PURPOSE: To consider awarding a bid to Owens Roofing Company, Raleigh for roof replacement at
the Orange County Jail and the Government Services Center Annex (GSCA).
BACKGROUND: These projects are being carried out pursuant to the replacement scheduled
developed by CTL, Inc. last year.
Plans and specifications were prepared by CTL, Inc. Six bidders responded to the request for bids,
which were opened on January 5, 2000.
The apparent low bidder, CJ Deans Roofing Company, did not submit the required Minority Business
Enterprise (MBE) participation form. Pursuant to the County's MBE participation goal requirements, the
bidder MUST show good faith effort in pursuing MBE participation. (For roof work, contractors may find
MBE participation primarily through suppliers.) The form submitted with the bid is evidence of that good
faith effort. Based on staff assessment and verification from the Institute of Government, the absence of
good faith effort is grounds for rejection of the bid from Deans. All other bidders submitted the required
form.
The scope of work included in this solicitation and the corresponding amount recommended for award is
as follows:
Base Bid: Replacement of Jail roof $ 119,261
Alternate 1: Replacement of low slope roof at GSCA $ 9,684
Alternate 2: Replacement of shingle roof at GSCA $ 17,485
Total recommended award: $146,430
CTL has reviewed the bids, has confirmed compliance with the specifications and has recommended
award to Owens Roofing Company.
FINANCIAL IMPACT:
Funds to complete this work are available in current year CIP----Roofing Projects Account. Status of the
account is as follows:

Cost of action within this abstract $146,430
Remaining balance if this item is approved $100,684
RECOMMENDATION(S): The Manager recommends award of the bid to Owens Roofing Company,
Inc., Raleigh, in an amount not to exceed $146,430; and authorize the Chair to sign a contract reflecting
same, subject to staff and attorney review.
