PURPOSE: To appoint the members of the Housing Bond Project Review and Selection
Committee in accordance with the County's Housing Bond Policy.
BACKGROUND: The Housing Bond Policy approved by the BOCC on October 15, 2002
includes a provision for a Project Review and Selection (PRS) Committee to evaluate all project
proposals and make funding recommendations to the County Manager. The PRS Committee
will be composed of up to three (3) members of the Affordable Housing Advisory Board (ARAB),
three Orange County employees (from among the Assistant County Manager -Human
Services; Planning Director; Finance Director; and the County Engineer), one employee from
each of the Carrboro, Chapel Hill, and Hillsborough planning departments, and the County
Housing and Community Development Director. Following this designated committee structure,
the following persons are recommended for membership on the Project Review and Selection
Committee.:
ARAB Representatives Stephen Jenks; Tracey Dudley; and Frances Douglas
Orange County Employees Gwen Harvey; Craig Benedict; Ken Chavious; and Tara Fikes
Town of Chapel Hill Loryn Barnes
Town of Carrboro James Harris
Town of Hillsborough Margaret Hauth
FINANCIAL IMPACT: This committee will review project proposals submitted in the first
funding round of the 2001 Housing Bond Program for $1,040,000. The RFP process was
opened on November 4th, and proposals are due December 16tH
RECOMMENDATION(S): The Manager recommends approval of the membership of the
Housing Bond Project Review and Selection Committee.
