Chairman Bennett received the petition and directed the County Administrator
to have the County Attorney review said petition and advise the Board of Commissioners
as to the necessary legal steps involved concerning the enactment of said petition.
The following road petitions were received and the Clerk was advised to forward
same to the State Highway Commission:

Tom Ward, Director of Welfare, requested the Board to authorize a transfer of
$7,000.00 County Funds from the OAA Program to the AFDC Program. Upon motion of
Commissioner Ward, seconded by Commissioner Walker, it was moved and unanimously
adopted that the Director of Welfare be authorized to make the above requested
transfer of County Funds from the OAA Program to the AFDC Program,
The Welfare Department was also authorized to employ under the PACE Program
two students for summer work at a salary of $110.00 each. .
Thomas A. Rose, Engineer for the Lake Orange Project, reported that bids could
be opened on July 6,1967 for said project. Mr. Rose was directed to take the
necessary steps to secure bids for the Lake Orange Project.
Upon motion of Commissioner Ward, seconded by Commissioner Smith, it"was moved
and unanimously adopted, that Wallace Williams of Chapel Hill and W. S. Ivey of
Chapel Hill be re-appointed as members of the Chapel Hill Board of Adjustments for a
three year term which will run consecutive to their present terms which expires on
June 30, 1967.
Upon motion of Commissioner Walker, seconded by Commissioner Ward, and
unanimously adopted, T. B. Speller,_$epresentative of the Aiwanis Club of Chapel Hill,
was authorized to hold a fireworks display in the vicinity of Fetzer Field on
July 4, 1967.
The following persons were appointed as members of the Building Committee to
investigage plans for a County Welfare building. They were: Harvey D. Bennett,
William Ray, S. M. Gattis and Tom Ward.
There being no further business to come before the Board said meeting was
adjourned to meet again on Wednesday, June 7, 1967 at 8:00 o'clock P.M. in the
Courtroom of the Courthouse with the County Planning Board.

MINUTES OF THE ORANGE COUNTY
BOARD OF COMMISSIONERS
June 7, 1967
The Board of Commissioners for the County of Orange, North Carolina met in
adjourned session in the Courtroom at the Courthouse in Hillsborough, N. C, with
the County Planning Board on June 7, 1967 at 8:00 o'clock P.M.
Members Present: Chairman Harvey D. Bennett, Commissioners William C. Ray,
Carl M. Smith, Henry S. Walker and.Ira A. Ward.
Members Absent: None
The purpose of this meeting was to discuss with the County Planning Board
amendments relative to the Chapel Hill Township Zoning ordinance which had been
previously reviewed at the public hearings held on May 30, 1967 and June 1, 1967.
The Planning Board recommended that the Board of Commissioners amend the current
zoning ordinance in the following manner; to authorize the sale of one-half (15)
acre lots in subdivisions that were established prior to the effective date of the
current zoning ordinance, provided that a plat is of record showing designated
streets and also provided that if a substantial number of lots,in these sub-
divisions, had been sold.

Upon motion of Commissioner Ward, seconded by Commissioner Smith, it was moved,
that the following amendment, classified as section 9.3, be adopted:

Section 9. General Provisions
(To be re-numbered)
New subsection-9.3: (Note: Sub-sections presently numbered 9.3 and following
will have to be re--numbered)
9.3 Undersized Lots in Recorded Subdivisions
The Orange County Board of Adjustment shall be empowered to authorize the
issuance of zoning permits for single-family residential structures on lots
in a Residential District even though such lots do not meet the requirements
of said district, whenever it shall make all the following findings of fact:
(a) That the subdivision plat was filed as a legal record in the office
of the Orange County Register of Deeds prior to February 6, 1967, the
effective date of this ordinance;
(b) That the lots are no smaller than 15,000 square feet;

(c) That streets in said subdivision have been cleared and graded;
(d) That a substantial number of. lots have been sold in the subdivision;
(e) That the lots are served by a community-type water supply approved in
writing by the District Health Director."
The Planning Board recommended that Community Airports be permitted in
residential districts, but that a Community Airport permit must be issued by the
Board of Adjustments. Discussion ensued concerning other proposed amendments to
the zoning ordinance. Upon motion of Commissioner Walker, seconded by Commissioner
Ray, it wa's moved, that the following amendments classified as section 6.1 and
Section 10 be adopted.

Section 6.1 Include:
Residential
Districts
Community Airports (as permitted X
in Section 10)
Section 10 Community Airports
(New Section - requires re-numbering of other ordinance Sections)
The Orange County Board of Adjustment shall be empowered to issue Community
Airport Permits when it shall make the following findings:
(a) That the minimum lot size shall not exceed acres;
(b) That a buffer strip of not less than 100 feet, measured from all exterior
property lines and main-travelled roadway right-of-way lines, within which
no structure shall be erected nor taxiing or other aircraft movement,
storage or repair shall be permitted.
(c) All automobile and other non-aircraft parking shall be provided off the
highway right-of-way, but may be provided within the buffer strip;
(d) No signs shall be permitted except identification, occupancy, and real
estate;
(e) That there shall be outdoor and/or indoor storage for no more than 10
aircraft, including temporary or overnight storage;
(€) That there shall be only one runway;
(g) That the runway shall be no longer than feet.
The Board of Adjustment shall impose such reasonable and appropriate terms,
conditions, safeguards and requirements upon the issuance of a Community
Airport Permit as it may deem necessary to protect the public and neighboring
property owners against adverse effects, including the requirements that there
be no violation of the above findings.

Whenever the Board of Adjustment shall determine that any of the terms,
conditions, safeguards and requirements upon the issuance of a Community !..
Airport Permit, after notice of such violation has been given the permit
holder by the Zoning Officer, the Board of Adjustment may revoke said permit.
In every case of revocation the community airport for which the
permit was
issued shall automatically be in violation of this ordinance."
There being no further business to Com^ before the Board the meeting was
adjourned to meet again on Monday, June 12,•1467 at 8:00 o'clock P.M. in the
Commissioners Room at the Courthouse in Hillsborough.

on Monday, June 12, 1967 at 8:00 o'clock P.M.

Carl M. Smith, Henry S. Walker and Ira A. Ward.
Members Absent: None
The purpose of this meeting was to consider the proposed extractive use
amendments to the Chapel Hill Township Zoning Ordinance which had been recommended
by the Orange County Planning Board. Discussion ensued concerning these proposed
amendments.

Upon motion of Commissioner Ward, seconded by Commissioner Ray, it was moved
and adopted that the following amendments be incorporated with the Chapel Hill
Township Zoning Ordinance which was adopted on February 6, 1967.
