PURPOSE:
To approve the impact fee reimbursement request from Habitat for Humanity of Orange County, NC,
Inc. for $33,000 for eleven new homes in New Homestead Place.
BACKGROUND:
On November 1, 1995, the BOCC approved a policy for impact fee reimbursement to local non-profit
organizations meeting the established eligibility criteria. This policy was last revised on March 4, 1998.
The policy requires the following:
1. Housing must be developed for first-time homebuyers with incomes at or below 80% of HUD
. published median income for the Raleigh-Durham-Chapel Hill, NC MSA;
2. Affordable housing is defined as owner-occupied housing which can be purchased for no more
than 2.5 times annual family income; and
3. The non-profit organization must certify in writing that, for owner-occupied housing, it will
remain affordable to the anticipated beneficiary or beneficiaries for a period of a minimum of
twenty (20) years or longer if required by HUD policy.
4. The non-profit organization is responsible for providing documentation of impact fee
payment.
The County has received a reimbursement request for $33,000 from Habitat for Humanity of Orange
County, NC, Inc. (HHOC) for eleven (11) new homes being built in New Homestead Place, Habitat's
Celebration 2000 subdivision, off Rogers Road in Chapel Hill. HHOC has provided evidence that the
impact fee for all eleven homes have been paid and are in varying degrees of completion. Six (6) of the
homes have been sold with one (1) more scheduled for closing in mid-January. The remaining four (4)
homes should be completed and occupied in February 2000.
The request has been reviewed in accordance with the above stated eligibility criteria and determined
eligible for reimbursement.
Results of Eligibility-Review

All incomes are less than 60% of the area HUD-published median income.
2. Purchase Price:
$67,500
3. Certification of 20 year Affordability:
Habitat for Humanity of Orange County, NC, Inc. certifies in writing that the eleven homes
will remain affordable to families earning less than 80% of the area median income for at least
twenty years. Habitat retains a right of first refusal for the life of its mortgage (20 to 30 years)
on all homes it sells, and will buy back any of the homes that would otherwise be sold to non-
income eligible buyers.

FINANCIAL IMPACT:
There is a line-item in the current year budget for impact fee reimbursements. The current balance is
$126,000.
RECOMMENDATION(S):
The Manager recommends approval of the impact fee reimbursement request from Habitat for
Humanity of Orange County, NC, Inc. for $33,000 for eleven new homes in New Homestead Place.
