uses of approximately $438,000 in FY2000
HOME funds. Eligible HOME Program activities include: acquisition; new construction; housing
rehabilitation; and rental assistance. In FY 1999, $437,000 was available in HOME funding and the
following activities were approved for HOME funding. (Note, the following program budget includes the
required 25% local match contribution and local program income.)

placed in the Chapel Hill Herald and sent to local non-profit agencies.

Cons_ lidated Plan for Housing and Community Dev~IQg~ment Programs (Outlier)
The Consolidated Plan for Housing and Community Development Programs provides
the framework for a planning process used by States and localities to identify housing,
homeless, community and economic development needs and resources and to tailor a
strategic plan for meeting those needs for a eve year period. The Consolidated Plan is
required for all communities receiving HQME funds (Orange County) and CDBG
Entitlement funds (Chapel Hill). The County's i'Irst Plan was developed in 1995 by
County and Town staff and a new five-year. Plan must be developed and submitted for
approval by HUD on May 15, 2000.
The Consolidated Plan consists of a 5-year strategic plan updated annually with one
year action plans that describes the specific projects and activities that a jurisdiction will
undertake in the coming year with its HUD funds.
The strategic plan contains three major components:
(1) a housing, homeless, community and economic development needs
assessment;
(2) a housing market analysis; and
(3) long-term strategies to meet priority needs.

5. Housing Needs
a. an estimate of the number and types of families in need of housing assistance

disproportionately greater need for any income category in comparison to the
needs of that category as a whole.
6. Homeless Needs
a. The nature and extent of homelessness;
b. The characteristics and needs of low income individuals and children
(especially extremely low income) who are currently housed, but threatened
with homelessness;
c. Describe existing facilities and services (including a brief inventory) that assist
homeless persons and families with children and subpopulations;

7. Other Special Needs
a. An estimate, to the extent practicable, of the number of persons who are not
homeless, but require supportive services including: elderly; frail elderly;
persons with disabilities persons with alcohol or other drug addictions;
persons with HIV/AIDS and their families; and public housing residents,
a. Describe the supportive housing needs of 6(a) above and describe the
facilities and services that assist such persons and programs for ensuring that
persons returning from mental and physical health institutions receive
appropriate supportive housing.
8. Public Housing Needs
a. Describe the number of public housing units within the jurisdiction;
b. Describe the PHA's Section 8, public housing (or combined) waiting list(s),
c. Describe the actions and/or programs to revitalize neighborhoods surrounding
public housing prajects, cooperation in the provision of resident programs and
services, coordination of drug elimination and anti-crime strategies, upgrading
of public facilities and services, and economic development projects in or
near public housing projects to aid with se/f-sufficiency efforts for residents.
d. Describe the public housing agency's strategy for improving its management
and operation and improving the living environment of its residents and the
activities you will/undertake to involve PHA residents in management and
homeownership.
9. Lead-based Paint Needs
a. An estimate of the number of housing units that contain lead-based paint
hazards that are occupied by extremely low income; low income, and
moderate income families.
b. Describe the actions to evaluate and reduce lead-based paint hazards and
how this effort is being integrated into the housing policies and programs.
10. Market Conditions
a. Describe the significant characteristics of the housing market including:
supply demand condition cost, and housing stock available to serve persons
with disabilities and persons with HIV/AIDS;
b. Describe the number and targeting of units currently assisted by local, state
or federally funded pragrams and an assessment of whether any such units
are. expected to be lost from the assisted housing inventory.
11. Barriers to Affordable Housing
a. Explain whether the cost of housing or the incentives to develop, maintain
improve affordable housing are affected by public policies, including: tax
policy land use controls, building codes fees and other charges growth limits,
and policies that affect the return on residential investment
b. Describe actions and/or programs to overcome barriers to affordable housing,
including: development incentives for affordable housing; infill housing
programs; transit oriented development, and consultation with adjacent
jurisdictions/COGS

II. SPECIFIC OBJECTIVES AND STRATEGIES
1. Identify specific housing objectives that indicate families it will provide with
affordable rental and homeownership housing for a specific time period by
number of.' extremely low income low income, and moderate income families.
2. Describe haw the characteristics of the housing market will influence the use
of funds made available for rental assistance, production of new units, rehab
of old units, or acquisition of existing units.
3. Describe the jurisdiction's strategy for developing a system to address
homelessness and the priority needs for homeless persons and families (and
subpopulations), including the housing and supportive services needed in
each stage of the (continuum of care) process, and activities to prevent
homelessness.
4. Identify specific long-term and short-term community development objectives
(including economic development) developed in accordance with the statutory
goals described in Sections 91.2 and the primary objectives of the CDBG
Program.
5. Describe the goals, programs and policies for reducing the number of poverty
level families and the role of other public and private agencies, identify the
extent to which this strategy will reduce (or assist in reducing) the number of
poverty level families.
III. SUBMISSION REQUIREMENTS/ACTION PLAN ELEMENTS
1. Sources of Funds
a. Identify the resources from private and public sources including HUD
grant funds;
b. Describe how the federal funds made available will leverage resources
from private and non-federal public sources and how matching r
requirements of HUD programs will be satisfied.

2. Statement of Specific Objectives
a. Describe the specific objectives to be addressed during the next
program year
b. Describe how the grant funds and program income will be used to
address the identified needs
c. Describe for each objective its identification number, proposed
accomplishments, the time period and annual program year goals to be
achieved in quantitative terms;
d. Housing objectives must indicate the number of extremely low income,
low income, and moderate income families for whom it will provide
affordable rental and homeownership housing for a specific time period
according to the standards in Section 215 of Title II of the National
Affordable Housing Act of 1990, as amended.
3. Description of Projects
Describe the projects that will be undertaken to address priority needs and
objectives in the strategic plan;
