PURPOSE: To adopt a resolution accepting a $10,000 grant from the North Carolina
Division of Emergency Management that will fund a multi-county Study for Evacuation Needs
that result from Terrorism Activity.
BACKGROUND: Following several staff level emergency management meetings late last fall,
Orange County agreed to submit to the State a request for anti-terrorism grant planning funds
on behalf of six counties in the Triangle region. Emergency Managers, local government
officials, and others are concerned that no regional plans exist to address quarantine or
evacuation and hosting of the counties' populations. The grant focuses on a feasibility study for
evacuation of a six county area along 1-40 from Johnston County to Guilford County. Among
other points, the study would examine:
• how evacuation might be accomplished
• what roads would be involved
• the expected traffic flow per hour
• how much and what population would be left that could not self-evacuate
• how long would an evacuation take
• what percentage evacuation could be done by hour
• what local governments would be expected to do
The State has recently approved the award of$10,000 in anti-terrorism grant planning funds,
with Orange County designated as the lead agency for the undertaking. The attached
resolution would represent the Board's formal acceptance of the State grant funds.
FINANCIAL IMPACT: There will be significant County staff effort involved in coordinating and
producing the assessment contemplated in the scope of work. However, the $10,000 State
grant does not require any additional County matching funds.

RECOMMENDATION(S): The Manager recommends that the Board adopt the resolution
accepting the anti-terrorism grant, and authorize the Manager to execute the grant agreement
and any other grant related documents.

A RESOLUTION ACCEPTING A STATE MULTI-COUNTY REGIONAL TERRORISM GRANT
TO BE ADMINISTERED BY ORANGE COUNTY
WHEREAS, recent events have shown terrorist attacks with large-scale consequences are a
reality; and
WHEREAS, the effects of those attacks disrupt normal lives of the citizens and the ability of
government to carry out its mission; and
WHEREAS, those effects may reach across county lines to a regional level; and
WHEREAS, the need exists to be able to evacuate Orange County's population or for Orange
County to host evacuees from neighboring counties; and
WHEREAS, no regional plans exist to address the evacuation, hosting , or caring for of the
populations of Orange and neighboring counties;
NOW, THEREFORE, BE IT RESOLVED THAT the Orange County Board of Commissioners
does hereby accept the Regional Terrorism Grant from the North Carolina Division of
Emergency Management for regional evacuation planning, agree that Orange County will be the
lead county in the planning effort, and authorize the County Manager to execute the grant
agreement and any related documents necessary for implementation.

CONTRACTUAL AWARD
Contractor: Orange County Emergency Management

Budgeted Categories:
A. Planning
This Contract is subject to the obligations as may be reasonably prescribed by the Division of Emergency
Management consistent with the purpose of N.C.G.S. 166A, as amended below.
1. The Contractor will perform all tasks and objectives set forth in the Orange County Regional
Terrorism Grant Proposal for 2002, attached hereto.
2. Contractor will acknowledge, in all printed material and course promotions, sponsorship by the North
Carolina Division of Emergency Management.
3. Contractor will provide to the NCEM Terrorism Consequences Program Manager and to the
designated NCEM Area Coordinator within 90 calendar days of signed Contractual agreement and
every 90 days thereafter, a progress report detailing approximate expenditures, estimated
completion of deliverables, and project milestones.
4. Contractor will submit to the NCEM Terrorism Consequences Program Manager and to the
designated NCEM Area Coordinator a final report detailing all expenditures, project
accomplishments, and project deficiencies at the completion of the project, or upon Contract
expiration.
5. Contractor must submit any request for a Contract extension at least 60 days prior to the expiration
of the contract and must include justification for an extension period.
6. Contract funds will be disbursed on a reimbursement basis once the scope of work is met. Partial
reimbursement for each completed phase (i.e. Planning, Training, and Exercise) may be approved
with a detailed statement of expenses and completion of identified deliverables.
7. This Contract may not be used (a)for weapons training or other law enforcement training that is
routinely conducted state and local law enforcement agencies, (b) for the purchase of equipment,
and (c) to supplant federal, state, or local government funding of existing planning, training, or -
exercise programs.
8. Failure to comply with the specified conditions will result in the return of this contractual award to
North Carolina Division of Emergency Management.

ORANGE COUNTY REGIONAL TERRORISM
GRANT PROPOSAL FOR 2002
BACKGROUND
Recent events have-shown that large-scale terrorist events in this country are a
frightening reality. Until the attacks on the World Trade Center and the Pentagon, most
Americans gave little thought as to the likelihood of such a catastrophic incident. Now,
however, the time has come that many local leaders and emergency management
personnel are beginning to seek answers to some very difficult questions.
• What types of local threats exist—nuclear,biological, chemical, or explosive?
• Do the counties along the Interstate 40/85 corridor have the resources to respond
appropriately or adequately together to such events—whether separately or in
conjunction with one another?
• How will local authorities handle a catastrophic event:
1. Resources—what happens when an event becomes so catastrophic that resources
are exhausted and cannot be quickly or adequately replenished?
2. Evacuation—at what point does Interstate 40/85 become gridlocked or impassible
—and under what scenario will could it be closed?
3. Quarantine—at what point is this issue decided and who will enforce it?
4. Inter-county cooperation—do resources exist to handle large numbers of
displaced people in contiguous counties? If not,can they be obtained?
These are only a few questions that citizens and local leaders are beginning to ask. Many
of these questions have never been addressed—in some instances, there may not be an
adequate answer for them; or worse, it could be that the answer is that at some point
government will reach a dead end. This proposal will attempt to begin addressing and,
possibly, answering the queries. The first phase will begin with a realistic vulnerability
assessment of five densely populated counties containing over 15 percent of the state's
population. The second phase will begin addressing these questions.
TASK(February—July 2002)
• Scope of work:
1. Conduct a credible and complete vulnerability assessment of the counties along
the Interstate 40/85 corridor—Wake, Durham, Orange,Alamance and Guilford.
2. Create a matrix of scenarios and challenges possibly faced by the five counties,
and an action plan for seeking and answering them.
• Deliverables (Copies of all deliverables to NCEM will be provided in paper(3
each) and electronic (1 each)—Microsoft Windows 2000 compatible—format):
1. Copy of letters of support from each participating county(Wake, Durham,
Orange, Alamance and Guilford).
2. Copies of threat/vulnerability assessments for Wake,Durham, Orange, Alamance
and Guilford counties.
3. Copies of challenge and scenario matrix.
• Schedule and completion date: The work will be completed and all deliverables
provided to NCEM Terrorism Program Manager by August 31, 2002.
• Payment: The payment for this task shall be as follows:
-Labor—20 weeks x 20/hrs/wk x $25/hr $10,000
