PURPOSE: To approve a Contract between Orange County and the Equal Employment
Opportunity Commission (EEOC) for services performed during FFY 2000.
BACKGROUND: In September 1999, the EEOC proposed a new Worksharing Agreement to
cover the period from the 15t day of October 1999 to the 30th day of September 2000, which
could be renewed or modified by the mutual consent of the parties. On September 14, 1999, the
Board authorized the Chair to sign the Worksharing Agreement for FY 2000. The attached
contract reflects the period embodied in the Worksharing Agreement signed on September 14~'~
Additionally, the Human Relations Commission requested that EEOC contract with Orange
County for 60 cases and 20 intakes. It should be noted that the county did maximize its number
of cases last year. For this year's activities, Congress reduced EEOC's overall appropriation.
This caused a reduction in Orange County's appropriation by $4,000 and thereby reduced
EEOC's ability to contract for the number of cases requested. EEOC has agreed to contract
with the Commission for 52 cases and 20 intakes. EEOC has asked that we return the contract
within ten days, acknowledging that they were delayed because of the late appropriation from
Congress.
FINANCIAL IMPACT: The EEOC will reimburse the Human Relation Commission in the
amount of $500 per closed case for up to 52 cases and $50 per intake for up to 20 intakes. In
addition, the EEOC will provide $1000 far training. The total contract amount is $28,000.
RECOMMENDATION(S): The Manager recommends that the Board approve the contract and
authorize the Chair to sign the contract.
