PURPOSE: To consider making an appointment to the Board of Health to fill the Dentist
vacancy.
BACKGROUND: The Dentist position on the Board of Health has been vacant since Dr. Janet
H. Southerland moved out of the County this past summer. Recruitment was done, and one
eligible application received from Dr. Jessica Y. Lee. She is being recommended by the Board
of Health for appointment.
FINANCIAL IMPACT: None
RECOMMENDATION(S): The Board will consider making one appointment to the Board of
Health, Dentist position, for a partial term to expire June 30, 2004.

Dear Commissioner Jacobs:
At the November meeting of the Orange County Board of Health, the Board
considered applicants for the vacant board slot for a dentist. While there
currently is only one applicant for this position, the Board reviewed the
applicant against the criteria that it felt was important for service on the Board
of Health. The criteria are:
• Dentist that is licensed to practice in North Carolina
• Dentist that is in active practice in Orange County
• Experience and/or training in public health
• Willingness to commit to active participation on the Board
In addition, the Board of Health is committed to increasing the diversity of
Board members and committed to preserving a geographical balance of
representation whenever possible.
The Board is unanimously recommending that the Commissioners consider
appointing Dr. Jessica Lee to the Board of Health for the unexpired term
previously filled by Dr. Janet Southerland. Dr. Lee has an impressive
curriculum vitae that more than fulfills the criteria above. She received a
graduate degree in pediatric dentistry and a doctorate in health administration
from the LTNC Schools of Dentistry and Public Health respectively. Dr. Lee is a
North Carolina licensed dentist, practicing with the School of Dentistry. She has
practiced in agencies that serve low income patients and has an impressive
record in evaluation and research of dental services to underserved populations.
She was interviewed by telephone by a Board member who was impressed with
Dr. Lee's desire to serve on the Board of Health and with her commitment to
underserved populations. She would bring a valuable depth and perspective to
the Board of Health. We are attaching her full curriculum vitae for your review.

ETHICS GUIDELINES FOR
COUNTY ADVISORY BOARDS AND COMMISSIONS
I agree by my signature below that, if appointed, I pledge to comply with the following ethics guidelines
for advisory boards and commissions as adopted by the Orange County Board of Commissioners.
Members of advisory boards and commissions shall not discuss, advocate, or vote on any matter in
which they have a conflict or potential conflict of interest or an interest which reasonably might
appear to be in conflict with the concept of fairness in dealing with public business. A conflict of
interest or a potential conflict occurs if a member has a separate, private, or monetary interest, either
direct or indirect, in any issue or transaction under consideration. Any member who violates this
provision may be subject to removal from the board or commission.
If an advisory board or commission member believes he/she has a conflict or potential conflict of
interest on a particular issue, then that member should state this belief to the other members of
his/her respective advisory board or commission during the board or commission's public meeting.
The member should state the nature of the conflict, detailing that he/she has a separate, private, or
monetary interest, either direct or indirect, in the issue or transaction under consideration. The
member should then excuse himself/herself from considering and voting on the matter. In cases
where an advisory board or commission member declares a conflict or potential conflict of interest,
the member shall excuse himself/herself from the board table/voting area until all discussion,
consideration, and voting is completed on the matter in question.
Any advisory board or commission member having questions or needing assistance regarding the
interpretation of these ethics guidelines or other conflict of interest matters should contact the
administrative staff for the respective board or commission. Staff will assist the member with
questions and interpretations and may provide a recommendation on whether or not the advisory
board or commission member should excuse himself/herself from voting. The member may request
that the staff respond in writing. Staff may contact the County Manager for any additional
assistance.
If appointed, I agree to attend athree-hour orientation which will give an overview of how Orange County
Government operates and its relationship to other governmental units.
