Draft STIP; DCHC MPO Projects PURPOSE: To consider resolutions providing comments regarding the Draft 2004 -2010 State Transportation Improvement Program (STIP) to the North Carolina Department of Transportation (NCDOT) and to the Durham-Chapel Hill-Carrboro Transportation Advisory Committee (TAC). Attachment 3, beginning on page 16, outlines changes between the current 2002 - 2008 TIP and the proposed 2004 - 2010 TIP. BACKGROUND: Biannually, the North Carolina Board of Transportation (BOT) adopts a multi- year State Transportation Improvement Program (STIP) that specifies needed transportation improvements across the state. The North Carolina Department of Transportation released the Draft State Transportation Improvement Program earlier this year, and will accept comments on the draft STIP through December 31 of this year. Citizens may submit comments online by visiting the. NCDOT web site (www.ncdot.org) and selecting "Public Information", then selecting "Transportation Improvement Program". NCDOT will consider comments in the development of the final STIP, which the NCBOT will adopt in June 2003. The Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (MPO) traditionally develops the Metropolitan Transportation Improvement Program (MTIP) in October or November. The MPO has been engrossed in the development of the DCHC Long-Range Transportation Plan; and has not yet endorsed a draft MTIP. The Technical Coordinating Committee (TCC), at its December 4, 2002, meeting, will consider recommending a draft MTIP to the Transportation Advisory Committee (TAC). The TCC TIP Subcommittee anticipates the TAC will release the draft DCHC Metropolitan Transportation Improvement Program for public comment December 18. The proposed schedule provides for the public comment period to continue through the end of January 2003, and for the TAC to hold the public hearing for the draft MTIP at its January 8, 2003, meeting. The procedure provides for the MPO to negotiate with NCDOT after public comments have been received prior to the TAC approving the "final" MTIP. The TAC will most likely consider approval of the MTIP in April 2003.t 2 FINANCIAL IMPACT: There is no immediate financial impact associated with this item. RECOMMENDATION: The Administration recommends that: 1. The Board consider comments and resolutions to submit those comments to the North Carolina Department of Transportation for Orange County projects outside the Durham- Chapel Hill-Carrboro Metropolitan Planning Area and to the Durham-Chapel Hill-Carrboro Transportation Advisory Committee for projects within the DCHC Metropolitan Planning Area. 2. The Board refer this item to the Board's Transportation Task Force (Alice Gordon and Barry Jacobs) for discussion and recommendation. 3. The Board consider this item at its December 10 meeting. ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS A RESOLUTION PROVIDING COMMENTS TO THE NORTH CAROLINA DEPARTMENT OF TRANSPORTATION REGARDING THE DRAFT 2004 - 2010 TRANSPORTATION IMPROVEMENT PROGRAM WHEREAS, Orange County gives priority to identified safety needs on existing roads and bridges, to other transportation projects that encourage alternatives to automobile travel, to projects that minimize adverse impacts on the natural environment and cultural sites, and to those projects that foster economic development in the designated Economic Development Districts; and WHEREAS, Orange County has submitted a Priority List of Transportation Projects for inclusion in the 2004 - 2010 Transportation Improvement Program (TIP); and WHEREAS, North Carolina Department of Transportation has considered the Priority Lists submitted by local jurisdictions in the development of the 2004 - 2010 State Transportation Improvement Program, and has released the Draft 2004 - 2010 Transportation Improvement Program for public comment; NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners that the Board submit the attached comments to the North Carolina Department of Transportation for consideration by the North Carolina Board of Transportation when adopting the 2004 - 2010 Transportation Improvement Program. Clerk to the Board of Commissioners 4 ORANGE COUNTY BOARD OF COMMISSIONERS COMMENTS REGARDING DIVISION 7 PROJECTS IN THE DRAFT 2004 - 2010 TRANSPORTATION IMPROVEMENT PROGRAM Orange County appreciates the opportunity to participate in the North Carolina Transportation Improvement Program process. Like so many jurisdictions across the state, we have transportation needs we feel are necessary to provide our citizens with a safe and efficient multi-modal system throughout the County. Orange County submits the following comments on selected projects in the Draft 2004-2010 NC Transportation Improvement Program. These are provided as two distinct sets of comments as follows: Comments Regarding the Draft 2004- 2010 North Carolina Transportation Improvement Program for Orange County Projects Within the Durham-Chapel Hill-Carrboro -Metropolitan Planning Area; and Comments Regarding the Draft 2004-2010 North Carolina Transportation Improvement Program for Orange County Projects Outside the Durham-Chapel Hill-Carrboro Metropolitan Planning Area. ORANGE GOUNTY PROJEGTS WITHIN THE DURHAM-CHAPEL HILL-GARRBORO METROPOLITAN PLANNING AREA As a member of the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization, Orange County will continue to work with the Transportation Advisory Committee (DCHC TAC) to develop a complete list of project priorities for the portion of Orange County that lies inside the urbanized area boundary. However, there are selected projects in Orange County that we would like to address now because they have been the subjects of discussions between the TAC and the Department of Transportation or because there are other special concerns. REQUESTED PROJEGTS 1) U-3808, Elizabeth Brady Road Extension: Construct a not more than three-lane facility, with bicycle and pedestrian amenities, connecting US 70 Business and US 70 Bypass on an alignment that has least impact on the Eno River, the natural environment and cultural sites. This project creates a parallel route to the highly congested Churton Street corridor (NC 86 & US 70 Business). This route will be used to re-route heavy truck and through traffic out of the downtown/historic district. An Economic Development District (EDD) Transportation Work Group made up of Orange County and Town of Hillsborough elected officials, planning staff, developers and community groups was established to address transportation issues regarding the Hillsborough area EDD. That group's recommendations and comments regarding this project are also attached for conside~~ation in planning and design of this project. 5 2) NC 86, Bicycle Lanes: Construct bicycle lanes (4-foot paved shoulders) from Chapel Hill (Whitfield Road) to Hillsborough (US 70 Business). This project will extend bicycle lanes on Airport Road (NC86) in Chapel Hill to US 70 Business in Hillsborough. Bicycle lanes have recently been completed along NC 86 from UNC to Whitfield Road (SR 1731) in Orange County. NC 86 from Chapel Hill to Hillsborough is experiencing increasing numbers of bicyclists using this route and there are also two schools along this route. This route is listed as priority I of the primary bicycle routes proposed in the Orange County Bicycle Transportation Plan adopted April 6, 1999. This project is listed in the 2002-2008 TIP as an incidental bicycle need. Orange County requests that bicycle lanes be constructed as an independent project, and, if necessary, programmed in phases. 3) R-2825, Improvements to South Churton Street: Develop congestion management, limited access, aesthetic and capacity improvements between US 70 Business and Interstate 40. The portion between Interstates 40 and 85 will conform to the design criteria of the Economic Development District Design Manual (4-lane divided section with bike and pedestrian improvements). The feasibility study should explore a variety of improvements within the current right-of-way for the segment north of Interstate 85. Improved capacity through widening is not the first choice because of significant constraints between Interstate 85 and US 70 Business and the proximity of the historic district north of the project limits. Orange County requests that, where conditions do not prevent the addition of frontage roads, the feasibility study include the addition of frontage roads with limited access from the corridor. 4) US 70 Bypass Widening: Widen, from the. Orange/Durham County Line to the US 70 - I-85 Connector east of Efland, US 70 Bypass to a four-lane divided section with bike and pedestrian improvements. This project should be phased to address traffic counts and existing congestion. Orange County requests that this project be identified as a need and included in the 2004-2010 STIP. 5) NC 86 (North of Hillsborough) Improvements: Widen, from US 70 Bypass north of Hillsborough to SR 1332 (Coleman Loop), NC 86 to four lanes with intersection improvements at US 70 Bypass. NC 86 is the major north-south route through Orange County. NC 57 converges into US 86 just north of US 70 Bypass. The segment of NC 86 between NC 57 and US 70 is congested, rendering a high accident location at the intersection of US 70 Bypass at NC 86. Development pressures in this area will exacerbate traffic congestion and accident proliferation. 6) R-3438, Hillsborough Western Bypass: Construct a two-lane facility connecting US 70 with NC 86 North and Stroud's Creek Lane, using a 6 portion of SR 1332 (Coleman Loop) right-of-way. This project will create a connection between NC 57 , NC 86 north of Hillsborough and US 70 west of Hillsborough to create an alternate for traffic seeking I-40/I-85 from the north of Hillsborough. By providing a direct connection to the interstate corridor without using NC 86 through Hillsborough, the project will help alleviate traffic congestion on Churton Street through the historic downtown area. A portion of Stroud's Creek Lane accessing NC 57 has been constructed with private funds. A 0.3-mile (approx.) segment is needed to complete the connection between NC 57 and NC 86. OTHER REQUESTS AND COMMENTS 1) U-3808, Elizabeth Brame Road Extension: `Comments from the Economic Development District (EDD) Transportation Work Group: The EDD Transportation Work Group has recommended that NCDOT should continue its study of seven options to reduce traffic congestion and improve the Level of Service in Hillsborough's central business district and to improve safety along Churton Street and NC 86. The Work Group prioritized the seven options in order of preference: 1. Elizabeth Brady alignment 3, which does not cross the river, goes across ridge (IF this is the least impact to the river) 2. Elizabeth Brady alignment 2 (averts racetrack, crosses river) 3. (original) Elizabeth Brady alignment 1 4. Lawrence Road (with 86 connector) -but different function from above 5. Western bypass 6. No build 7. Widen Churton St. from 70 business to 70 bypass The EDD Transportation Work Group has also recommended that Elizabeth Brady Road Extension should be treated as a local road, not a bypass. The location of Elizabeth Brady Road is not adequate for a bypass. NCDOT should extend the study area for a bypass to include the Hillsborough 50-Year Water and Sewer Boundary. One option for a bypass would follow the study area boundary for project U-3808, using existing roads where possible and with an interchange on I-85 east of Lawrence Road. 2) U-2805: Homestead Road Widening: Orange County requests that there be no further delays in the scheduled widening of Homestead Road. Construction has previously been delayed from mid-2001 (1998 - 2004 TIP) to 2004 (2000 - 2006) TIP. The proposed cross section includes facilities for bicycles and sidewalks. The project is needed to enhance safety around Orange High School, especially for bicycle and pedestrian traffic. 7 COMMENTS ON OTHER TIP PROJECTS INITIATED BY NCDOT 1) I-3306 Section A: widening of I-40 to six lanes from I-85 in Orange County to NC 147 (Buck Dean Freeway) in Durham County -Orange County is opposed to any widening of I-40 through Orange County unless there is a commitment by NCDOT to provide HOV and/or dedicated bus lanes. Transportation modeling studies indicate that the existing four-lane section from I-85 to NC 86 may be adequate to handle projected future traffic, but HOV lanes, along with widening to a six-lane section for general traffic, will be needed to help alleviate congestion from NC 86 to Wake County. Orange County requests that, if funding `cannot be secured through other transportation- programs, this project include widening the bridge on Orange Grove Road over Interstate 40 to provide safe access for bicycle and pedestrian traffic over the interstate as recommended in the Orange Grove Road Study recently executed by a joint committee made up of Orange County and Town of Hillsborough Commissioners and staff from Orange County and Hillsborough Planning Departments, Orange County Economic Development Department, and NCDOT. Orange County also requests that NCDOT landscape interchanges for this project in an aesthetic manner. 2) I-305: widening of I-85 to six lanes and reconstruction of interchanges from I- 4Q afi Hillsborough to Durham County Line: Orange County is opposed to any widening of I-85 through Orange County unless there is a commitment by NCDOT to provide HOV and/or dedicated bus lanes. Orange County requests that its staff be allowed to participate in the planning of the facility. The Countjr is specifically interested in the following infrastructure improvements as they relate to the I-85fUS 70 Economic Development District: a} Erosion Control Measures -Orange County requests that permanent erosion control measures be included in the project. b} Landscaping of Interchanges -Orange County requests that NCDOT landscape all reconstructed interchanges in an aesthetic manner. c} Pedestrian and Bicycle Facilities -Orange County requests that its staff be allowed to participate in the determination of where and what type of facilities are to be included in this project. Adequate guardrails on overpasses and sidewalks and bike lanes (see the Regional Bicycle Plan for Durham and Orange Counties} along roads where interchange 8 improvements are required are among facilities Qrange County requests be included in the project. d} Wildlife Corridor Under I-85 (in the vicinity of US70 Interchange} - Qrange County requests that its staff be allowed to participate during the planning sfiage and that this issue be brought to the attention of the NCDOT Staff Biologist. -Constructing this wildlife corridor is one of the recommendations presented in the "The New Hope Corridor Qpen Space Master Plan: Proposals for Linking Duke Forest and Eno River State Park." Qrange County also requests that NCDQT consult county staff in designing the interchange at US 70 to provide a pedestrian trail under 1-85 [inking New Hope Creek and the Eno River (New Hope Rustic Woodland Trail proposed as an element of the Lands Legacy Program}. e} Intersection of Pleasant Green Road CSR 1567} ~ Mt Herman Church Road ASR 17131 - NGDQT Division 7 TrafFic Engineers have recommended that. this intersection be included as a part of I-305 because of its proximity to the 1-85lUS 70 interchange, The entire intersection should be realigned so that Pleasant Green Road intersects US 70 at a 90-degree angle. f} US 70 from NC 751 to Universi~ Station Road~SR 17121-Due to the needs of the Pleasant Green Road\US 70 intersection, Qrange County requests that US 70, from NC 751 to University Station Road, be upgraded to provide for a suitable transition fromfto I-85. An example of the need for this project is the intersection of US 70 with Qld No.10 (SR 1715} which is currently operating at level of service "F". g~ Mt Herman Church Road CSR 171 ~ -Preliminary plans by the Planning & Environmental Branch, Division of Highways of NCDQT indicate thafi this road may be relocated as part of I-305. Qrange County requests that this road be designed with 12' wide travel lanes and 4` wide bicycle lanes for a total paved width of 32'. h} Qld NG 10 (SR 1710} -Preliminary plans by the Planning & Environmental Branch, Division of Highways of NCDQT indicate that this road may also be relocated as part of I-305. Qrange County requests that this road be designed with 1 ~' wide travel lanes and 4' wide bicycle lanes for a total paved width of 32'. i} NG 8fi - NGDQT has expressed concern that the width (2-lane} of the NG 8fi overpass is inadequate for increased trafhc volumes that would result from proposed development in the adjacent Economic Development District, Qrange County requests that the NG 86 overpass be widened. 9 ORANGE COUNTY PROJECTS OUTSIDE THE DURHAM-CHAPEL HILL-CARRBORO METROPOLITAN PLANNING AREA Orange County would like to-give priority to identified safety needs on existing roads and bridges, to other transportation projects which foster alternatives to automobile travel, and to projects that minimize adverse impacts on the natural environment and cultural sites. The County also endorses environmentally responsible construction of all transportation projects. Finally, the County supports adequate maintenance for existing transportation facilities. 1 } Park and Ride Lot in the Buckhom Economic Development District: Orange County requests a park and ride facility (from the adopted Orange County Economic Development District Design Manual) be funded in the Community Transportation Improvement Program for Orange Public Transportation, This project is clearly justified as it would provide an opportunity fior coordination ofi public transportation efforts between two growing regions in North Carolina, the Triad and Triangle. 10 ORANGE COUNTY BOARD OF COUNTY COMMISSIONERS A RESOLUTION PROVIDING COMMENTS TO THE DURHAM-CHAPEL HILL-CARRBORO TRANSPORTATION ADVISORY COMMITTEE REGARDING THE DRAFT 2004 - 2010 TRANSPORTATION IMPROVEMENT PROGRAM WHEREAS, Orange County has participated in the development of the Durham-Chapel Hill- Carrboro (DCHC) Metropolitan Priority List for the 2004 - 2010 Transportation Improvement Program (TIP) as a member of the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization; and WHEREAS, North Carolina Department of Transportation has considered the DCHC Priority List for the 2004 - 2010 TIP and has released the Draft 2004 - 2010 Transportation Improvement Program for public comment; and WHEREAS, the Durham-Chapel Hill-Carrboro Transportation Advisory Committee is charged with the development of the Metropolitan Transportation Improvement Program which is consistent with the State Transportation Improvement Program (STIP); NOW, THEREFORE, BE IT RESOLVED by the Orange County Board of Commissioners that the Board submit the attached comments to the DCHC Transportation Advisory Committee to be considered in the development of the final 2004 - 2010 DCHC Metropolitan Transportation Improvement Program. Transportation modeling studies indicate that the existing four-lane section from I-85 to NC 86 may be adequate to handle projected future traffic, but HOV lanes, along with widening to a six-lane section for general traffic, will be needed to help alleviate congestion from NC 86 to Wake County. Orange County requests that, if funding cannot be secured- through other transportation programs, this project include widening the bridge on Orange Grove Road over Interstate 40 to provide safe access for bicycle and pedestrian traffic over the interstate as recommended in the Orange Grove Road Study recently executed by a joint committee made up of Orange County and Town of Hillsborough Commissioners and staff from Orange 14 County and Hillsborough Planning Departments, Orange County Economic Development Department, and NCDOT. Among the features requested for inclusion are sidewalks and bike lanes (see the Regional Bicycle Plan for Durham and Orange Counties) slang roads where interchange improvements are required and adequate guardrails on overpasses. d) Wildlife Corridor Under I-85 (in the vicinity of US7Q Interchange) - Orange County requests that its staff be allowed to participate during this part of the planning stage and that this issue lae brought to the attention of the NCD07 StafF Biologist Gonstrucfiing this wildlife corridor is one of the recommendations presented in the "The New Hope Carcidar Open Space Master Plan: Proposals for Linking Duke Forest and Eno River State Park." Orange County also requests that NGDOT consult county staff in designing the interchange at US 7d to provide a pedestrian trail under I-$5 linking New Hope Creek and the Eno River (New Hape Rusfiic Woodland Trail proposed as an element of the Lands Legacy Program). e) Intersection of Pleasant Green Road (SR 1567) & Mt Herman Church Road CSR 17131 - NGDOT Division 7 Traffic Engineers have recommended that this intersection be included as a part of I-3Q5 because of its proximity to the I-85fUS 70 interchange. The entire 15 intersection should be realigned so that Pleasant Green Road intersects US 7Q at a 90-degree angle. f} US 70 from NG 751 to University Station Road (SR 1712) -Due to the needs of the Pleasant Green Road\US 7f} intersection, Qrange Gounty requests that US 7Q, from NC 751 to University Station Road, be upgraded to provide for a suitable transifiion from/to I-85. SUBMITTED DECEMBER 3, 2001 18 ORANGE COUNTY TRANSPORTATION PRIORITY LIST FOR CONSIDERATION OF FUNDING IN THE 2004 - 2010 TRANSPORTATION IMPROVEMENT PROGRAM Orange County would like to give priority to identified safety needs on existing roads and bridges, to other transportation projects which foster alternatives to automobile travel, and to projects that minimize adverse impacts on the natural environment and cultural sites. The County also endorses environmentally responsible construction of all transportation projects. Finally, the County supports adequate maintenance for existing transportation facilities. Our transportation needs list is divided into two sections. The first section deals with selected projects within the Durham-Chapel Hill-Carrboro metropolitan planning area. The second section deals with projects in the remaining portions of Orange County which lie outside of the Durham-Chapel Hill-Carrboro metropolitan planning area. ORANGE COUNTY PROJECTS V111THIN THE DURHAM-CHAPEL HILL-CARRBORO METROPOLITAN PLANNING AREA As a member of the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization, Orange County will continue to work with the Transportation Advisory Committee (DCHC TAC) to develop a complete list of project priorities for the portion of Orange County that lies inside the urbanized area boundary. However, there are selected projects in Orange County which we would like to address now because they have been the subjects of discussions between the TAC and the Department of Transportation or because there are other special concerns. REQUESTED PROJECTS 1 } U-3808, Elizabeth Brady Road Extension: Construct a facility, with bicycle and pedestrian amenities, connecting US 70 Business and US 70 Bypass on an alignment that has least impact on the Eno River, the natural environment and cultural sites. This project creates a parallel route to the highly congested Churton Street corridor (NC 86 & US 70 Business). This route will be used to re-route heavy truck and through traffic out of the downtown/historic district. An Economic Development District (EDD) Transportation Work Group made up of Orange County and Town of Hillsborough elected officials, planning staff, developers and community groups was established to address transportation issues regarding the Hillsborough area EDD. That group's recommendations and comments regarding this project are also attached for consideration in planning and design of this project. SUBMITTED DECEMBER 3, 2001 19 2) NC 86. Bicycle Lanes: Construct bicycle lanes (4-foot paved shoulders) from Chapel Hill (Whitfield Road) to Hillsborough (US 70 Business). This project will extend bicycle lanes on Airport Road (NC86) in Chapel Hill to US 70 Business in Hillsborough. Bicycle lanes have recently been completed along NC 86 from UNC to Whitfield Road (SR 1731) in Orange County. NC 86 from Chapel Hill to Hillsborough is experiencing increasing numbers of bicyclists using this route and there are also two schools along this route. This route is listed as priority I of the primary bicycle routes proposed in the Orange County Bicycle Transportation Plan adopted April 6, 1999. This project is listed in the 2002-2008 TIP as an incidental bicycle need. Orange County requests that bicycle lanes be constructed as an independent project, and, if necessary, programmed in phases. 3) R-2825 Improvements to South Churton Street: Develop congestion management, limited access, aesthetic and capacity improvements between US 70 Business and Interstate 40. The portion between Interstates 40 and 85 will conform to the design criteria of the Economic Development District Design Manual (4-lane divided section with bike and pedestrian improvements). The feasibility study should explore a variety of improvements within the current right-of-way for the segment north of Interstate 85. Improved capacity through widening is not the first choice because of significant constraints between Interstate 85 and US 70 Business and the proximity of the historic district north of the project limits. Orange County requests that, where conditions do not prevent the addition of frontage roads, the feasibility study include the addition of frontage roads with limited access from the corridor. 4) US 70 Bypass Widening: Widen, from the Orange/Durham County Line to the US 70 - I-85 Connector east of Efland, US 70 Bypass to a four-lane divided section with bike and pedestrian improvements. This project should be phased to address traffic counts and existing congestion. Orange County requests that this project be identified as a need and included in the 2004-2010 STIP. 5) NC 86 (North of Hillsborough) Improvements: Widen, from US 70 Bypass. north of Hillsborough to SR 1332 (Coleman Loop), NC 86 to four lanes with intersection improvements at US 70 Bypass. NC 86 is the major north-south route through Orange County. NC 57 converges into US 86 just north of US 70 Bypass. The segment of NC 86 between NC 57 and US 70 is congested, rendering a high accident location at the intersection of US 70 Bypass at NC 86. Development pressures in this area will exacerbate traffic congestion and accident proliferation. 6) R-3438, Hillsborough Western Bypass: Construct a two-lane facility connecting US 70 with NC 86 North and Stroud's Creek Lane, using a SUBMITTED DECEMBER 3, 2001 20 portion of SR 1332 (Coleman Loop) right-of-way. This project will create a connection between NC 57 , NC 86 north of Hillsborough and US 70 west of Hillsborough to create an alternate for traffic seeking I-40/I-85 from the north of Hillsborough. By providing a direct connection to the interstate corridor without using NC 86 through Hillsborough, the project will help alleviate traffic congestion on Churton Street through the historic downtown area. A portion of Stroud's Creek Lane accessing NC 57 has been constructed with private funds. A 0.3-mile (approx.) segment is needed to complete the connection between NC 57 and NC 86. OTHER REQUESTS AND COMMENTS 1) U-3808 Elizabeth Brady Road Extension: 'Comments from the Economic Development District (EDD) Transportation Work Group: The EDD Transportation Work Group has recommended that NCDOT should continue its study of seven options to reduce traffic congestion and improve the Level of Service in Hillsborough's central business district and to improve safety along Churton Street and NC 86. The Work Group prioritized the seven options in order of preference: 1. Elizabeth Brady alignment 3, which does not cross the river, goes across ridge (IF this is the least impact to the river) 2. Elizabeth Brady alignment 2 (averts racetrack, crosses river) 3. (original) Elizabeth Brady alignment 1 4. Lawrence Road (with 86 connector) -but different function from above 5. Western bypass 6. No build 7. Widen Churton St. from 70 business to 70 bypass The EDD Transportation Work Group has also recommended that Elizabeth Brady Road Extension should be treated as a local road, not a bypass. The location of Elizabeth Brady Road is not adequate for a bypass. NCDOT should extend the study area for a bypass to include the Hillsborough 50-Year Water and Sewer Boundary. One option for a bypass would follow the study area boundary for project U-3808, using existing roads where possible and with an interchange on I-85 east of Lawrence Road. Also, please refer to the attached EDD Transportation Work-Group recommendations and comments. 2) I-3306 Section A: widening of I-40 to six lanes from I-85 in Orange County to NC 147 (Buck Dean Freeway) in Durham County -Orange County requests that I-3306 Section A and I-3306 Section B be divided into two separate projects and programmed separately in the TIP.
