BACKGROUND: The North Carolina Department of Transportation (NCDOT) Public Transportation Division accepts annual requests for administrative and capital needs from county community transportation programs. Orange Public Transportation (OPT) is eligible to make an application for both administrative and capital funding. The total amount requested for the FY 2003/04 is $422,467 for administrative and capital funds of which $380,220 is federal/state funds with a local match of $42,247. OPT is requesting administrative funds of $194,304 to support the overall transit system management and continue to promote general public ridership. Administrative Funding increases due to: • Orange Public Transportation Modular unit lease for fiscal year • Utilities (water, electricity) for OPT modular unit • Position audit of OPT administrative staff • Drug/Alcohol testing • OPT Uniforms A request for capital funds of $228,163 for replacement vehicles is also requested (see attachment). OPT is requesting the replacement of seven vehicles to continue current services. These vehicles have met the replacement criterion of NCDOT. Capital funding requests represent the purchase of vehicles necessary to provide safe, efficient transit services provided by OPT. The purchase of these new vehicles will reduce the maintenance of the OPT fleet. Capital Funding: • One (1) Lift Equipped Van -Replacement • Five (5) Center Aisle Vans -Replacement • One (1) 25' Light Transit Vehicle -Replacement The FY 2003/04 local match of $42,247 is compared to the local match of FY 2002/2003 of $37,494. The bulleted items above indicate the additional items or services the additional local match will provide. A public hearing was held on November 19, 2002 at the quarterly Transportation Advisory Board meeting. The Transportation Advisory Board reviewed public comments and approved the application as submitted. FINANCIAL IMPACT: The NCDOT Community Transportation Program Grant requires a 10% local County match in the amount of $42,247 for FY 2003/04. If this grant application is approved as proposed, $42,247 is the amount the BOCC would be asked to set aside as the mandatory local match for OPT in the budget process for next fiscal year. RECOMMENDATION(S): The Manager recommends that the Board approve the Community Transportation Program Grant application for FY 2003/04 and authorize the Chair to sign the Community Transportation Program Resolution and Annual Certified Statements of participation. Department of Transportation by November 22, 2002. Public comments received will be forwarded on to the N.C. Department of Transportation. The Community Transportation Program provides assistance to coordinated existing human service transportation programs in Orange County and to provide general public transportation in rural Orange County. These services are currently provided by the Orange Public Transportation (OPT) program to human service agencies and the general public on fixed routes, deviated routes and demand response trips with the assistance of local taxis. The total amount requested is $426,632 for administrative and capital assistance for July 1, 2003 through June 30, 2004. The local matching share is $42,663 and the balance in federaUstate funds is $383,969.
