BACKGROUND: In June 1999, the Board adopted a goal, "To assess and respond to the needs of the growing Hispanic/Latino population in Orange County." As part of this goal, the Board decided to implement cultural diversity training for County employees. In 1999-00, the Manager formed the Cultural Diversity Support Group made up of department heads and a diverse population of County employees. Working with trainer and facilitator Pat Callair, this group developed a comprehensive cultural diversity training initiative. The mission is to help Orange County employees move beyond the barriers of race, gender, national origin, sexual orientation, religion and age differences and to create a diverse and harmonious workforce that offers outstanding customer service to all clients and constituents within the County. As planned, the cultural diversity training initiative has three phases: • Phase 1 -Phase 1 is general cultural diversity training that addresses the broad range of diversity issues by increasing participant's awareness of assumptions and biases about differences and developing individual and departmental skills in communicating about diversity. • Phase 2 -Phase 2 is Cultural Competency Building training which includes information that is culture specific and focuses on building cultural competence in working with the diverse populations of the County. z • Phase 3 -This phase will take place at a departmental level and focus on anchoring on an on-going basis the training that occurred in Phases 1 and 2. In March 2002, the County completed Phase 1 training for all current employees with 657 employees participating. This general Cultural Diversity training now is continuing on an ongoing basis for new employees. The Phase 2 Cultural Competency Building training is designed to move participants beyond an awareness of cultural differences to a level of "cultural competence" by increasing employees' ability to work effectively in a multicultural environment. The training is tailored to meet the needs of individual departments and to provide education and culture specific information about the Hispanic/Latino and Asian community, as well as others. The course objectives are to: ^ Understand the need for developing cultural competence in today's workforce and community ^ Understand how culture impacts behavior and relationships with our customers ^ Develop skills in applying knowledge about different cultural groups to improve customer satisfaction Phase 2 training began as a pilot program with EMS and department heads in March 2002. Since March, two departments (EMS and Health) have participated in the pilot Phase 2 Cultural Competency Building Training and the program has been further refined. To implement Phase 2 of the Cultural Diversity Training Initiative for the County, staff proposes that the County engage the services of Dr. Henry Meguid to provide cultural competency building training to County employees. Dr. Henry Meguid received his Bachelor and Masters degrees in Cairo, Egypt where he began his teaching career. In 1999, he joined Duke University Medical Center where he established Duke's Hospital medical interpretation and translation services. Currently, he is a Training Coordinator at the Duke Health System Education Services Department and an independent consultant and trainer. He offers a series of workshops and seminars on Developing Cultural Competence, Working Effectively with a Medical Interpreter, Continuous Quality Improvement, concepts and methodologies, and Developing and Managing High Performance Teams. Among his clients are Wake County Health Services, Southeastern Region's AHEC, and Alamance County. The proposed contract provides that during fiscal year 2002-03 Dr. Meguid will facilitate 12 Cultural Competency Building training sessions. It is estimated that 300 - 350 County employees will be trained during this fiscal year. Attached is the proposed agreement with Dr. Meguid. FINANCIAL IMPACT: The estimated cost of the Cultural Competency Building training for fiscal year 2002-03 is $8,100. Funding was included in the approved 2002-03 budget for this purpose. RECOMMENDATION(S): The Manager recommends that the Board authorize the Board Chair to sign the attached agreement for training services with Dr. Meguid to provide cultural competency building training to County employees. Attachment Memorandum of Agreement Between Training Facilitator Dr. Henry Meguid and Orange County This Memorandum of Agreement outlines the agreement between Training Facilitator Dr. Henry Meguid and Orange County for providing Cultural Competency training to Orange County employees. A. Trainer Henry Meguid Responsibilities • Facilitate 12 cultural competency training sessions of five hours each at $675.00 per session, with a minimum of 15 employees attending each session. • Provide handouts and training curriculum originals for participants. B. Orange County Responsibilities • Provide staff assistance with equipment. • Provide necessary materials, copies and supplies for participants. • Provide appropriate training facility. • Pay all approved invoices within 30 days of receipt of the invoice not to exceed a total amount of $8,100 under this agreement. C. Termination Either party may terminate this agreement at any time with two weeks advance written notice.
