BACKGROUND: North Carolina General Statute 105-373(d) provides for settlement when a collector resigns before the term of office expires. The settlement is to be made as of the last day in office. 0 Rolfe's Ms. last day in office was December 31, 1999. The reports in the annual settlement provide in detail what has been collected for the county, all fire and special districts, and the Towns of Carrboro, Chapel Hill, and Hillsborough during fiscal year 1999-2000 through December 31, 1999. There are two settlement reports. The first settlement report shows all taxes charged and collected for the 1999-2000 fiscal year as of December 31, 1999. The second settlement report shows all prior years' taxes collected within the 1999-2000 fiscal year as of December 31, 1999.
