PURPOSE: To approve the certification requirements for the Fire Marshal to participate in the
North Carolina State Firemen's and Rescue Squad Worker's Pension Fund.
BACKGROUND: Recently, county fire marshals became eligible to participate in the North
Carolina Firemen's and Rescue Squad Worker's Pension Fund. The North Carolina State
Firemen's and Rescue Squad Worker's Pension Fund allows members who meet the
requirements to receive a monthly pension, upon retirement. State law requires, that in order
for members to be eligible to participate in the Pension Fund and receive a year of credit in the
fund, members must attend thirty-six (36) hours of training in the calendar year. The Fire
Marshal received fifty-six (56) hours of training in fire/arson investigation, terrorism and county
fire administration. Training documents are included with the agenda item abstract
North Carolina General Statute 58-86-25 requires submission of a complete and certified roster
of eligible staff annually. The governing body, the County Commissioners, must certify the
annual certification roster. The certified roster and minimum training requirements determines
eligibility for Pension Fund credit and must be submitted to the North Carolina State Firemen's
Association by December 31, 2002.
FINANCIAL IMPACT: The County funds associated training costs for the fire marshal to attend
training seminars and membership in the NC State Firemen's Association. Pension fund dues
are paid by the fire marshal.
RECOMMENDATION(S): The Manager recommends that the Board approve the supporting
certification documents and authorize the Chair to sign the certification document.

Mike per our conversation and request this is a letter that confirms your attendance of a class
concerning the State's NC RRS.
The last week of January 2002 you did attend a class for four nights. January 28-31 the class was
scheduled and was delivered from 7pm to 110pm.
This class consisted of going over the North Carolina Rating Program, with many County Fire
Departments in attendance.
